The Role of Privatization in Improvement of Productivity in Public Sector
Abstract
Privatization is the art of transferring asset ownership from public to private hands. The emphasis
plies in the ownership of physical assets. It is generally a once–and–for–all sale of a state –owned
asset, in this case the government always retains no governance control and no operational risk,
though usually retains the regulatory control over the assets. The rationale of the private sector
hinges on the difference in incentives between the public and private sectors. Usually the objective
of the private firm is to maximize profit, which is measured relatively and is tied to manager's
performance. On ... Show more content on Helpwriting.net ...
At the same time there has been an increased loss of public confidence in institutions of government
especially in providing public goods and services. A combination of these factor as well as others
have been the driving forces towards the issue of privatization.
Forms of privatization Privatization can usually take several forms. These include divestiture which
has equally been described as the transfer of ownership of public property in the hands of then
private sector. The other form of privatization is sale of shares through the stock market as well as
transferring management of public property to the private sector without necessarily changing
ownership of the same (World Bank, 1994). Other methods include the introduction of contracts
such as production contracts while still maintaining other contracts like procurements. Other
methods of achieving the same could entail sharing profits with the shareholders of the company,
liquidation, as well as the reduction of too much bureaucracy in the management of the public
corporations.
Rationale behind privatization In many governments, privatizations have been carried out for many
reasons. One major reason that has been given for the support of the role privatization plays in
improvement of productivity in Public Sector has been the fact that it is a way of increasing the
efficiency of the economy, streamlines the public sector as well as acting as a way of scaling

Public And Private Sector Accounting
Introduction
The major debate in accounting is about the appropriateness of adopting the private–sector
accounting standards and practices to the public sector. Some researches support there is no
distinction between the public and the private sector. For example, McGregor (1999) thought these
two sectors are primarily similar in physical characteristics of assets. However, the against side
believes that in some public activities, the application of accounting standards for public sector
entities is inconsistent with the business sectors (Guthrie, 1998; Barton, 1999).
This report concerns on evaluating three major issues between public and private sectors
accounting: 1) a sector–neutral approach chosen by accounting regulators; 2) the impact of applying
a sector–neutral approach to public–sector accounting; 3) the adequate information generated by
current approach meet the different information needs of users from public and private sectors.
After the Introduction, I will analysis these three issues by providing critiques and literature reviews
on different opinions in following section and give a conclusion.
Literature review and Evaluation
The public sector is one of the most important sectors of any countries. The public sector entities
offer services, goods or programs to public for non–profit purpose. However, the private sector is
mainly composed by for–profit entities. In this report, I will regard the public sector entities as
government or government–controlled

P1: Explain different types and purposes of organisations; public, private and voluntary sectors and
legal structures.
What is an organization?
An organization is a group of people, such as a foundation or an academy that worked together to
accomplish multiple goals and is associated to an external environment. There are different types of
organization, some organization formed to earn income for its owners but some other organization
which called non–profits are worked for public purposes. There are 3 main types of business
organization Such as:
Public Sector Organizations:
Private Sector Organizations: Voluntary Sector Organizations:
Public Sector Organizations: Public Sector Organizations is operated and owned by the Government
for the people of the state. Source of funding for this sector usually raised through public taxes, fee
and through financial transfer from central government to local government. Example of public

The Impact of Emerging Technology on the Public Sector Essay
The Impact of Emerging Technology on the Public Sector
The impact of information technology has been tremendous within the public sector. Over the years,
the growth and development of technology has caused the public sector to change. One of the most
significant changes in technology has been the evolution of the information systems and how their
development has reshaped the way the world uses technology. "It has been just over fifty years since
the worlds first programmable computer became operational. It cost millions of dollars to build and
processed an unprecedented 5,000 instructions per second. By 1971, Intel was able to pack 25 times
that power into a single, two hundred–dollar chip. Today's personal computers process ... Show

E–mail
Electronic mail is utilized by various local, state and federal entities. E–mail provides a high level of
convenience and accuracy in communication. "Over 40 million workers correspond via e–mail and
that number is increasing 20% per year".[ii] Electronic mail (e–mail) is a form of correspondence
that has become a popular form of communication in the public sector. Given its ease of use and
convenience, e–mail is becoming the correspondence of choice through local, state and federal
governments. E–mail is used to coordinate various levels of government, communicate information
rapidly and disseminate information to a wide variety of persons in the quickest manner possible. E–
mail also delivers cost benefits when compared to the cost of postal services.
Computerization
In today's public sector environment virtually all federal, state and local government use computers.
Computerization has streamlined repetitive processes, promoting a more cost effective and efficient
use of information technology. " Studies suggest that managers look to information technology to
streamline work processes, enable easier access and retrieval of information, provide better products
and services, save money by avoiding workforce expansion, speed up transactions and provide
better data security."[iii]

There are different ypes of organstions with different purposes and different scales, first of there are
public sector companies, public sector companies are owned by the government rather then
individuals, these include but are not limited to the NSH , the police force and so on, public sector
companies are not set up to make profit but rather to help people of the country by providing various
services, for example the NHS tries to keep the nation healthy so there enough working people and
aim of the police force would to keep the rate low, the second secor is called private sector, private
sector companies are owned by individual or individulas, these comaines are set up to genartate
profit either through providing a product or service, these are the most common type businesses,
unlike the public sector most of the business in thie section are competing with each other for the
cunsumers attention. Finaly there is the voluntary sector, voluntary sector, companies In this sector
are set up to raise money for charity, this companies in this sector are owned by individual/
individuals just like the private sector but there goal is not to make profit but rather raise to help

