Chap 1- INTRODUCTION
• The Kalpasar Department, Government of Gujarat has construction of a barrage across
Narmada river near Bhadbhut village.
• The barrage will be constructed at 5.15 km downstream of village Bhadbhut.
• The 25 km upstream of river mouth to segregate Narmada river fresh water from tidal water of
estuary.
Objective:-
 Protection of water quality of Narmada river from salinity due to tidal influence.
 Storage of the regulated release of water from SSP and runoff from free catchment for
irrigation, domestic and industrial water supply.
 Flood protection of about 400 sq km low lying area covering 17 villages on the left bank of
river Narmada.
 Road connectivity between left and right banks, shortening route from Surat/Hajira to Dahej
region.

The salient features of the barrage are as follows:

Top road bridge width : 33 m

Chap 2- PROJECT DESCRIPTION
The proposed project is essentially a Water Resource Development Project and has been conceived to
meet the following.
major objectives:
(a) Protection of water quality of Narmada river from salinity ingress due to influx of tidal
water and prevention of deterioration of quality of surface and ground water in the upper
reaches of Narmada river.
(b) Storage of regulated release of water from SSP for irrigation, domestic and industrial water
supply.
(c) Flood protection of low lying area on left bank of river Narmada.
(d) Alternative shorter route from Surat / Hajira to Dahej region.
(e) Revival of defunct irrigation schemes and additional irrigation.

Geology and Geo-Physical details of the Project Area
 The project area comes under Zone III of Seismic Zones as per Indian Seismic Vulnerability
Zoning map.
 The major earthquake that occurred in vicinity of the area in recent past is Bharuch
Earthquake of1970.
 The magnitude of the earthquake was 5.2 on Richter scale.
Hydrology of the basin
 The total catchment area of the Narmada is 98796 sq km of which 85858 sq km lie in
Madhya Pradesh, 1658 in Maharashtra and 9894 in Gujarat.
 The normal annual rainfall for the basin is 1178 mm, 90% of which is received in the five
monsoon months of June to October.
 The water availability for the Bhadbhut project has been worked out by Central Designs
Organization (CDO) with different dependability.
 From the storage at barrage, about 60 MCM water for domestic use, 200 MCM for
industrial use and about 10 MCM for irrigation purpose is estimated.

Chap 3- DESCRIPTION OF THE ENVIRONMENT
 For any developmental project, its impacts on the project site as well as the surrounding area
during various phases viz. preconstruction, construction and operation phases need to be
evaluated.
 The respective to various components of the environment viz air, noise,water (surface ground,
marine and estuarine), land, biological and socio-economic.
 The nature and magnitude of impacts on different components of the environment depend
on the type of project activities and geographical conditions of the study area.
 The results of the EIA studies form the basis for preparing a viable Environmental
Management Plan (EMP) for mitigating the potential adverse impacts.
 Accordingly primary data on various environment components was collected through
monitoring during the three seasons of 2010-11.
 An area covering 10 km radial distance with Bhadbhut (project site) as centre was identified as
the study area (impact zone). 8

1. Impact during Pre-construction Phase
• the impact is limited to the acquisition of land for the purpose of approach road and flood
protective embankment.
• land requirement of about 200 ha which does not include any habitational area.
• no additional area is to be submerged.

Positive Impacts
• The project has favorable ranking by majority of the local people and is looked upon as a step for
further development of the resettlement area or nearby project area.
• The irrigation facilities will be improved to a great extent which would facilitate development of
agricultural.
• The project is expected to contribute to improvement in the quality of life in the region.
• Construction of barrage would positively help in control of floods.
• Increase in the employment opportunities, especially during construction phase of the project.
Negative impacts
• During the construction period there will be short-term socioeconomic impact in the study area viz.
increase in floating.
• population (contract labourer) which may marginally cause strain on the civic amenities like
drinking water, sanitation, road transport and other facilities.
• The project activities may increase pollution level in the area during the construction period.

Chap 5- ANALYSIS OF ALTRNATIVES
Accordingly, M/s SECON Pvt. Ltd. Considered three alternative alignments as follows:
Alignment-1 -2 KM
Alignment-2 -3.5 KM
Alignment-3 -5.15 KM d/s of the village Bhadbhut respectively.
The alignment select based on following various parameters
 river width available to accommodate barrage length,
 afflux on water levels resulting from the barrage construction,
 land to be acquired for approach embankments,
 Excavation for approach and tail channel,
 siltation problem,
 storage capacity,
 Total cost of the project,
 vicinity of gas pipelines/gas stations,
 villages and valuable properties,
 villages benefitted by availability of fresh water and land area reclaimed.

All the three alignments were analysed for selecting the best alternative and finally,
Alignment No 3. at 5.15 km d/s of village Bhadbhut was recommended.

• Monitoring is essential to ensure that the mitigating measures planned for environmental
protection function during the project operation period.
• A comprehensive environmental monitoring programme for minimizing negative impacts and
maximizing beneficial impacts from the Bhadbhut barrage project.

