8. The Lincolnshire Approach
• Central Lincolnshire – Lincolnshire CC, Lincoln City, West Lindsey
and North Kesteven – committed to producing a single local plan
• South Lincolnshire – Lincolnshire CC, South Holland and Boston –
to produce a single local plan
• Alignment with the SMHA’s for those areas?
• Evidence of co-operation
9. South Kesteven Co-operation Issues
• Economically ‘peripheral’ to much of Lincolnshire
• Actually part of the Peterborough SMHA area
• Growth pressures along the A1 corridor – Grantham Growth Point
• Co-operation issues with the statutory undertakers
• Discussions on-going but no formal arrangements in place
10. The Duty to Co-operate – My thoughts
• DTC can be a challenging process – both technically and politically
• Different geographies and growth pressures may require different
approaches to the DTC
• DTC can be a positive mechanism to manage cross boundary tensions –
accommodating needs, aspirations for growth and infrastructure demands
• “Active participation in relevant joint bodies and its adoption of the amended
position on housing provision as agreed in the MOU represent clear
evidence that it has co-operated constructively, actively and on an ongoing
basis. Therefore, I am satisfied that the duty has been complied with.” –
ECDC Local Plan July 2014