Difference Between Corporate Governance And The Uk Public...
Critically analysis the key differences and similarities between corporate governance in the uk
public and private sectors.
Corporate Governance and laws or regulations related to it affect both the private and the public
sector in the UK. There are key differences and similarities in their corporate governance practice
and can affect how businesses run under governance codes which they must follow. The UK
corporate governance code affects the private sector and focuses on Leadership, Effectiveness,
Accountability, Remuneration, Relations with shareholders. The public sector has Accounts and
Audit Regulations among others to follow which has its own rules and regulations which are legally
required.
Corporate governance in itself has no single definition but common principles which it should
follow. For example in 1994 the most agreed term for corporate governance was "the process of
supervision and control intended to ensure that the company's management acts in accordance with
the interest of shareholders" (Parkinson, 1994)1. Corporate governance code is not a direct set of
rules but a self–regulated framework which businesses choose to follow. This code has continued to
change in the past 20 years in accordance with what is happening in the business world. For
example the Enron scandal caused reform in corporate governance with the Higgs Report which
corrected the issues which were necessary. Although it does not quickly fix problems, it gives a
better framework to

The Characteristics Of The Public Sector
Introduction
Apple was founded on April 1st, 1971 in Cupertino, California. It is a celebrious company and
highly praised by consumers and it 's critics for innovative technology; revolutionizing
communication and interaction as well as completing objectives whether for school, work or
leisurely use. The company is generally known for it 's wide range of products from iPhones to
MacBooks and many more. It is a forerunner in the computer hardware, software and electronics
industry.
Task 1
A) To some economists, Apple essentially falls into the private sector, however, in reality, it is part
of the public sector. Like all companies that fall within the public sector category, they are generally
controlled by the government, whether ... Show more content on Helpwriting.net ...
Apple is an incorporation, meaning they have declared themselves as a corporate entity separate
from it 's owners. I would recommend this type of business practice because of it 's benefits. Some
benefits of having an incorporation include protection of the owner 's assets against the companies
liabilities, the ability to raise the capital through the sales of stocks, a simplistic and effective
transfer of ownership to another party if necessary. Other benefits include getting a lower tax rate
rather than on personal income and not to mention, having the benefit of creating a protective
bubble around the company 's shareholders, directors, and most importantly the company 's owners.
Hence, business structure of Apple is highly favorable amongst many and would be a suitable
recommendation.
B)Like many companies that are in one of the leading industries in the world, Apple is affected by
different business environments. Three types of environments they are affected by are their internal.
macro and micro–environments. They are affected internally through a number of key components
the number of employees, to how they manage, as well the corporate culture of the company. Apple
has well over 100,000 employees. The company 's current CEO, Tim Cook has a unique style to
how he operates. According to an excerpt from Duke University 's Fuqua School of Business
website, the school which Cook received his MBA from,

In Recent Years, Public Sector Organizations Increasingly
In recent years, public sector organizations increasingly leverage collaboration as a means of
overcoming resource constraints and solving complex problems such as natural disaster preparation.
Collaboration offers a means of achieving synergy among the public sector, private sector, and non–
governmental organizations when strategizing, preparing, and responding during times of impending
disasters. When faced with such a complex challenge, various federal, state and local agencies unite
to develop and implement an emergency response plan, outlining essential responsibilities (Perry &
Nigg, 1985). This paper describes the need for stakeholders along the west coast of the United States
to conduct disaster response planning collaboration to ... Show more content on Helpwriting.net ...
Also, according to U.S. Code Title 18, it is not legal for the U.S. Army or U.S. Air Force to assist
with law enforcement activities. Thus, under disaster conditions, only the local police or state–
controlled National Guard elements may conduct law enforcement and peace–keeping. Stakeholder
organizations or communities may expect assistance from federal military units to respond to their
policing needs, but the federal military units must contact the local police or National Guard to
respond. This can create significant friction because of stakeholder organization or community
expectations.
Second, resource management for disaster relief is another complicated friction point. Each
organizational member of the council has their own methods for managing and acquiring resources
and supplies and maintaining capacity. The aforementioned issue of authorities creates legal
considerations that organizations must rectify prior to the sharing of resources. Additionally, since
each organization may use separate methods for resource management, this could cause numerous
friction points from management philosophies to automated systems passing information. Finally, if
some communities or organizations perceive there is unfair sharing of resources, this can create
significant disruption to these communities or organizations squabble among each other.
Third and finally, communication is another major friction point that the

My Chosen Sector Is The Health Sector
My chosen sector is the Health sector. The Health sector includes hospital management firms, health
maintenance organizations, biotechnology and a variety of medical products. There are a few ways
to provide health care to the clients: in the home, community or at health facilities.
My chosen setting in the Health sector is an antenatal ward.
My chosen clients are women who are pregnant and have complications or are unwell in pregnancy.
Clients can come in any ethnicity. Usually these clients are from the age of 16–40 however there are
anomalies.
The health sector is things to do with people's health and wellbeing at any point throughout their
life. Many centres deal with health and help people to be healthier and live for longer. These range
from hospitals to your local clinic. Also, clients can range from the age of a new–born baby to an
extremely elderly person. In health care, it involves diagnosing illnesses, prescribing medicine and
treatment, and preventing future illnesses. They can also help cure physical and psychological
problems, such as a torn cartilage (physical) or post–natal depression (psychological.) Health care is
provided by many practitioners, e.g. dentists, midwives, surgeons and chiropractors. 'Health care'
can mean Primary care, which is usually a GP surgery, secondary care, which is a hospital, and
tertiary care, which are specialist care centres. Most of the parts in the health centre are funded by

Construction Of Construction And Built Environment Sector
In this assignment I will be looking at the structure and activates of the construction and built
environment sector. These particular roles all play a massive part into the construction and
maintenance of a building. Such as house Building which may be funded by a government grant, a
private investor or a mixture of both. Schools & Hospitals are mainly funded by government or a
PFI contract. Industrial & Commercial Accommodation may be funded by private company for their
own use or letting them out to other companies. Utilities may be funded by the local councils with a
combination from the government to supply the houses and building with adequate means of water
and gas and sewers along with civil engineers to construct road and access to buildings. Reclamation
may be funded by a private investor to develop land for means of building on. This may also
incorporate the demolition of building and areas of land which could be make way for new
developments. Building Maintenance & Facilities Management can be controlled by a private
company working for a government origination.
These jobs will require trades such as structural engineers who work on houses, hospitals, bridges
and office blocks. Working closely with the architects 'Structural engineers have to choose
appropriate materials, such as concrete, steel, timber and masonry, to meet design specifications'
(Prospects.ac.uk, 2015). Architects job would be to design new building or drawings for restoration

