LGNSW is the peak industry association that represents the interests of all 152 NSW councils, 12 special purpose councils and the NSW Aboriginal Land Council. In January 2016 the NSW Minister for Local Government commenced 35 council merger proposals, involving 75 local government areas. This
paper will address the local government reform package, LGNSW’s position and recent research into arts and culture service provision that all raise issues around how regional and public cultural institutions can position themselves in a dynamic environment.

Volunteers for Cultural heritage: a partnership perspective on current trends...heritageorganisations.eu
VoCh – Volunteers for Cultural Heritage was a European project, funded by the European Commission Brussels as part of the Grundtvig lifelong learning programme. The project began in November 2007 and finished in October 2009.
The project started out by acknowledging the importance of volunteering as a positive act of citizenship and the increasing significance of volunteers for preserving cultural heritage, promoting access to heritage and collections and, in many instances, running cultural institutions such as museums.
Its main activities and outputs were:
* Europe-wide research on volunteers in the cultural heritage sector
* Identification of good practice case studies
* Design, development and delivery of training schemes for volunteers and volunteer coordinators
* Development and publication of guidelines for good practice when working with volunteers
Adele Finley will present an overview of the research and its results before moving on to discuss the main trends and issues which emerged. She will explore the themes of participation, active citizenship and audience development by drawing on good practice case studies identified during the project.

The club aims to bridge the local community and students, help the local Rotary club with events, and provide continuity for overseas Rotaractors. This paper will use a case study of the city of Detroit to examine the relevance of shifting population demographics to museums’ community engagement. In recent years, Detroit has endured substantial changes in its population and, consequently, its culture and identity as a city. The implications of such demographic shifts will be discussed in the context of participatory museum programs, such as DIA Inside|Out, and the ways in which Detroit museums are attempting to understand and engage an ever-evolving audience. The importance of local ethnographies and addressing the unique needs of metamorphosing populations will play a vital role in this discussion.
Stories of the World was a major UK cultural program for the 2012 Olympics that involved nearly 70 museums in exhibitions and events exploring the UK's connections with the world. It had the largest youth participation program ever for museums, involving over 22,000 young people as co-curators. The program aimed to change museums forever by having people from all backgrounds help curate collections. Evaluations found it significantly shifted museums' work with young people and had positive impacts, though some questioned whether the changes were fully embedded after the program ended given reduced resources. Lessons included that high-profile initiatives can prioritize change but it takes ongoing leadership, resources, and involvement of all staff to fully embed new approaches.
