6. The IRR of AO 25, amending AO 10, was signed on
November 27, 2020 to include Former Violent Extremists
(FVEs) as beneficiaries under ECLIP, providing them
assistance on immediate and livelihood assistance, and
70/30 firearms remuneration and reintegration for the
receiving units (RUs).

7. Section 2 of AO No. 10 is hereby amended and renumbered as Section 1 of AO No. 25
Centralizing all Government Efforts for the Reintegration of Former Rebels (FRs) and
Former Violent Extremists (FVEs) by intensifying the convergence of various government
programs such as the ECLIP and PAMANA Program, with due regard to the individual needsof
the FRs/FVEs and their families, as well as the entire community.

8. Section 1 of AO No. 10 was amended and renumbered as Section 2 Coverage
to which the National Government shall pursue genuine reintegration of FRs and
FVEs by providing a complete package of assistance specifically tailored to their
needs and those of their respective communities.

9. FVEs who are former members of the Abu Sayaff Group, Maute Group, and other
violent extremists groups, as may be identified by the Task Force, who have
surfaced beginning 01 July 2016, as well as their qualified beneficiaries.

10. Section 3 of AO No. 10 is hereby amended to which the Task Force shall a. Design
and implement, in coordination with relevant government agencies and the National
Task Force to End Local Communist Armed Conflict, a holistic assistance
package or intervention program specifically designed to address the needs of FRs
and FVEs, including their family members and communities.

20. Advantages of the ECLIP IS
The main objective and advantage of the E-CLIP IS is to
further improve the procedures in the settlement of the
DILG-administered Packages of Assistance. It is a
customizable database system designed to methodically
collect, store, track, manage, interpret and utilize data on
former rebels and receiving unit given the localized,
customized, efficient, collaborative, and holistic approach
taken in the implementation of E-CLIP. In other words,
ECLIP IS was designed and established to expedite the
processing of financial assistance requests of FR.

23. Purpose
This Circular is issued to ensure that benefits and
other assistance of the implementing guidelines
for the Provision of DILG-Administered Package
of Assistance for Former Rebels and Militia ng
Bayan (MB) of the DILG-DNDJMCNo. 2018-01
shall be executedaccordingly.

24. Implementing Mechanism
“Matino, Mahusay, at Maaasahan”
A. Receiving Unit – shall take primary responsibility in informing the FR of the
program process and endorsing them to the Provincial/HUC Social Welfare
Development Officer for profiling and processing of assistance under E-
CLIP
B. Police Regional Office Firearms, Explosives and Ammunitions Disposal
Committee (PRO-FEADC) and Secretariat – shall perform the functions
and responsibilities as provided in the Circular
C. E-CLIP Committee – shall task its PNP, AFP, and Provincial/HUC DILG
Members to determine the cost valuation of firearms based on the
procedures of the Circular
D. PNP Regional Supply Accountable Officer (RSAO) – shall manage
the repository of all pre-demilitarized firearms.