Public Sector in India
Overview of Central Public Sector Enterprises
The government–owned corporations play a pivotal role in the economic development of emerging
economies because their participation is higher in the industrial and commercial activities of these
economies. Resource constraints and limited scope of the private sector in the early stages of
development and planning have set the stage for predominance of the public enterprises in these
economies. Thus, public sectors in the leading developing countries of the world (including the
countries in the BRIC region) play a very important role.
Investments in public sector enterprises have also been greater and have continued to accelerate
growth in core sectors of a developing economy (such as ... Show more content on Helpwriting.net

In 1969, the government nationalised 14 major banks.
The Industrial Licensing Policy 1970 placed certain restrictions on undertakings belonging to large
industrial houses defined on the basis of assets exceeding Rs 350 mn. In 1973, the definition of large
industrial houses was adopted in conformity with that of the Monopolies and Restrictive Trade
Practices Act (MRTPA) 1969 and included companies whose assets exceeded Rs 200 mn. This move
intended to provide the government more effective control on concentration of economic power.
The Industrial Policy 1977 provided greater interaction between agriculture and industrial sectors.
The Industrial Policy Statement of July 1980 spelt out major policy initiatives such as XVIII
optimum utilisation of installed capacity, correction of regional imbalances, high employment
generation, promotion of economic federalism, and more importantly, focused on reviving
efficiency of public sector enterprises through a time–bound programme of corrective action on a
unit–by–unit basis.
The next major policy initiated by the government was the announcement of the Statement on

Good And The Social Sectors
Good to Great and the Social Sectors: A Monograph to Accompany Good to Great is the companion
piece of Good to Great. It uses the idea that leadership is foundational piece to build greatness upon.
Jim Collins and his team of researchers have authored six books books about business leadership
and what makes great companies successful. He lays out four stages of discipline with each having
its guiding principles as the framework of ideas for the book. Many people who read Good to Great
have asked how to apply the key principles to social sector organizations. So Collins authored the
companion piece, Good to Great and the Social Sectors: A Monograph to Accompany Good to
Great. In it, he outlines the use of the culture of discipline in social sectors and that it is "not a
principle of business; it is a principle of greatness." Because the principles outlined in the original
book are not directed to those with business acumen they can be applied widely to all endeavors.
Good to Great and the Social Sector shows the principles in Good to Great do apply to the social
sector and to answer questions about perceived difference between business and social sectors.
In applying the principles of Good to Great, calibrating success shows up as a top question social
sector readers ask about when trying to apply the principles. Social sector organizations do not have
the same input and outputs for measurement that businesses have. Money is an input and not a
measure of greatness in the

Public and Private Sector
"Private and public sector management differ only in context, but this difference is significant."
George Boyne in his article "Human resource management in the Public and private sectors: An
empirical comparison" explains with empirical evidence how even though private and public sector
management differs in service ethos but this difference is significant which impacts the tradition,
culture and practises of both the sectors. Over the past two decades many different interpretations
and perceptions have come into play on the similarities and differences between private and public
sector management.

Baldwin 1991).
The major differences between a private and public management is ownership, funding, public
interest and mode of governance where public organisations are controlled collectively by the
members of political community and depends on the political authority for its activities. This results
in the political forces having a greater impact on the direct power of the public sector organisations.
On the other hand, private organisations are owned by shareholders and entrepreneurs and the
controlled or guided by the current global market forces. Public organizations are funded by taxes
paid by citizens whereas the private companies are funded by customer fees and spending. However,
Bozeman (1987) claims that, all organizations are public because they are all affected by political
authority whether they are public or private. It is the political system that imposes more constraints
rather than the economic system.
Goal is another factor which underlines the distinction between a public and private management.
The understanding of 'profitability' goes a long way with the private companies having the main
goal to sell their products in the market as oppose to public management. As a result, there has been
considerable criticism on the various government agencies for their attempt to bring public
management into line with private management. For example, Stewart and Walsh (1992, p.

It doesn't help that departments and agencies turn over more frequently, causing unnecessary starts
and stops in the progress of specific areas. As well, the public sector holds flexibility in decision

is important to the safety of the public, it does not seem important enough to use taxpayers' money
in order to fund it.
Yes, many people have to take this program in order to be qualified for a job, event or special
occasion, but what about the people that are not in one of these situations? Why do they need to pay
out of their pocket so that the public sector can continue to administer? We as a province, should

some critical issues in relation to the benefits that a public sector employee gets over that of a

The Differences between
Public Sector and Private Sector
SUMMARY
When we examine public sector versus private sector, plenty of differences come to mind. In
defining each, we learn a private sector in an economy consist of all businesses and firms owned by
ordinary members of the general public. It also consists of all the private households in which
people live. The public sector in an economy is owned and controlled by a government. It consist of
government businesses and firms and goods and services provided by the government such as the

On the other hand, government organizations that are funded through market sales or user charges
often have concomitantly greater autonomy from governmental controls."
Majority of public sectors are managed under a bigger chain of command and control, while private
sectors mostly operate in a corporate setting. As for the differences with their policy decisions, the
activities in the public sector have a goal of adhering to what is indicated by law, while the private
sector is driven by the rules of shareholders and corporate owners. Schmidt (2008) states, "The
research agenda of companies is more focused and targeted and therefore perceived as easier to
handle for managers. Also, the decision–making process is different. Managers of private enterprises
can faster and easier change orientation, focus and targets. This implies, according to some
managers, that the instrumentation used in the private sector is different from the one used within

