This presentation was used during a workshop at the Doing Different Things Conference, that looked into the role of social enterprises, co-operatives and other Third Sector organisations in the delivery of social care and wellbeing services. The event was run by Welsh Government, Wales Co-operative Centre and Social Firms Wales.

2. BACKGROUND AND MOTIVATION
• ILA was established in 1989
• ILA promotes the right of disabled people
to live independently by providing a
comprehensive range of personal
assistance services
• Service provision is designed to meet
individual need
• ILA generates income from fees to cover
all overheads and only uses grant funding
to start self-financing projects or research

3. • User control is not a tick box
• User control is not a token gesture of letting
disabled people choice the biscuits
• User control is not a sub-group of the board
of directors at social services or a national
impairment body
• User control is about people having direct and
complete control over everything

4. PERSONAL ASSISTANCE
Personal assistance in its purest form is
following the instruction of the disabled
person in the support that they require. It is
not about following a care plan or a
predetermined list of tasks. It is not about
deciding what does or doesn’t need doing,
what is safe or not safe, in its purest form
personal assistance is doing only what you
are told to do by the PA User

5. STRUCTURE
• ILA is a charity and company limited by
guarantee
• The majority of members must be
disabled people
• The committee is elected annually and
users can opt to join at any time
• There is a good skillset on the committee
which is essential to running the
organisation
