PRIMARY DUTIES AND RESPONSIBILITIES
The Program Facilitator must have experience assisting “Workforce Ready” persons living with social
barriers to training and employment. The Program Facilitator needs to be adept at interviewing
participants to obtain the pertinent history, educational background and career goals. The Program
Facilitator will be responsible for facilitating the 14 week employability social skills training portion of
the “Ways to Work” program, referred to hereafter as Social Confidence. The Program Facilitator must
also be highly organized with exceptional time management skills, exhibit excellent communication
skills and be able to schedule meetings and communicate effectively with Case Managers, Employment
Agents, Employers and participants.
ESSENTIAL FUNCTIONS
 Experience working with persons living with social disabilities with multiple and complex
challenges in transitioning to training and employment
 Ability to handle confidential information in an appropriate manner
 Ability to facilitate and connect with diverse group setting and provide one-to-one
communications
 Knowledge of local labour market and trends, employment and community resources
 Strong verbal, written communication, and networking skills
 Ability to write effective program reports in a timely manner using Contact NB
 Intermediate computer skills using Microsoft Office products
 Ability to conduct comprehensive internet searches
 Ability to assess individual needs an offer job search techniques
 Ability to apply interview techniques and assess results
 Current Criminal Record Check and Social Development Enhanced Check required.
 Valid driver’s license and access to reliable transportation

TARGETS AND RESULTS
The target group is workforce ready participants with an intellectual, mental health, learning, physical,
ASD disabilities, and social assistance recipients where unacceptable workplace social behaviours have
been identified by an employment counselor, case manager or employer.
The expectation is that a minimum of 45 participants (open with action plans) be served each fiscal year
and 30 have a successful employment or post-secondary outcome. An employment outcome is
considered successful if a participant has obtained/maintained employment in non-subsidized
employment or has enrolled in post-secondary training.

JOB SPECIFIC FUNCTIONS
Participant needs will vary and the level of service provided should be customized to each participant’s
needs. The Program Facilitator will perform the following activities:
Intake & Assessment
 All participants must be referred, using the Employment Assistance Referral Form, through Case
Managers of Social Development, Post-Secondary Education, Training & Labour, or provincially
funded community Employment Agencies.
 Explain the Participant Consent Form (provided by PETL) to the participant. Obtain signed
Consent Form from participant prior to providing services and keep original copy in participant
file.
 Collect pertinent data and information from the participant that supports the intended service
to be provided.
 Determine work readiness through identifying employability potential, clarifying employment
challenges and confirming participant commitment. If participant is non-workforce ready, refer
back to referral source.
 If the participant is workforce ready, determine participant’s employment needs.
 Case conference with referral sources when appropriate.
 Determine if participant can benefit from group activity and/or one-to-one service (for
Workplace Confidence/Job Search Central only). When group activity is not appropriate for a
participant, one-to-one services will be offered (*Note: Not all participants will require or want
additional group training after the completion of the 14 week training portion of “Ways to
Work” program. This must be assessed as determined by individual needs).
Service Delivery
 Facilitation of the Social Confidence portion of the “Ways to Work” program delivered during
the first 10 weeks of the 14 training room portion of the “Ways to Work” program (or 15 weeks,
depending on specific fiscal year time allotment) by the Program Facilitator.
 Delivery of the Job Search Central portion of the “Ways to Work” program, which includes: Job
Finding, Job Development, Job Transitioning and Job Maintenance services will be available for
all participants who have successfully completed the training room portion of “Ways to Work”
which will be offered every day from Monday through Friday from 9:00 am to 4:30 pm. (*Note:
The Program Facilitator will not be expected to offer Job Search Central during the first ten
weeks of the Social Confidence portion of the “Ways to Work” program. Job Search Central will
be delivered by the Employment Specialist while the Program Facilitator is facilitating).
 Provide continuous feedback to participants on progress and areas for development.

Social ConfidenceDelivery

Job Search Central Delivery
The Job Search Centralportionof the “Waysto Work” program will be rundaily, Monday through Friday from
9:00 am to 4:30 pm. While the Employment Specialist is facilitating the last 4 weeks of the training
room portion of the “Ways to Work” program, the Program Facilitator will provide program delivery in
the following areas:
o Access to internet capable computers for job searches with full access to any required
assistive technology, based on individual needs.
o Access to assistance in job searching within a group or through one to one assistance
from the Employment Specialist.
o Jobdevelopmentassistance forthose participantswhohave complete interest inventories and
jobskillsmatching.
o Accessto determiningneedsforadaptive equipmentandjobcoaching.
o Accessto assistance withcoverletter,resume,andfollow-upletterdevelopmentandinterview

PROGRAM COMPLETION & EMPLOYMENT MAINTENANCE
During the last 4 weeks of the training room portion of the “Ways to Work” program, the Program
Facilitator will:
 Contact participants who have secured employment during weeks 1, 4 and 12 with the option of
offering support for up to one year after hire, in the areas of conflict resolution, and addressing
any concerns that may impact job maintenance. If a participant is experiencing difficulty on the
job, arrangements may be made to liaise with the employer and the participant to assist in
problem solving potential solutions.
 If the participant is workforce ready, but has not found employment by the end of the 14 week
training room portion of the “Ways to Work” program, they will either continue into the Job
Search Central portion of “Ways to Work” or be referred back to their referring agent depending
on individual requirements. Contact with the referring agent and participant will be maintained
at three months and six months to determine if the participant has secured employment or has
entered into post-secondary training. Further follow-up may be requested by the participant
and/or referring agent.
 Upon completion of the participant’s action plan, files in ContactNB will be closed as CLOSED:
Employed, CLOSED: Self-Employed, CLOSED: Post-Secondary, and adding the employer’s name
and NOC code. Participants should be closed by referral source whenever possible. Social
Development is the only referral agent who cannot close out files in ContactNB.
REPORTING REQUIREMENTS
The Program Facilitator will:
 Input participant information into PETL case management software. This includes the action plan
and case notes detailing their progress.
 Write quarterly reports showing action plans closed due to employment or attending post-
secondary education training. In addition, a report organized by participant name (first initial
and last name only), type of employment, and name of employer, or type of post-secondary
training and name of institution.
 Use of Career Assessment Instruments must be in accordance with the Policy of Use of
Standardized and Non-standardized Career Assessment Instruments.
 All participant information is to be strictly confidential and information recorded, communicated
and disposed of in accordance to the document: Documentation and Records Management
Policy.
 Problems or incidents experienced with service delivery must be recorded, in writing, to the PETL
EAS Coordinator and the Key Industries Employment Manager within 24 hours of occurrence.

OTHER DUTIES
The Program Facilitator will also:
 Case conference with other agencies as needed.
 Inform referral source of issues that interfere with a participant’s progress to employment, issues
of concern when employment is found.
 Manage and maintain participant files (paper/electronic) according to the Department’s Document
and Records Management Policy.
 Data entry to the Department’s information management system on a daily basis.
 Additional duties and program coverage as requested by management.
MINIMUM QUALIFICATIONS
 Degree/diploma in Education, Counseling, Psychology, Social Sciences or related disciplines
 3-5 years combination of education, training and practical experience in the employment field
 Must have valid driver’s license and/or access to reliable transportation
 Position requires the ability to lift and move up to 50 lbs