The Outside Dynamic Environment Punctuating Public Sector...
A service is defined as "an action of helping or doing work for someone". In the private sector the
action of helping or doing work for someone is on the basis of making a profit and shareholder
accountability, it is goal driven, profit motivation and reward orientated. In the public sector "an
action of helping or doing work for someone" is supplying a public need such as transport,
communications or health service. It is a service provided to the population with greater public
scrutiny and is not profit motivated. Public sector organisations are agents of the state to do the
states ' business and are not in a position to make a profit; they are mandated to provide a service to
all. Public sector services are complex by nature by that I mean that they are difficult to manage and
lead. It can be argued that there are many reasons for these complexities, notwithstanding the
influence of context i.e. the outside dynamic environment punctuating public sector organisations
globally. Some of the reasons for the complexities are beyond the organisations control e.g.
population, who you serve, labour intensive, demographics etc. it cannot choose to exclude citizens
but must treat all citizens fairly and equally. It is proposed to discuss the following complexities for
public sector managers as I see being a challenge in my organisation in more detail 1. The effect of
the political environment on public organisations. The influence of Politics is a challenge for public

providing services to government employee and general publics. The all ratios result reveals that
ABL is more efficient than the NBP and on the basis of these findings it accepts the hypothesis that

Impact Of Innovation On Public Sector
Bason,C (2010) uses the term public sector innovation to refer to "the process of creating new ideas
and turning them into value for society" .(Bason,2010) then goes on to discuss about the value
public sector innovation holds and asserts that the public sector has four major components:
productive, service experience, results and democracy. (Bason, 2010, p.34)
There is evidence that innovation plays a crucial role in regulating in the public sector. Recent
developments in public sector organisations have heightened the need for innovation, so this essay
seeks to examine the use of innovation in key public sector institutions, e.g. healthcare and will also
identify the challenges and advantages of co–production/personalisation and innovation in the
public sector.
Public sector innovation has less connotations with new product development and is more greatly
linked to enhancing efficiency and quality of outcome. It consists of internal organisational
procedures and structures leading, for instance to innovative ways to customer services which is
commonly labelled as "client service innovation" or examples such as new methods to attain clients
which is also described as "marketing innovation". (Chryssou, 2014)
Pivotal examples of innovation include, new technological use, the desire towards public–centric
procedures with the outlook to provide uncomplicated services and more suitability. Additionally,
employee empowerment which refers to granting staff permission to have

Public Sector : Is A Government Run Organisation?
Organisational sectors can be seperatred for the most part into 3 camps;
Public sector – Is a government run organisation (HMRC) which takes money from the public in the
form of taxes, and allocates some of the funds to to other public sector organisations, (such as the
Met. Police Service) to finance them the majority of them so they can keep in operation. These sort
of organisations usually aim to serve the publics interest with essential services ( Again, such as the
police and medical services).
From a Legal stand point, as its the public sector and is funded by the public, the government
(parliament, HMRC) is in charge of regulating the sector and insuring the allocated funds are
distributed and used how they should be. Due to its basic structure its fundamentily different to the
other sectors, that are mainly finance by inhouse sources or privatley earned money as opposed to
state tax.
Private Sector – business 's in this sector are owned and run by individuals as opposed to one large
governing body. This can vary from sole traders (such as contractors, or any one trading or running a
business by themselves.), partnerships (a business run by joint owners who share in the profits and
expenses equally, as a joint venture) & companies Both Public ( 'A public company is a company
with securities (equity and debt) owned and traded by the general public through the public capital

The Effect Of Performance Measurement On The Public Sector
Who is considered the father of TQM, what are the key elements, and why are they important in our
discussion of performance measurement in the public sector? The father of Total Quality
Management is W. Edwards Deming. The key elements of TQM are:
1. Leaders must develop and disseminate the aims and purposes of the organization. Management
must also commit to them.
2. Everyone, including upper management, must learn the new philosophy.
3. In the interest of processes improvement and cost reduction, everyone must understand the
purpose of inspection.
4. Eliminate the practice of using cost as the basis for awarding business.
5. Improve systems of production and service continuously.
6. Implement modern training methods.
7. Teach leadership.
8. Eliminate fear, build trust, and create an environment conducive to innovation.
9. Staff and work groups must be optimized toward the aims of the organization.
10. Eliminate please to the workforce.
11. Eliminate numerical quotas for work, instead of learning and implementing methods for
improvement.
12. Eliminate obstacles that deprive people of pride in their work.
13. Encourage worker education and self– amelioration.
14. Act to bring about the transformation.
The key elements are important in our discussion of performance measurement in the public sector
because without these key elements there will be no performance improvement nor customer
satisfaction. Customer satisfaction is essential for the progress of any organization.

Public Services And Public Sector
Businesses vary. Schools, shops, restaurants, hotels, hospitals, banks, spas, and universities are all
businesses in the sense that they all have corporate missions or targets to deliver whilst, at the same
time being under constraints and pressures.
These businesses can be divided into 3 categories;
1. Private
2. Public
3. The Voluntary/Third Sector e.g. Charities and Co–Operatives.
Public Sector Companies are predominately focused on providing the best service that budget
allows to the communities or taxpayers. For example if the government–run bus service in a remote
area is not getting enough customers, the government may still continue this service as its main
objective is to provide and not to maximise profits. On the other hand, if this service was run by a
private sectors business, they may end it if they do not find it profitable, as their main priority is
predominately to increase revenue.
However, in recent years, the government has encouraged Public Sector Companies to focus on
commercial targets, whilst at the same time meeting government targets. This is due to budget cuts
and the reorganisation of government money as Public Companies are funded by the taxpayer, either
directly e.g. council tax; or indirectly e.g. income tax distributed by the Government.
Private sector objectives will often differ from objectives set in the public sector. Private Sector
Companies are normally owned by private individuals or families. However, they can also be owned

Difference Between Private And Private Sector
Introduction :
The most basic distinction between public and private organizations is that the political community
own public agencies whereas ownership of private organizations belongs to entrepreneurs or
shareholders.
However, there are many other differences between public and private organizations. The funding
for public agencies derives mostly from taxation, which contrasts with private agencies receiving
funds predominately from consumers in the form of fees. In the public sector, organizations are
largely controlled by political forces, which also results in the imposition of constraints by the
political system. Subjection to constraint results in frequent changes in policies within public
organizations. The owners and shareholders of private organizations have a direct incentive to
monitor the behaviour of managers to promote better performance and financial gain.
Summary
The development of the private sector and its expansion in all spheres of society increasingly
emphasizes the attempts to alleviate the differences between the public sector and the private sector.
The collaboration of these two areas demonstrates their interdependence and their role in the overall
functioning of the national economy and of society as a whole.
The widespread use of private sector methods and theories on organizing the management process
points to the fact that private sector ideas can be transferred and can be used in the field of civil
service. It is believed that through

