• Make sure to refer to programs consistently by their correct name. In
certain cases, the names for the same programs are similar but not
identical. This can make finding the correct program information
difficult, especially if the name has changed over time, which may
confuse potential incentive applicants.
• Ensure programs are listed on one dedicated website and prevent from
overlapping websites (i.e. same programs listed on the website of
multiple administrators) or, in case of necessity, cross-link between
incentive program websites, especially where programs need to be
mentioned on two different agency’s websites for certain application or
regulatory purposes.
• Make sure all programs accurately use metadata keywords and not
exclusively use abbreviations so internet search engines can find the
program information.
• Make sure all programs have updated program information on their
respective websites. This relates to the annual reports (update the
most recent annual report as soon as it is available) as well as to the
application procedure (e.g. update the status of the incentive program
in case the program changes to inactive or when a submission deadline
has passed.
• Make sure program requirement information is updated, consistent and
comprehensive if the program is described on more than one website
or webpage or if the website includes multiple incentive programs

Introductions
So I originally wanted to talk about workforce development, retraining, short term training programs… but something happened. I decided after a year and a half of planning my own short –term IT/Cyber training program, that I would shut down the project. I had funding, I had a consultant who wanted to work with me, I had about 15-20 enthusiastic industry leaders who wanted to come to the table and tell me exactly what they needed and offer mentorship, apprenticeships and even jobs… I had the training structure in place. Can you guess what I was missing?
Notes from articles (cited on last page)With population growth minimal and an aging population, Maine is not a good prospect for either expansion of existing companies or attracting new employers because the workers aren’t there. “You can’t hire people,” said Charles Lawton, an economist who has long followed the Maine economy and is a Press Herald columnist. Elsewhere, a stronger national economy – growing at 3 percent – is pulling back into the market workers who dropped out of the labor force in frustration after long stretches of unemployment.
And new arrivals, whether from other states or outside the country, are contributing to an expanding labor pool that growing companies in other states can tap into.
But Maine, particularly the northern part of the state, isn’t attracting new residents. The state has the oldest median age – 44 – in the country in part because younger people leave after college and older people opt to retire here.
Business leaders have called for new efforts to attract workers to the state, but none of those efforts have produced significant results. As a consequence, there’s no large, available labor pool for businesses to tap in the state.
“That just doesn’t exist in Maine,” Lawton said.

Volunteering for organizations like Boots2Roots, Propel, Two Degrees Portland, etc… helps us recruit and build the skilled workforce that we need now!
Out of all of these programs, which ones are marketing to a workforce out of state?
Solutions we talked about: A Human Resource Network that helps spouses of relocating employees get their resume circulated to many hiring managers at once.
I volunteer for JR achievement and I always talk about STEM fields (STEAM now)… I work with kids grades 2-8 and ask them “Have you heard of project Login?”
“Where do you want to live when you grow up?”
“How many of you are thinking about jobs in the STEAM fields?”
Of all the 8th graders that I’ve asked these questions to, about HALF are thinking about a job in a STEM field, but only a few have heard of these initiatives (or really know what they do) so they can get a jumpstart on an education/training and a job in that field.
USM, Community Colleges, Public/Non-profit schools in ME, Private Schools…. Recruitment though?
In “Robot-Proof: Higher Education in the Age of Artificial Intelligence,” Northeastern University President Joseph Aoun has sought to address today’s workforce challenges by reimagining higher education, adopting Dewey’s vision of marrying creativity and critical thinking with vocational education.
Aoun offers three proposals to better prepare students for the needs of today’s employers:
a curriculum that educates all students in data, technology and human literacy along with capacities in entrepreneurship, systems thinking and cultural agility;
joint curricular development with employers to align educational outcomes with workforce requirements; and
an educational system that provides those in the workforce with continual upgrading of skills, recognizing that in a rapidly automating world, no job will be robot proof
There are seven community colleges from Presque Isle to York that make up the Maine Community College System. All of these schools offered some technology training programs but in 2013 the system was awarded a TAACCCT 3 grant of $13M to grow entry level tech training programs at each of the schools – the grant funded programs included industry recognized certifications, credit certificates, associate degrees and advanced certificates all of which were stackable credentials. Programs included computer repairs, installations, configuring servers, A+, Network+, Security+, Linux+ and more. This grant served over 4000 individuals statewide and all of the program materials created under the grant have been shared through Skills commons for public access. The grant ended in 2017 and while schools are still offering many of the credit and non-credit tech programs, we have the struggle of filling seats in these classes given the low unemployment rates – those that want a job, have one and people tend not to look to education and training when they have a job, so these classes end up under enrolled or cancelled as a result. That brings me to our Workforce Training & Professional Development departments, each of the seven colleges have one of these departments, which manages all of the non credit activity for the college and has the flexibility to work directly with businesses to assess their employee training needs and create customized business training programs that can be delivered at the business or the college campus. At KVCC we do this for all industries, but with new tech companies moving into our region we’re seeing greater need for the entry level technology skills. To address the regional business needs my colleague and I meet with businesses to discuss their specific needs and we can approach a solution in a couple of ways – we can work with that business exclusively to create a training plan to upskill their incumbent workforce or we can put on a training program that would be open to the general public – we would recruit and screen participants and the company or perhaps multiple companies with similar needs would be able to interview candidates upon completion. Our advantage within the community college system is that we have access to Maine Quality Center grant funds to support delivery of training programs like this – incumbent worker training costs would be on a scale based on business size and new hire training programs would be free to businesses, guaranteeing only an interview to successful completers. So we still have the issue of getting people into seats – and in this market employers have to be thinking creatively – one of the things we often suggest is “almost hired” individuals. Being aware of those people that apply to your company that don’t quite make the cut and seeing if some additional training would help get them there – or combining the two training options – upskilling your existing entry level workers and bringing in new entry level workers to fill those spots. Most importantly though we need to hear from businesses – what do you need and how can we help so they our trainings are staying relevant and your needs are being met.

Learners benefit from the accelerated acquisition of validated skills required for current or future employment. Badges contain data linked to skills attained that might include samples of learners’ work, which can serve as a digital portfolio. Learner-centered and conducive to lifelong learning.
Industry partners benefit by being actively engaged in program creation. Candidates for positions in their organization will have validated competencies rather than relying on a resume and employment application. The programs will provide foundational skills essential to gaining opportunity in that industry. Incumbent workers can receive just in time training programs that are rigorous and more flexible than current academic programming policies and scheduling.
Digital Badging is currently being implemented in the Central Maine and Eastern Maine Community Colleges and will be rolled out to the remaining five community colleges once it is set up.
There’s a program at every college in Maine – this is an incomplete list. We’re all doing SOMETHING to help new grads stay in Maine, work, and raise their future families here! But how do we recruit better from out of state? It seems to be an issue at the higher levels
Tilson, Tyler Tech, IDEXX, Wex,.. All recruiting from out of state, but also working with current educational institutions and workforce initiatives to keep college grads in Maine. But small-Medium sized businesses are still having some trouble. Teaming up with orgs like Live & Work in Maine, CareerCenters, Boots2Roots, & TechHire might be an affordable solution for them.
