States are increasingly authorizing alternative project delivery methods like design-build and construction management at risk to help public agencies complete construction projects more efficiently. The use of these methods is growing in both public and private sectors. While they provide benefits like reduced costs and schedules, they also introduce new risks that all parties must understand and address. As the market for alternative delivery continues expanding, owners, designers, and contractors must work together to fully leverage the team approach and ensure projects succeed.
GE was founded in 1878 as the Edison Electric Light Company and is now a multinational conglomerate headquartered in Boston. It was led by iconic CEO Jack Welch from 1981 to 2001 who helped transform GE into a global services giant. In the 1950s, GE's slogan was "We Bring Good Things to Life" but it was changed in the 2000s to "Imagination at Work" to promote its diverse products. Today GE operates in several business areas including power, aviation, healthcare and renewable energy.

This document outlines a comprehensive approach called the "CO2-asset Industry Creation and Commercialization Engine" to create a new carbon capture and recycling industry from scratch. The approach leverages multiple parallel and sequential components including innovation platforms, venture capital, utilities, universities, market creation models, networking, and education. It will harness existing carbon dioxide capturing innovators through a university technology transfer program. It will also run an international $10 million prize competition and establish an "integrated energy" test center to further develop technologies. Additionally, it proposes a coordinated investment platform to fund development at multiple stages. The goal is to establish this new industry without relying on public policy changes.

Docker is used at MoneyBird to manage development environments for software engineers, prevent issues with dependencies, and maintain traceability of dependencies. MoneyBird started using Docker in 2013 for development environments, 2014 for staging, and 2015 for production on AWS. Images are based on Ubuntu and include build essentials, PostgreSQL client, locale settings, and SSH keys. Images are tagged with the Ruby version, image version, and git SHA. Dockerfiles are kept in a central git repository and each project has a Dockerfile. Continuous integration uses Buildkite to build and test images from git pushes. Development uses Vagrant and Docker for quick local development while production simply pulls and runs predefined images on EC2 instances.
The document discusses advanced testing techniques, including:
1. The speaker shares experiences with testing and encourages thinking critically about testing like an advanced tester. Unit testing with RSpec and integration testing with Cucumber are covered.
2. Examples of unit testing, boundary value analysis, isolation, mocks/stubs, and fixtures are provided. The benefits of testing, such as isolating units of code and finding edge cases, are discussed.
3. Integration testing with Cucumber is recommended to test the full stack of models, views, and controllers in a behavior-driven manner. An example Cucumber scenario tests account creation on a homepage.

Midyear Update
The improving trend for single family housing paused in
late spring, and the gain for full year 2010 will be smaller
than previously forecast. This year's loss of momentum for
commercial building is not as severe as 2009, but it
remains substantial. The retreat for institutional building
has been made worse by the eroding state and local fiscal
picture. And, while the lift to public works construction
from the federal stimulus act is still present, the push
directed at highway and bridge construction is beginning
to subside. At the same time, the year 2010 is seeing a
few bright spots, such as a rebound for healthcare facilities
and stronger activity for environmental public works.

THE ECONOMY
October 5, 2010
WASHINGTON (CNNMoney.com) -- A panel of economists on
Tuesday predicted several more years of pain for the United States,
agreeing unemployment will remain high far longer than 2014,
when White House and congressional economists have predicted a
jobs improvement.
The panel -- including Nobel Prize winner Paul Krugman, Harvard's
Martin Feldstein and Goldman Sachs chief economist Jan Hatzius --
agreed that policymakers have failed to adequately stimulate the
economy, and that more needs to be done.