Recruiting Challenges in the Public Sector
December 22, 2008
Final Project: Recruiting Challenges in the Public Sector There are rules, regulations and ordinances
that all guide the recruiting process in the public sector; however, in my opinion these challenges
just interfere with a governmental agencies ability to hire the best and most qualified new
employees. As an example, a couple of the solutions that I think will help the public sector's
recruiting process are 1) making the application process more simplistic, 2) targeting younger
workers by working with universities and colleges and 3) developing a workforce strategy. The
public sector has a lot ... Show more content on Helpwriting.net ...
When it comes to recruiting in the private sector, there are a few guidelines that you might reference
here and there, but by and large recruiting is done without interference. The process seems fairly
simple; you develop a job description, establish a salary structure and place an advertisement. There
are no testing requirements or mandates that you need to satisfy to be able to hire a new employee.
Along with this the time it takes to recruit someone in the private sector takes only as long as it takes
to get a qualified applicant to apply for a position and interview for the job. Interviewing is straight
forward and although an applicant might go through two or three interviews, before being offered
the position, there is no one outside the organization telling the organization how to recruit and how
to hire a qualified applicant. Recruiting in the public sector is so much more complex than it is in the
private sector. In the public sector many positions have testing requirements built into them. This
means that you must test the candidates that meet the minimum qualifications, which at times means
you test over 100 people with some positions, and with some positions within the Fire and Police
Departments; this means that there could be well over 1,000 applicants to test. The testing process
various by positions, for

Burton A. (1997). The Future of Nonprofit Sector: Its Entwining with Private Enterprise and
Government. Journal of Policy Analysis and Management, 16(4), 541–555. Burton Weisbrod, an
extensively published economist, examines the future of the ever–growing nonprofit sector and its
increasing interrelationship with the private and governmental sectors; a consequence of the
nonprofits need for revenues to provide services to the community. Weisbrod poses the following
three questions to explain the dramatic worldwide increase of nonprofit organizations and their
heightened collaboration with private firms and governmental agencies. ... Show more content on

Weisbrod explores the second question through a comparative examination of the economic
competition and cooperation between the three sectors. In his results, he deduces that "nonprofits
have thrust themselves into new arenas, generating increased competition and growing political
attention." (Weisbrod, 1997) as well as a growing cooperation between the three sectors through
alliances and the commercialization of nonprofits. The evaluation of the third question focuses on
the efficiency and quality of the nursing home services provided by nonprofits compared to private
institutions as well as volunteering. Weisbrod utilizes statistics to measure labor inputs, consumer
satisfaction, opportunities for volunteers, and compensation for top executives (Weisbrod, 1997).
Overall, he discovered that nonprofit organizations are "socially valuable not only because of the
kinds of outputs they produce but also because of the ways they distribute their services."

Differences Between Private Sector And Voluntary Sector
1. Understand organisational structures
1.1 Explain the differences between the private sector, public sector and voluntary sector
Private Sector
Businesses and industries that are not owned or controlled by the Government. Private Sector
organisations operate privately to make a profit with income generated from the sale of their
products or services. Although many private sector firms are owned and controlled by individuals,
many are owned by groups of people; for example, companies may be owned by shareholders, who
have invested in that company.
The Private Sector includes:–
Sole trader – an individual who owns and runs the business him or herself.

They are usually controlled by a directors or a management committee.
The Voluntary Sector is often referred to as the Third Sector or 'Not for Profit' Sector. Whist they do
not exist to provide profit for shareholders, they need to generate income.
The Voluntary Sector includes:–
Charities – Oxfam, Red Cross, YMCA, Women's Royal Voluntary Service
Trusts – Local Housing Associations
Local community organisations – Neighbourhood Watch Schemes
Societies/Clubs – Local sports clubs, Scouts, Guides
1.2 Explain the functions of different organisational structures
Having the appropriate structure is vital for an organisation or business to meet its aims and
objectives. A business may be structured by:
Functions – activities such as customer service, marketing, operations, finance or IT
Location – where regional divisions of the business take responsibility for a specific function or
particular products, whether locally, nationally or internationally
Product or services – where the business is divided into the particular products made or services
provided
All organisations have employees working at different levels of responsibility. At the bottom, a
business depends on its operatives to produce the products or services. Team leaders often perform
the day–to–day management role, with operational managers setting direction and strategy for the
business as a whole. The number of employees in each level will depend on the business'

History Of Accounting And Private Sector
Introduction
Since the early 1980s public sector accounting and private sector accounting have experienced
significant transformation such as decentralization, deregulation and the differences between thee
two sectors are highly topical and political in many countries (Blondal 2003). The key
transformation is the adoption of 'accrual basis' of accounting rather than 'cash basis' accounting by
increasing number of countries (Guthrie and Ryan 1998). Meanwhile, public sectors refer
specifically to organizations owned by government and private sectors refer to those organizations
which are not government, owned and run by individuals and companies for profit–oriented
(Investopedia 2014). In this essay, there are several accounting issues to be discussed, include the
development of sector neutrality, advantages and disadvantages of accrual basis accounting in public
sector and meaningfulness of sector neutrality.
Development of sector neutrality
'New Public Management' is used to describe the institutionalization of private sector corporate
models into the public sectors (Guthrie and Ryan 1998). In order to set a standards to private and
public sectors, the Public Sector Accounting Standards Board (PSASB) merged with the Australian
Accounting Standards Board (AASB) in 2000 (Ryan, Guthrie and Day 2007). After merging with
PSASB, the new AASB made a decision regarding International Financial Reporting Standards
(IFRS) adoption in 2002 but effective in 2005 (Ryan, Guthrie and Day

Social Media And Its Impact On Public Sector
Literature Review
Social media provides the voice, in other words, social network and media connect company or
organisation with its audience. Nowadays, social networking plays a significant role in any
organisation. It is much easier for private sector to be linked with the social media, rather than for
public sector. Public sector includes all organisations, which are owned or operated by the
government, and exist to provide services to citizens (PrivacySense.net, n.d.). Waste management
and recycling is one of the components of public sector.