Chap 7- ADDITIONAL STUDIES
In addition to main EIA study, following additional specific studies have been carried out by
Kalpasar Department and NEERI.
The details are presented in the following Sections.
1. Public Consultation
As per the new EIA notification, public consultation is mandatory for seeking the opinion
of the people and other stakeholder in the project area regarding their views/perception about
the proposed project through a public hearing organized by State Pollution Central Board.
2. Risk Assessment and Disaster Management Plan
• identifying the likely effects on life and property.
• Vulnerability analysis and hazard area mapping to identify the most common area prone to
such disaster.
• The entire area prone to flood-risk.
• Location of important structures/places, etc.
• Details of structures and embankments.

No R&R issue is applicable to the project as no acquisition of land is envisaged from the
inhabitants since the project site is located within the river valley portion only.

Chap 8- PROJECT BENEFITS
Improvement in Physical Infrastructure
• Storage of 500 MCM Water in upstream of barrage in 85 km Stretch of river upto Tilakwada village.
• Road connectivity between Hansotand Dahej area through construction of a bridge over barrage
will be available which will reduce the travel distance by about 50-60km.
• Surat -Hajira-Ankleshwar-Bharuch-Dahej traffic will use the new coastal route of Surat (Hajira) -
Oldpad- Hansot-Barrage-Dahej which would saving travel distance by about 18 km.
• New jetty proposed in downstream of barrage will be used by fishermen of the region.
• Hatcheries proposed in upstream of barrage will be used by fishermen of the project region.

Improvement in Social Infrastructure
• The improvement in ground water quality will also lead to soil improvement in soil quality and
thereby increase the productivity of agriculture products This will boost up the financial and
social strength of people living in the area.
• Fresh river water availability for domestic- 60 MCM, irrigation-10 MCM for revival of defunct lift
irrigation schemes of the area having a command area of 1136 ha ) and industrial purposes- 200
MCM will facilitate speedier infrastructure development of the region.
• New road connectivity would facilitate more businesses activities.

Environmental management plan has been outlined in relation to physical environment,
biotic life and overall socio- economic aspects as applicable during preconstruction phase,
construction phase and post construction phase.

 Executive Summary is too large.
 They considered socio-economic environment in the Description of the Environment, but it
is a separate chapter.
 Again the same socio-economy survey is consider in the Description of the Environment, but
it comes in Public Consultation.
 Chap 5- Analysis of Alternatives is comes as chap-2 after Introduction.
 Chap 8- Project Benefits also we write as a Need of the Projects.
 Environmental Management plan & Disaster Management Plan are in the Same Chapter.
 In this report they include list of plates, list of table & list of figures it good for
understanding.
 Overall Report is written very nicely with considering all Environmental Parameters. 26

Chap 1- INTRODUCTION • The Kalpasar Department, Government of Gujarat has construction of a barrage across Narmada river near Bhadbhut village. • The barrage will be constructed at 5.15 km downstream of village Bhadbhut. • The 25 km upstream of river mouth to segregate Narmada river fresh water from tidal water of estuary. Objective:-  Protection of water quality of Narmada river from salinity due to tidal influence.  Storage of the regulated release of water from SSP and runoff from free catchment for irrigation, domestic and industrial water supply.  Flood protection of about 400 sq km low lying area covering 17 villages on the left bank of river Narmada.  Road connectivity between left and right banks, shortening route from Surat/Hajira to Dahej region. 3

Chap 2- PROJECT DESCRIPTION The proposed project is essentially a Water Resource Development Project and has been conceived to meet the following. major objectives: (a) Protection of water quality of Narmada river from salinity ingress due to influx of tidal water and prevention of deterioration of quality of surface and ground water in the upper reaches of Narmada river. (b) Storage of regulated release of water from SSP for irrigation, domestic and industrial water supply. (c) Flood protection of low lying area on left bank of river Narmada. (d) Alternative shorter route from Surat / Hajira to Dahej region. (e) Revival of defunct irrigation schemes and additional irrigation. 6

Geology and Geo-Physical details of the Project Area  The project area comes under Zone III of Seismic Zones as per Indian Seismic Vulnerability Zoning map.  The major earthquake that occurred in vicinity of the area in recent past is Bharuch Earthquake of1970.  The magnitude of the earthquake was 5.2 on Richter scale. Hydrology of the basin  The total catchment area of the Narmada is 98796 sq km of which 85858 sq km lie in Madhya Pradesh, 1658 in Maharashtra and 9894 in Gujarat.  The normal annual rainfall for the basin is 1178 mm, 90% of which is received in the five monsoon months of June to October.  The water availability for the Bhadbhut project has been worked out by Central Designs Organization (CDO) with different dependability.  From the storage at barrage, about 60 MCM water for domestic use, 200 MCM for industrial use and about 10 MCM for irrigation purpose is estimated. 7

