2. Background
• EU Directive 2010/65/EU
• Commonly known as ‘Reporting Formalities Directive’
• Part of the EU’s and Industry’s drive to streamline and
standardise reporting formalities
• Ships arriving in and/or departing from EU member ports
• Mandates that Member States must adopt a ‘Single Window’
• Implement as soon as possible or by the latest - 1 June 2015
• The Directive prohibits reporting on paper form

6. National Maritime Dataset
Each member state:
• Specify a National Dataset reflecting the regulatory
requirements
• Must make data available via a single point
• Must Adopt standard reporting messages
• Can include above and beyond minimum EU reporting
requirements
• Report via Port Community Systems or through reporting
gateways
The Data model and standard messages is being developed by the EU Expert Group on Maritime Administrative
Simplification and Electronic Information Services (eMS) and the Advanced National Network for Administrators
(AnNa)