Thus, it can be suggested for waste management company to use Twitter and Facebook as a primary
social media platforms for external communications, in order to communicate with citizens on day
to day basis and keep them updated. As for internal communications within the company, the best is
to use LinkedIn, so employees can be aware of what is going on in the company, and build a
relationship with each other. Furthermore, the term, such as Gov 2.0, has to be mentioned.
Government 2.0 (Gov 2.0) can be described as the use of information technology (IT) to
commoditise and socialise government services and processes (DiMaio, 2009). When Gov 2.0 and
Web 2.0 works together, it has a positive impact on the link between public sector organisation,
government, and citizens.
The importance and purpose of social digital tools in waste management sector
Waste management and recycling services have been using the traditional tools of communication to
reach the audience, such as print advertisement, brochures and flyers. Through out the time the way
to do business and communicate with audience has changed, as the digital technology become more
advance. These changes have affected all the industry, including the waste and recycling sector. It
seems that organization within this sector have been always putting the importance of digital

The Private Sector
1 Introduction
The main objective of the private sector is to earn profits and become a leading organization in their
line of business. To enhance this objective, most of the private sectors have embraced technological
advancements where business is operated online. E–business is one of the current advancements
where a business can advertise, market and make sales through the Internet. The business has to
share its information online to attract a large pool of potential customers. Most of the business
websites operates on intranets and extranets. Customers can only gain access to business
information through the extranet. Authorized users can access most of the crucial and confidential
information of a business through the intranet via an encrypted link. Thus, the business can secure
its confidential information and protect its customers.
2 General Business Goals
With the rising cases of cyber threats, businesses are at risk of losing their confidential information
to unauthorized users. To deal with this menace, the lawmakers should address these issues through
promoting the understanding of the risks associated with cybercrime. They should also be involve in
acknowledging and addressing the cultural aspects of cybercrime as well as developing a
collaborative approach towards an effective response to the menace (Boneh & Franklin, 2003). One
such private sector is Amazon. Amazon is a private company in America that deals with electronic
goods. The company was started as an

Abstract
One of the key priorities of governments internationally is to ensure that they will be able to develop
the necessary mechanisms for the increase of their countries' competitiveness in the international
community. In this case, the increase of competitiveness is related with the increase of the power of
the country to intervene in political issues of high importance; it is also related with the
improvement of the country's position in the global market. Information technology is commonly
used as a tool of the achievement of the above targets
(Xu et al., 2009, p.18); current study focuses on the potential role of information system as a tool for
achieving competitive advantage; reference is made to the

From another point of view, Rocheleau et al. (2002) noted that the development of information
systems in modern organizations is differentiated in accordance with the organizational needs and
structure (Stair et al. 2009, p.14); the resources available for the realization of the relevant projects
are also expected to be taken into consideration when having to design and establish a specific
information technology system (Shah et al., 2009,
p.144). In this context, it is assumed that differences are likely to appear between the information
systems used in the private sector and those involved in activities of the public sector. Regarding
this issue, Rocheleau et al. (2002) state that 'there are important differences between public and
private information systems; competition forces businesses to use information technology (IT) as a
weapon to gain competitive advantage' (Rocheleau et al., 2002, p.379); on the other hand, the
empirical research developed by Rocheleau et al. (2002) led to the conclusion that organizations in
the public sector are likely to appreciate the value of IT systems as much as the private organizations
do (Lytras et al., 2009, p.31); however, the latter have been found to be willing to invest significant
amount of money on the training of the staff on the IT systems. The examination

An Example Of A Private Sector Business
Business Organisations Task 1
A private sector business is a business that is part of the economy that is not state controlled. It is
run by individuals and companies who are mainly for profit. These businesses are not owned or
operated by government. An example of a private sector business would be ASDA. Asda Stores
limited is an American owned, British founded supermarket retailer. The company has been a
subsidiary of the American retail company Wal–Mart since July 1999, and is now the second–largest
supermarket chain by market share (Corporate Watch 1996–2014). The company provides normal
goods for the public. They offer service to the public and strive for excellence business. I chose this
example because ASDA is a large company that is aiming for profit and it is a private sector
business.
A public sector business is a business that usually composed of organisations that are owned and
operated by the government (PrivacySense2015).
The primary difference between public and private sector businesses is who they for. Public sector
employees are who those work for government. An example of public sector would be public
schools. The purpose of schools is that they provide education for the young people and public
schools are funded by government to offer education to students. I chose public schools business
they are from public sector and because they use government funding to offer education to the
children. Public schools offer free education and they are

The Role Of Privatization In Improvement Of Productivity...

  • 1. The Role of Privatization in Improvement of Productivity... Name MARAQITA JONES Course PSC 7110 Dr.James Kramer The Role of Privatization in Improvement of Productivity in Public Sector Abstract Privatization is the art of transferring asset ownership from public to private hands. The emphasis plies in the ownership of physical assets. It is generally a once–and–for–all sale of a state –owned asset, in this case the government always retains no governance control and no operational risk, though usually retains the regulatory control over the assets. The rationale of the private sector hinges on the difference in incentives between the public and private sectors. Usually the objective of the private firm is to maximize profit, which is measured relatively and is tied to manager's performance. On ... Show more content on Helpwriting.net ... At the same time there has been an increased loss of public confidence in institutions of government especially in providing public goods and services. A combination of these factor as well as others have been the driving forces towards the issue of privatization. Forms of privatization Privatization can usually take several forms. These include divestiture which has equally been described as the transfer of ownership of public property in the hands of then private sector. The other form of privatization is sale of shares through the stock market as well as transferring management of public property to the private sector without necessarily changing ownership of the same (World Bank, 1994). Other methods include the introduction of contracts such as production contracts while still maintaining other contracts like procurements. Other methods of achieving the same could entail sharing profits with the shareholders of the company, liquidation, as well as the reduction of too much bureaucracy in the management of the public corporations. Rationale behind privatization In many governments, privatizations have been carried out for many reasons. One major reason that has been given for the support of the role privatization plays in improvement of productivity in Public Sector has been the fact that it is a way of increasing the efficiency of the economy, streamlines the public sector as well as acting as a way of scaling ... • 3. Public And Private Sector Accounting Introduction The major debate in accounting is about the appropriateness of adopting the private–sector accounting standards and practices to the public sector. Some researches support there is no distinction between the public and the private sector. For example, McGregor (1999) thought these two sectors are primarily similar in physical characteristics of assets. However, the against side believes that in some public activities, the application of accounting standards for public sector entities is inconsistent with the business sectors (Guthrie, 1998; Barton, 1999). This report concerns on evaluating three major issues between public and private sectors accounting: 1) a sector–neutral approach chosen by accounting regulators; 2) the impact of applying a sector–neutral approach to public–sector accounting; 3) the adequate information generated by current approach meet the different information needs of users from public and private sectors. After the Introduction, I will analysis these three issues by providing critiques and literature reviews on different opinions in following section and give a conclusion. Literature review and Evaluation The public sector is one of the most important sectors of any countries. The public sector entities offer services, goods or programs to public for non–profit purpose. However, the private sector is mainly composed by for–profit entities. In this report, I will regard the public sector entities as government or government–controlled ... Get more on HelpWriting.net ...

