Rapid Re-Housing (RRH): Definition
• Rapid Re-Housing (RRH) is a federally funded program that helps
individuals and families experiencing homelessness to quickly obtain
housing.
• It is funded through the US Department of Housing and Urban
Development’s Emergency Solutions Grant, with funds awarded to
the City of Chicago.
• All Chicago serves as the System Coordinator for the RRH Program
and works with different partner agencies throughout Chicago to
provide housing.

RRH has three (3) core components:
1. Housing Location- Once connected with the
program, participants work with RRH housing
locators to find an affordable, market-rate unit.
2. Rental Assistance – The program provides short-to-
medium term (1-12 month) rental assistance while
the participant works towards greater stability.
3. Case Management – RRH case managers continue to
provide support around income generation,
employment, budgeting, tenant education and
rights, and if necessary, crisis management.
RRH Foundational Premises
Households experiencing homelessness are not
significantly different from other households
experiencing poverty
Majority of homelessness instances are due to a crisis
Most families experiencing homelessness have had
recent experience living in permanent housing
Extended exposure to homelessness has a significant
negative effect
Affordable housing resources currently do not meet
the need
Progressive Engagement: Resources are limited and
should be used most efficiently: “just enough” to exit
homelessness permanently (tailored approach)
Easier to tackle other goals when housing stability is
in place
Housing is a human right
