public power / entrusted power
for personal gain
• Dishonest behavior by those in
positions of power
• Inappropriate use of fund

Entrepreneurs, Private Sectors,
Tax Payers
SEE WHAT IS THE SITUATION DOING
TO THE INDIVIDUALS, TO
FAMILIES, AND PEOPLE?
• Corruption of fund by the government
greatly affects the citizens most
especially the poor. Government
money is a public money. Therefore,
the money is for government services
and projects such as financial aid
grants, education, hospitals, road, and
personal security of the citizens.

However, some of the government
officials take the money away from
such projects.
• Corruption also deprive citizens
from their constitutional and
human rights.

DOES IT CONTINUE?
• It is happening due to the dishonesty
of some of the government officials.
They wanted to satisfy their personal
interests instead of serving for the
common good. It still continues due to
low salary, lack of awareness of rights
and slow judicial process for some
officials who have been caught.

“Like a roaring lion or a
charging bear is a wicked
ruler over a poor people”
(Proverbs 28:15)

This mean that the lion and bear are both
terrible; the lion that roars for want of food, or
when it is over its prey and the bear from the
growling and murmuring noise it makes when
hungry signifies to the WICKED RULER. They
are like lions in strength and cruelty, like
bears in craft and ferocity. The poor people--
i.e., a people too weak to resist him, over
whom he can tyrannise without fear.

“Take no part in the
unfruitful works of
darkness, but instead
expose them.”
(Ephesians 5:11)
JUDGE
Meaning: And have no fellowship with the
unfruitful works of darkness. The point of
this exhortation is in the adjective
"unfruitful." The works of darkness are
unfruitful; they produce no goodness, give
rise to no satisfaction, to no moral results
that are "a joy forever;" or, if fruit they
have, it is shame, remorse, despair.

Contrast this with the renovating, satisfying,
joy-producing, fruits of righteousness. But
rather even reprove them. Do not be content
with a passive attitude towards them, but
take the aggressive and expose their
wickedness, whether in public or in the
domestic circle. A testimony has to be lifted
up against ways that are so shameful and
that bring down the wrath of God.

“And do not consume one another’s
wealth unjustly or send it (in bribery)
to the rulers in order that (they might
aid) you (to) consume a portion of
the wealth of the people in sin, while
you know (it is unlawful).”
(Chapter 2, Verse 188 Qur’an)

In Islam, bribery represents anything that is offered in
order to obtain the invalidation of what is correct or
an endorsement of a wrong action. Not only is this
unlawful, it is a major grave sin, as Allah The Almighty
Says (what means): {And do not consume one
another's wealth unjustly or send it [in bribery] to the
rulers in order that [they might aid] you [to] consume
a portion of the wealth of the people in sin, while you
know [it is unlawful].} [Quran 2:188].

you the rights of others,
while knowing of its
impermissibility.

Units (LGUs), and also with the help of

they are also the source of information.

for the Barangay Budget Hearing. In a
grass-root level of Philippine
governance, they should be the role
models of embodying and promoting
transparency and accountability.

of information and also the key in
rippling out good practices, ideas,
and initiatives.

Political Issue: Corruption of the Fund by Government

  • 4. SEE WHAT IS HAPPENING? • Corruption is the misuse of public power / entrusted power for personal gain • Dishonest behavior by those in positions of power • Inappropriate use of fund
  • 5. SEEWHO ARE THE PEOPLE INVOLVED? • Government, Business/ Entrepreneurs, Private Sectors, Tax Payers
  • 6. SEE WHAT IS THE SITUATION DOING TO THE INDIVIDUALS, TO FAMILIES, AND PEOPLE? • Corruption of fund by the government greatly affects the citizens most especially the poor. Government money is a public money. Therefore, the money is for government services and projects such as financial aid grants, education, hospitals, road, and personal security of the citizens.
  • 7. SEE WHAT IS THE SITUATION DOING TO THE INDIVIDUALS, TO FAMILIES, AND PEOPLE? However, some of the government officials take the money away from such projects. • Corruption also deprive citizens from their constitutional and human rights.
  • 8. SEE WHY IS IT HAPPENING? WHY DOES IT CONTINUE? • It is happening due to the dishonesty of some of the government officials. They wanted to satisfy their personal interests instead of serving for the common good. It still continues due to low salary, lack of awareness of rights and slow judicial process for some officials who have been caught.
  • 9. JUDGE What do you think should be happening?