The Impact of Emerging Technology on the Public Sector Essay The Impact of Emerging Technology on the Public Sector The impact of information technology has been tremendous within the public sector. Over the years, the growth and development of technology has caused the public sector to change. One of the most significant changes in technology has been the evolution of the information systems and how their development has reshaped the way the world uses technology. "It has been just over fifty years since the worlds first programmable computer became operational. It cost millions of dollars to build and processed an unprecedented 5,000 instructions per second. • 11. Difference Between Corporate Governance And The Uk Public... Critically analysis the key differences and similarities between corporate governance in the uk public and private sectors. Corporate Governance and laws or regulations related to it affect both the private and the public sector in the UK. There are key differences and similarities in their corporate governance practice and can affect how businesses run under governance codes which they must follow. The UK corporate governance code affects the private sector and focuses on Leadership, Effectiveness, Accountability, Remuneration, Relations with shareholders. The public sector has Accounts and Audit Regulations among others to follow which has its own rules and regulations which are legally required. Corporate governance in itself has no single definition but common principles which it should follow. For example in 1994 the most agreed term for corporate governance was "the process of supervision and control intended to ensure that the company's management acts in accordance with the interest of shareholders" (Parkinson, 1994)1. Corporate governance code is not a direct set of rules but a self–regulated framework which businesses choose to follow. This code has continued to change in the past 20 years in accordance with what is happening in the business world. For example the Enron scandal caused reform in corporate governance with the Higgs Report which corrected the issues which were necessary. Although it does not quickly fix problems, it gives a better framework to ... Get more on HelpWriting.net ...

The company is generally known for it 's wide range of products from iPhones to MacBooks and many more. It is a forerunner in the computer hardware, software and electronics industry. Apple is an incorporation, meaning they have declared themselves as a corporate entity separate from it 's owners. I would recommend this type of business practice because of it 's benefits. Some benefits of having an incorporation include protection of the owner 's assets against the companies liabilities, the ability to raise the capital through the sales of stocks, a simplistic and effective transfer of ownership to another party if necessary. Other benefits include getting a lower tax rate rather than on personal income and not to mention, having the benefit of creating a protective bubble around the company 's shareholders, directors, and most importantly the company 's owners. Hence, business structure of Apple is highly favorable amongst many and would be a suitable recommendation. B)Like many companies that are in one of the leading industries in the world, Apple is affected by different business environments. Three types of environments they are affected by are their internal. macro and micro–environments. They are affected internally through a number of key components the number of employees, to how they manage, as well the corporate culture of the company. Apple has well over 100,000 employees. In Recent Years, Public Sector Organizations Increasingly In recent years, public sector organizations increasingly leverage collaboration as a means of overcoming resource constraints and solving complex problems such as natural disaster preparation. Collaboration offers a means of achieving synergy among the public sector, private sector, and non– governmental organizations when strategizing, preparing, and responding during times of impending disasters. When faced with such a complex challenge, various federal, state and local agencies unite to develop and implement an emergency response plan, outlining essential responsibilities (Perry & Nigg, 1985). Also, according to U.S. Code Title 18, it is not legal for the U.S. Army or U.S. Air Force to assist with law enforcement activities. Thus, under disaster conditions, only the local police or state– controlled National Guard elements may conduct law enforcement and peace–keeping. Stakeholder organizations or communities may expect assistance from federal military units to respond to their policing needs, but the federal military units must contact the local police or National Guard to respond. This can create significant friction because of stakeholder organization or community expectations. Second, resource management for disaster relief is another complicated friction point. Each organizational member of the council has their own methods for managing and acquiring resources and supplies and maintaining capacity. The aforementioned issue of authorities creates legal considerations that organizations must rectify prior to the sharing of resources. Additionally, since each organization may use separate methods for resource management, this could cause numerous friction points from management philosophies to automated systems passing information. Public Sector in India Overview of Central Public Sector Enterprises The government–owned corporations play a pivotal role in the economic development of emerging economies because their participation is higher in the industrial and commercial activities of these economies. Resource constraints and limited scope of the private sector in the early stages of development and planning have set the stage for predominance of the public enterprises in these economies. Thus, public sectors in the leading developing countries of the world (including the countries in the BRIC region) play a very important role. • 23. Good And The Social Sectors Good to Great and the Social Sectors: A Monograph to Accompany Good to Great is the companion piece of Good to Great. It uses the idea that leadership is foundational piece to build greatness upon. Jim Collins and his team of researchers have authored six books books about business leadership and what makes great companies successful. He lays out four stages of discipline with each having its guiding principles as the framework of ideas for the book. Many people who read Good to Great have asked how to apply the key principles to social sector organizations. So Collins authored the companion piece, Good to Great and the Social Sectors: A Monograph to Accompany Good to Great. In it, he outlines the use of the culture of discipline in social sectors and that it is "not a principle of business; it is a principle of greatness." Because the principles outlined in the original book are not directed to those with business acumen they can be applied widely to all endeavors. Good to Great and the Social Sector shows the principles in Good to Great do apply to the social sector and to answer questions about perceived difference between business and social sectors. In applying the principles of Good to Great, calibrating success shows up as a top question social sector readers ask about when trying to apply the principles. Social sector organizations do not have the same input and outputs for measurement that businesses have. Money is an input and not a measure of greatness in the ... Get more on HelpWriting.net ...

