Na inicijativu lokalnih samouprava, zdravstvenih ustanova i privrednika u zdravstvenom sektoru, Privredna komora Srbije (PKS) i Nacionalna alijansa za lokalni ekonomski razvoj (NALED), pokrenule su javni dijalog o funkcionisanju i održivosti sistema zdravstvene zaštite na lokalnom nivou.
Posebnu pažnu zainteresovane javnosti zaokuplja problem održivog finansiranja domova zdravlja i apoteka. Rastuća dugovanja domova zdravlja i apoteka (100 miliona dinara na mesečnom nivou sa ukupnim dugom od 10 milijardi dinara), te sve češće blokade računa pojedinih zdravstvenih ustanova, nameću potrebu za zajedničkom analizom odgovornosti i
preispitivanja postojećeg modela finansiranja i obezebeđivanja zdravstvene zaštite na lokalnom nivou.
Kao sastavni deo javnog dijaloga o uspostavljanju održivog zdravstva, stručni tim NALED-a sproveo je prvo sveobuhvatno istraživanje o funkcionisanju zdravstvene zaštite u opštinama i gradovima Srbije, čiji rezultati mogu poslužiti kao polazna osnova za preko potrebne reforme u ovoj oblasti.