  • 12. “Like a roaring lion or a charging bear is a wicked ruler over a poor people” (Proverbs 28:15) JUDGE
  • 13. This mean that the lion and bear are both terrible; the lion that roars for want of food, or when it is over its prey and the bear from the growling and murmuring noise it makes when hungry signifies to the WICKED RULER. They are like lions in strength and cruelty, like bears in craft and ferocity. The poor people-- i.e., a people too weak to resist him, over whom he can tyrannise without fear. JUDGE
  • 14. “Take no part in the unfruitful works of darkness, but instead expose them.” (Ephesians 5:11) JUDGE
  • 15. Meaning: And have no fellowship with the unfruitful works of darkness. The point of this exhortation is in the adjective "unfruitful." The works of darkness are unfruitful; they produce no goodness, give rise to no satisfaction, to no moral results that are "a joy forever;" or, if fruit they have, it is shame, remorse, despair. JUDGE
  • 16. Contrast this with the renovating, satisfying, joy-producing, fruits of righteousness. But rather even reprove them. Do not be content with a passive attitude towards them, but take the aggressive and expose their wickedness, whether in public or in the domestic circle. A testimony has to be lifted up against ways that are so shameful and that bring down the wrath of God. JUDGE
  • 17. “And do not consume one another’s wealth unjustly or send it (in bribery) to the rulers in order that (they might aid) you (to) consume a portion of the wealth of the people in sin, while you know (it is unlawful).” (Chapter 2, Verse 188 Qur’an) JUDGE
  • 18. In Islam, bribery represents anything that is offered in order to obtain the invalidation of what is correct or an endorsement of a wrong action. Not only is this unlawful, it is a major grave sin, as Allah The Almighty Says (what means): {And do not consume one another's wealth unjustly or send it [in bribery] to the rulers in order that [they might aid] you [to] consume a portion of the wealth of the people in sin, while you know [it is unlawful].} [Quran 2:188]. JUDGE
  • 19. Means: do not buy them off with this wealth or induce them to confer to you the rights of others, while knowing of its impermissibility. JUDGE
  • 20. JUDGE What does the Church social teaching say about it? Give at least 2 Church documents?
  • 21. “Government should not replace or destroy smaller communities and individual initiative. Rather it should help them contribute more effectively to social well-being and supplement their activity when the demands of justice exceed their capacities.   • 29. 3. PRINCIPLE OF COMMUNITY/PARTICIPATION - Individuals and groups have a right and duty to participate in society, seeking together the common good and well-being of all, especially the poor and vulnerable. JUDGE
  • 30. ACTWhat can we do to bridge the gap between what is happening (the reality) and what should be happening (the ideal/ what our faith/ CST says)?
  • 31. ACT For us to bridge the gap between reality and expectation, we must have or practice the value of honesty and generosity, which is capitulated by equity.
  • 32. ACT EQUITY means the fairness or justice in the way people are treated or should be given with benefits. When a person has too much of his/her wealth, then resources should be shared to the less fortunate ones to attain balance.

  • 37. ACT ONLINE CAMPAIGN ABOUT EQUITY -Equity as a means of a social justice should be a counterattack against corruption. This campaign targets the affective domain of every individuals by cultivating values and challenging initiatives.
  • 38. ACT ONLINE CAMPAIGN ABOUT EQUITY -Through posting pictures and videos about the image of corruption and “acts to promote equity, together with the virtue of honesty and generosity, people could become aware of their rights and situation, and reflect in correcting their own mistakes.

  • 43. ACT The LGU officials will be the speakers for the Barangay Budget Hearing. In a grass-root level of Philippine governance, they should be the role models of embodying and promoting transparency and accountability. BARANGAY GOVERNMENT
  • 44. ACT -We don’t treat them as an audience but as collaborators in building a just nation. They are the active receivers of information and also the key in rippling out good practices, ideas, and initiatives. FILIPINO CITIZENS