The major differences between a private and public management is ownership, funding, public interest and mode of governance where public organisations are controlled collectively by the members of political community and depends on the political authority for its activities. This results in the political forces having a greater impact on the direct power of the public sector organisations. On the other hand, private organisations are owned by shareholders and entrepreneurs and the controlled or guided by the current global market forces. Public organizations are funded by taxes paid by citizens whereas the private companies are funded by customer fees and spending. However, Bozeman (1987) claims that, all organizations are public because they are all affected by political authority whether they are public or private. It is the political system that imposes more constraints rather than the economic system. Goal is another factor which underlines the distinction between a public and private management. The understanding of 'profitability' goes a long way with the private companies having the main goal to sell their products in the market as oppose to public management. As a result, there has been considerable criticism on the various government agencies for their attempt to bring public management into line with private management. Although the SIR program is important to the safety of the public, it does not seem important enough to use taxpayers' money in order to fund it. Yes, many people have to take this program in order to be qualified for a job, event or special occasion, but what about the people that are not in one of these situations? Why do they need to pay out of their pocket so that the public sector can continue to administer? In the private sector the action of helping or doing work for someone is on the basis of making a profit and shareholder accountability, it is goal driven, profit motivation and reward orientated. In the public sector "an action of helping or doing work for someone" is supplying a public need such as transport, communications or health service. It is a service provided to the population with greater public scrutiny and is not profit motivated. Public sector organisations are agents of the state to do the states ' business and are not in a position to make a profit; they are mandated to provide a service to all. Public sector services are complex by nature by that I mean that they are difficult to manage and lead. It can be argued that there are many reasons for these complexities, notwithstanding the influence of context i.e. the outside dynamic environment punctuating public sector organisations globally. Some of the reasons for the complexities are beyond the organisations control e.g. population, who you serve, labour intensive, demographics etc. it cannot choose to exclude citizens but must treat all citizens fairly and equally. Schools, shops, restaurants, hotels, hospitals, banks, spas, and universities are all businesses in the sense that they all have corporate missions or targets to deliver whilst, at the same time being under constraints and pressures. These businesses can be divided into 3 categories; 1. Private 2. Public 3. The Voluntary/Third Sector e.g. Charities and Co–Operatives. Public Sector Companies are predominately focused on providing the best service that budget allows to the communities or taxpayers. For example if the government–run bus service in a remote area is not getting enough customers, the government may still continue this service as its main objective is to provide and not to maximise profits. On the other hand, if this service was run by a private sectors business, they may end it if they do not find it profitable, as their main priority is predominately to increase revenue. However, in recent years, the government has encouraged Public Sector Companies to focus on commercial targets, whilst at the same time meeting government targets. This is due to budget cuts and the reorganisation of government money as Public Companies are funded by the taxpayer, either directly e.g. council tax; or indirectly e.g. income tax distributed by the Government. Private sector objectives will often differ from objectives set in the public sector. Private Sector Companies are normally owned by private individuals or families. • 62. Difference Between Private And Private Sector Introduction : The most basic distinction between public and private organizations is that the political community own public agencies whereas ownership of private organizations belongs to entrepreneurs or shareholders. However, there are many other differences between public and private organizations. The funding for public agencies derives mostly from taxation, which contrasts with private agencies receiving funds predominately from consumers in the form of fees. In the public sector, organizations are largely controlled by political forces, which also results in the imposition of constraints by the political system. Subjection to constraint results in frequent changes in policies within public organizations. The owners and shareholders of private organizations have a direct incentive to monitor the behaviour of managers to promote better performance and financial gain. Summary The development of the private sector and its expansion in all spheres of society increasingly emphasizes the attempts to alleviate the differences between the public sector and the private sector. The collaboration of these two areas demonstrates their interdependence and their role in the overall functioning of the national economy and of society as a whole. The widespread use of private sector methods and theories on organizing the management process points to the fact that private sector ideas can be transferred and can be used in the field of civil service. When it comes to recruiting in the private sector, there are a few guidelines that you might reference here and there, but by and large recruiting is done without interference. The process seems fairly simple; you develop a job description, establish a salary structure and place an advertisement. There are no testing requirements or mandates that you need to satisfy to be able to hire a new employee. Along with this the time it takes to recruit someone in the private sector takes only as long as it takes to get a qualified applicant to apply for a position and interview for the job. Interviewing is straight forward and although an applicant might go through two or three interviews, before being offered the position, there is no one outside the organization telling the organization how to recruit and how to hire a qualified applicant. Recruiting in the public sector is so much more complex than it is in the private sector. In the public sector many positions have testing requirements built into them. This means that you must test the candidates that meet the minimum qualifications, which at times means you test over 100 people with some positions, and with some positions within the Fire and Police Departments; this means that there could be well over 1,000 applicants to test. History Of Accounting And Private Sector Introduction Since the early 1980s public sector accounting and private sector accounting have experienced significant transformation such as decentralization, deregulation and the differences between thee two sectors are highly topical and political in many countries (Blondal 2003). The key transformation is the adoption of 'accrual basis' of accounting rather than 'cash basis' accounting by increasing number of countries (Guthrie and Ryan 1998). Meanwhile, public sectors refer specifically to organizations owned by government and private sectors refer to those organizations which are not government, owned and run by individuals and companies for profit–oriented (Investopedia 2014). Abstract One of the key priorities of governments internationally is to ensure that they will be able to develop the necessary mechanisms for the increase of their countries' competitiveness in the international community. In this case, the increase of competitiveness is related with the increase of the power of the country to intervene in political issues of high importance; it is also related with the improvement of the country's position in the global market.
