As written by our colleague Francis Pisani at the
Paris conference on "Living Cities": the question of
smart cities "is highlighted by actors who do not
inspire confidence."
And he concludes: "Nobody wants to live in a
stupid town, but nobody dreams of being spied on
and monitored continuously ...";
"The Datapolis we offer large companies oppose
most participolis citizen. And are working towards

3. DEFINITION OF NEW SPACE OF
INNOVATIONS
These are innovation ecosystems worn by the user
in a territorial context (city, town, region),
integrating research within a public-private
partnership.
So this is a new open ecosystem driven by users
that engages and stimulates co-creating
technologies, products, services, social innovation,
creates new markets and enables new practices

4. Richard Florida, in his works emphasized the role of T 4, the four factors of
creativity Territories of Tomorrow:
talent (always with a "creative class" strongly represented)
technology (high obviously with new horizons of connectivity)
tolerance (through multilingualism and security)
territory (including bearer's identity).
Today, a real consensus in economic research highlights the role of the 4Cs:
So creativity, but especially:
knowledge
cooperation
skills.
It is our image of the knowledge society of the future emerges in
territorial projects today cities and districts of knowledge.

Territories of Tomorrow Foundation is considering the

Building the territorIies of tomorrow and think together implies the
very image of what we think is the CITIZEN OF TOMORROW CARRIER
AS ACTOR AND EXPERTISE. This is one message which carries the
Foundation Territories of Tomorrow!
The Foundation was created by an instance of reflections dedicated to
the Creative Economy ARENOTECH and the European Network of
Digital Cities whose joint recommendations notably through several
European projects have contributed since 1995:
the emergence of new support horizons:
urban ecosystems and heritage presentation through mobile
digital tools
new models of e-tourism
reflection on gender equality in the sharing of scientific
knowledge
a genuine multilingualism
new forms of training and job creation..

8. THE TRANSLATION OF THE PRACTICAL
APPROACH IN THREE POINTS:
1. The major task of hand over the territories of the future is that
of the knowledge economy intended to appear as hubs of
knowledge and skills that embody polarities of their
attractiveness in an economy of links and networks.
2. Such an approach leads to support the development of
dedicated specifically to the creative industries neighborhoods,
but also to new forms of activity, housing, traffic and creating a
true community, in particular through the old identity and new
neighborhood.
3. The areas of innovation are essential to bring together the
expectations and responses of economic actors, researchers and
civil society. Living Labs, Science Shops, Media Labs and Fab Labs,
laboratories, iLabs of any kind and the accompanying
development of most projects

The concept of smart city must go beyond the integration
of digital technologies in the urban environment,
promoted by major industry (IBM and Cisco, ABB, Bolloré,

more social and environmental aspects such as education,

77. THE LEGACY OF THE ACTION OF A DECADE
One of the first actions of the Foundation Territories of Tomorrow has
resulted in the creation of thematic and geographic networks and the
implementation of a mobilization which in turn brings together stakeholders
in the public institutions, civil organizations and in small emerging in any
company who discover their partners not only the opportunity to win
business, but especially opportunities for technology transfer, collaboration
and synergies in several areas.

STRATEGY OF MADRID
Mindful of this legacy, the University of Deusto and the
Territories of Tomorrow Foundation unite to LEILAC in his
