Bay Delta Conservation Plan
 The BDCP has slipped behind schedule
 The state and contractors are negotiating
with the federal fisheries agencies on
Endangered Species Act permit terms
 Without final terms, the contractors do
not know how much water may be
available when the project is built

Financing the BDCP
 Dr. David Sunding has prepared a cost-
benefit analysis for the water contractors
 Without a range of possible yields, Dr.
Sunding is unable to evaluate benefits
 His preliminary conclusion based on the
proposed project was that the project
would show a net benefit for the
contractors in terms of avoiding
shortages

Statewide Cost-Benefit Study
 Dr. Sunding has been commissioned to
study the overall cost-benefit ratio for the
proposed project to the state as a whole
 Dr. Sunding began the study in

 The BDCP finance working group met
January 23 to discuss the scope
 The Portfolio Approach conceptual
alternative should be evaluated as well
