Welcome to the eLearning Course on
Effective Electoral Assistance.
This course is based on the EC-UNDP
Joint Training on Effective Electoral
Assistance initiative conducted in
collaboration with International IDEA
and developed on the structure and the
contents of the “EC Methodological
Guide on Electoral Assistance”, of IDEA’s
“Handbook on Electoral Management
Design” and of “UNDP Electoral
Assistance Implementation Guide”.
The EC-UNDP Joint Task Force, together with International IDEA have so far organized four
training sessions: Brussels, in September 2006; Dar es Salaam in November 2006; Brussels
again in October 2007; and Milan in February 2008. A forthcoming training session is
expected to take place in Maputo in June 2008... [more].

EC-UNDP-IDEA
(voice narrating text) With the
demand in this kind of training being
very high, mobilising such a large
number of persons and organising
these training events caused some
limitations to this initiative in financial
and logistical terms and in the
intended outreach. To address these
important issues, the Joint Task Force
realised the need for the “face-to-
face” training activities to be closely
complemented by a more
comprehensive, more customisable,
eLearning-based versions of the
Effective Electoral Assistance training
courses.

This Module provides a general
introduction to the fundamental
concepts underlying the role of
elections in democratic
governance, the evolving needs in
electoral administration and the
consequent necessity to make
electoral assistance more
effective, more responsive to
these changing needs and the
need to have more sustainable
and long-lasting impact of
assistance between an election
and the next. This is just sample
