KNOW WHERE WE STAND: Acting Education Commissioner David Hespe just unveiled new state requirements for high school graduation starting with the Class of 2016. They reflect the transition from HSPA to PARCC. We prepared this infographic to let you know: (1) what are the changes, (2) where we stand, and (3) what we will do if re-elected.

1. WHAT DOES PARCC MEAN
FOR GRADUATION REQUIREMENTS?
WHAT HAPPENED?
On September 30, Acting NJ Education Commissioner
David Hespe unveiled new state requirements for high
school graduation reflecting the roll-out of PARCC exams.
WHAT ARE THE NEW STATE REQUIREMENTS?
Effective immediately with the Class of 2016, high school
students have the following options to graduate:
Pass at least
one PARCC exam
1
in English Language
Arts (ELA) and
2
one PARCC exam
in Mathematics
Pass a
Substitute
Competency Test,
which can be
one of the
following:
Ÿ SAT Critical Reading/Math
Ÿ ACT Reading/Math
Ÿ ASVAB-AFQT
Ÿ Accuplacer - Write
Placer & Elementary
Algebra
Ÿ Grade 9 ELA PARCC or
Ÿ Grade 10 ELA PARCC or
Ÿ Grade 11 ELA PARCC
Meet the criteria of the
NJDOE portfolio appeal
and
Ÿ Algebra I PARCC or
Ÿ Geometry PARCC or
Ÿ Algebra II PARCC
A mechanism still in place since 2010. Districts may
submit student portfolios for those who were not
able to pass the PARCC and any Substitute
Competency Tests.

WHERE DO WE STAND?
We believe these new state requirements undermine the PARCC
examination and will confuse and frustrate educators and parents.
• Allowing a high school student to graduate by only passing the lowest
grade level PARCC exam is counterintuitive to what the PARCC intends
to do. It decreases student accountability.
• Some families cannot afford to pay fees for some Substitute
Competency Tests like the SAT or ACT.
• Federal guidelines may be violated because school districts, parents, and
children were not properly notified at least three years ahead of time.
WHAT WE WILL DO
We support working with administrators to effectively
communicate and share resources with parents and guardians to
empower them in making an informed and appropriate decision
on standardized testing for their children.
