3. O RELATÓRIO S. 2199 DA UIT: GRUPOS DE ESTUDOS 4 (4A) e 5 (5D)
Appendix 7 of the
RR defines the
methodology for
calculating
coordination
contours around
FSS receive earth
stations within
which
coordination is
required for
terrestrial
services.
•Separation distances without shielding or
blocking:
Co-frequency: several tens to in excess of 100
km;
Out-of-band emissions: a few km;
FSS receiver saturation: a few to several km.
•BWA stations and/or FSS earth stations deployed
in a ubiquitous manner and/or without individual
licensing or registration no minimum
separation distance can be guaranteed.

•Recomendação: S.1856 – METHODOLOGIES FOR
DETERMINING WHETHER AN IMT STATION OPERATING
IN 3,4 – 3,6 GHz WOULD TRANSMIT WITHOUT
EXCEEDING THE PFD LIMITS OF RR 5.430A, 5.432A,
5.432.B AND 5.433A.
•Before an administration brings into use a (base or
mobile) station of the mobile service in this band, it shall
ensure that the power flux-density (pfd) produced at 3 m
above ground does not exceed −154.5 dB(W/(m2 4 kHz))
for more than 20% of time at the border of the territory of
any other administration.

O Documento “5D/1060-E, 30 June 2011 - Brazilian experience
with the operation of IMT systems in the 3 400-3 600 MHz band
and fixed satellite services in the adjacent 3 600–4 200 MHz
band” reconhece a existência de problemas de interferência
com 2W.
“…there is a significant difference between the power level received by the earth
station from IMT and received from space station. The low noise amplifiers
(LNA/LNB) normally used in the earth stations in Brazil (mainly for the case of the
ubiquitous deployed TV Receiver Only stations - TVRO) are also amplifying or not
sufficiently attenuating signals outside the frequency band 3 600–4 200 MHz…”
“Therefore, under certain circumstances, the signals transmitted by IMT systems -
mainly in the upper part of 3 400-3 600 MHz band - can cause saturation of the low
noise amplifiers (LNA/LNB) in the earth stations…’”
“The minimum separation distance can not always be achieved, due to fact that
TVRO earth stations are deployed without individual licensing, and their specific
location is unknown.”

5. Conclusion: “… some mitigation techniques should be implemented,
….where small distance between the IMT base station and FSS earth
station are necessary……….There is a large number of TVRO earth
stations in Brazil, ubiquitous deployed without individual licensing and
their location is unknown. In these cases, in which the minimum distance
cannot be guaranteed, it is necessary to apply one or a combination of
the solutions proposed above, improving the required
attenuation.”………..”The coexistence between IMT systems operating in
3 400-3 600 MHz with a typical power of 2 Watts and the Fixed-Satellite
Service operating in 3 700-4 200 MHz is possible today, using one or
more of the techniques presented.”………..However, considering the
guard band of 25 MHz, a solution for systems operating in the upper part
of 3 400-3 600 MHz and FSS operating in 3 625-3 700 MHz can only be
reached after the development of filtering devices that can provide the
required attenuation (30 dB @ 3 600 MHz)….”