Chap 3- DESCRIPTION OF THE ENVIRONMENT  For any developmental project, its impacts on the project site as well as the surrounding area during various phases viz. preconstruction, construction and operation phases need to be evaluated.  The respective to various components of the environment viz air, noise,water (surface ground, marine and estuarine), land, biological and socio-economic.  The nature and magnitude of impacts on different components of the environment depend on the type of project activities and geographical conditions of the study area.  The results of the EIA studies form the basis for preparing a viable Environmental Management Plan (EMP) for mitigating the potential adverse impacts.  Accordingly primary data on various environment components was collected through monitoring during the three seasons of 2010-11.  An area covering 10 km radial distance with Bhadbhut (project site) as centre was identified as the study area (impact zone). 8

Socio-economic Environment Positive Impacts • The project has favorable ranking by majority of the local people and is looked upon as a step for further development of the resettlement area or nearby project area. • The irrigation facilities will be improved to a great extent which would facilitate development of agricultural. • The project is expected to contribute to improvement in the quality of life in the region. • Construction of barrage would positively help in control of floods. • Increase in the employment opportunities, especially during construction phase of the project. Negative impacts • During the construction period there will be short-term socioeconomic impact in the study area viz. increase in floating. • population (contract labourer) which may marginally cause strain on the civic amenities like drinking water, sanitation, road transport and other facilities. • The project activities may increase pollution level in the area during the construction period. 11
  • 12. Chap 5- ANALYSIS OF ALTRNATIVES Accordingly, M/s SECON Pvt. Ltd. Considered three alternative alignments as follows: Alignment-1 -2 KM Alignment-2 -3.5 KM Alignment-3 -5.15 KM d/s of the village Bhadbhut respectively. The alignment select based on following various parameters  river width available to accommodate barrage length,  afflux on water levels resulting from the barrage construction,  land to be acquired for approach embankments,  Excavation for approach and tail channel,  siltation problem,  storage capacity,  Total cost of the project,  vicinity of gas pipelines/gas stations,  villages and valuable properties,  villages benefitted by availability of fresh water and land area reclaimed. 12
  • 13. All the three alignments were analysed for selecting the best alternative and finally, Alignment No 3. at 5.15 km d/s of village Bhadbhut was recommended. 13

Chap 6- ENVIRONMENTAL MONITORING PROGRAMME • Monitoring is essential to ensure that the mitigating measures planned for environmental protection function during the project operation period. • A comprehensive environmental monitoring programme for minimizing negative impacts and maximizing beneficial impacts from the Bhadbhut barrage project. 14

  • 17. Chap 7- ADDITIONAL STUDIES In addition to main EIA study, following additional specific studies have been carried out by Kalpasar Department and NEERI. The details are presented in the following Sections. 1. Public Consultation As per the new EIA notification, public consultation is mandatory for seeking the opinion of the people and other stakeholder in the project area regarding their views/perception about the proposed project through a public hearing organized by State Pollution Central Board. 2. Risk Assessment and Disaster Management Plan • identifying the likely effects on life and property. • Vulnerability analysis and hazard area mapping to identify the most common area prone to such disaster. • The entire area prone to flood-risk. • Location of important structures/places, etc. • Details of structures and embankments. 17

Chap 8- PROJECT BENEFITS Improvement in Physical Infrastructure • Storage of 500 MCM Water in upstream of barrage in 85 km Stretch of river upto Tilakwada village. • Road connectivity between Hansotand Dahej area through construction of a bridge over barrage will be available which will reduce the travel distance by about 50-60km. • Surat -Hajira-Ankleshwar-Bharuch-Dahej traffic will use the new coastal route of Surat (Hajira) - Oldpad- Hansot-Barrage-Dahej which would saving travel distance by about 18 km. • New jetty proposed in downstream of barrage will be used by fishermen of the region. • Hatcheries proposed in upstream of barrage will be used by fishermen of the project region. 19

Improvement in Social Infrastructure • The improvement in ground water quality will also lead to soil improvement in soil quality and thereby increase the productivity of agriculture products This will boost up the financial and social strength of people living in the area. • Fresh river water availability for domestic- 60 MCM, irrigation-10 MCM for revival of defunct lift irrigation schemes of the area having a command area of 1136 ha ) and industrial purposes- 200 MCM will facilitate speedier infrastructure development of the region. • New road connectivity would facilitate more businesses activities. 20

Chap 10- CONCLUSIONS  Executive Summary is too large.  They considered socio-economic environment in the Description of the Environment, but it is a separate chapter.  Again the same socio-economy survey is consider in the Description of the Environment, but it comes in Public Consultation.  Chap 5- Analysis of Alternatives is comes as chap-2 after Introduction.  Chap 8- Project Benefits also we write as a Need of the Projects.  Environmental Management plan & Disaster Management Plan are in the Same Chapter.  In this report they include list of plates, list of table & list of figures it good for understanding.  Overall Report is written very nicely with considering all Environmental Parameters. 26
