THE WORLD TRANSFORMS
Living Labs:
LIVING LABS:
INTO A LABORATORY

Introduction
As written by our colleague Francis Pisani at the
Paris conference on "Living Cities": the question of
smart cities "is highlighted by actors who do not
inspire confidence."
And he concludes: "Nobody wants to live in a
stupid town, but nobody dreams of being spied on
and monitored continuously ...";
"The Datapolis we offer large companies oppose
most participolis citizen. And are working towards
it "(The Tribune, September 5, 2014).

DEFINITION OF NEW SPACE OF
INNOVATIONS
 These are innovation ecosystems worn by the user
in a territorial context (city, town, region),
integrating research within a public-private
partnership.
 So this is a new open ecosystem driven by users
that engages and stimulates co-creating
technologies, products, services, social innovation,
creates new markets and enables new practices
http://www.terrtoires-de-demain.org 3
Richard Florida, in his works emphasized the role of T 4, the four factors of
creativity Territories of Tomorrow:
talent (always with a "creative class" strongly represented)
technology (high obviously with new horizons of connectivity)
tolerance (through multilingualism and security)
territory (including bearer's identity).
Today, a real consensus in economic research highlights the role of the 4Cs:
 So creativity, but especially:
knowledge
cooperation
skills.
It is our image of the knowledge society of the future emerges in
territorial projects today cities and districts of knowledge.

TERRITORIES OF TOMORROW,A FOUNDATION TO ECONOMY OF
KNOWLEDGE
 Whether it's the Grand Paris, Grand Mexico or the Great
Moscow but also towns or small communities, the
Territories of Tomorrow Foundation is considering the
projection of the territories and their inhabitants in the
future.
 For this, we must support the players so as to give them real
visibility in technological, economic and societY foresight.
Confer real visibility to all stakeholders and to all the
inhabitants is indeed essential to "Connect the World,
linking people, live better together."
http://www.terrtoires-de-demain.org 5
THE TERRITORIES OF TOMORROW FOUNDATION :
OUR MISSIONS AND GOALS
Building the territorIies of tomorrow and think together implies the
very image of what we think is the CITIZEN OF TOMORROW CARRIER
AS ACTOR AND EXPERTISE. This is one message which carries the
Foundation Territories of Tomorrow!
The Foundation was created by an instance of reflections dedicated to
the Creative Economy ARENOTECH and the European Network of
Digital Cities whose joint recommendations notably through several
European projects have contributed since 1995:
 the emergence of new support horizons:
 urban ecosystems and heritage presentation through mobile
digital tools
 new models of e-tourism
 reflection on gender equality in the sharing of scientific
knowledge
 a genuine multilingualism
 new forms of training and job creation..
http://www.terrtoires-de-demain.org 6
A TRIPLE MESSAGE
1. an appeal based on the polarization vector
of a true 'connectivity' skills
2. networking "connecting people" and
especially generating a saving of connection
and sharing
3. a place where economic actors and research
meet regularly with civil society, thus
embodying a true prospective of "living
together".
http://www.terrtoires-de-demain.org 7
THE TRANSLATION OF THE PRACTICAL
APPROACH IN THREE POINTS:
1. The major task of hand over the territories of the future is that
of the knowledge economy intended to appear as hubs of
knowledge and skills that embody polarities of their
attractiveness in an economy of links and networks.
2. Such an approach leads to support the development of
dedicated specifically to the creative industries neighborhoods,
but also to new forms of activity, housing, traffic and creating a
true community, in particular through the old identity and new
neighborhood.
3. The areas of innovation are essential to bring together the
expectations and responses of economic actors, researchers and
civil society. Living Labs, Science Shops, Media Labs and Fab Labs,
laboratories, iLabs of any kind and the accompanying
development of most projects
http://www.terrtoires-de-demain.org 8
Towns and districts of the knowledge
few examples of initiation
 The process of Mataró: identity management: knowledge
mapping, territorial polarization of skills, new technology
parks .
 The paradigm of Poblenou: area of knowledge and
creation: Zorrozaure and Nantes
 Scientists cities: Zurich, hub of knowledge
 Technology parks tomorrow Queretaro (Mexico), pole
technological specialization
 The network learning cities, an economy based on:
Infrastructure
Technical knowledge
Approaches that took into account their priorities their
human capital, social capital and intellectual capital.
Cultural districts based on a cultural product.
http://www.terrtoires-de-demain.org 9
CULTURALS DISTRICTS
Cities are a district based on a cultural product,
for example around AOC (Origine Controlled
Label) products.
They create:
Innovative social culture
Original real knowledge
Territories of competition: collaboration and
competitiveness have always been linked in
much of European economic history!
http://www.terrtoires-de-demain.org 10
THE LEARNING CITY
 Allow to learn in real time.
 Knowing how to use the most appropriate tools to access
information made available through the territory
 Collective learning based on the continuous exchange of
information on products, processes, services, as well as
methods of work organization,
 Care to knowledge workers and labor creative work,
 Openness to all forms of interdisciplinary work for
tomorrow to fit in an economy where one sector of the
link is not more important than another, most will be the
relationship between two or more areas of expertise.
http://www.terrtoires-de-demain.org 11
THE WILLS OF CITIES LEARNING
Creating activities based on knowledge and
competitiveness internationally and data
open to all city.
Learning throughout life, taking into account
the real objectives of social cohesion, but
also for environmental sustainability
http://www.terrtoires-de-demain.org 12
THE TERRITORY TRAINER
AND EMPLOYEMENT CREATOR
In the knowledge society and in the
microcosm of a learning region, institution no
longer have a monopoly of knowledge:
Educational and training institutions create
new partnerships with other cognitive
institutions (Medellin, Colombia)
The strategies of learning cities are vectors of
job creation.
http://www.terrtoires-de-demain.org 13
MATARO
It is based on:
 Foresight as a result of analyzes of existing potentials from
surveys with stakeholders in the city to create fields
attractiveness of the city
 Identification of critical activities can carry out a prospective
vision through strong development projects planning
 A selection of indicators for each activity and each core skill
 An assignment of these indicators at each major intellectual
category: human capital, structural capital, merchant capital,
capital renovation and development of capital and finally
the entire business management.

THE CITY INCREASED
The intelligence of the territory will be based
mainly on the transformation of spatial and
temporal paradigms of inhabitants increased
by all available territory-wide content.
The city became an actress diplomacy of
knowledge through the expertise and skills of
its territory.

NEW FORMS OF CRE-INVERSION
Models of creative financing future will be
based on management MEDICI effect: cities
of knowledge and planning of intelligence.
The accompanying territorial models project
into the strategies that are characterized:
by a selection based on a true expertise and
competence of the prospective
the guidance , day after day, territory whose
role will be judged primarily the same levels
as the funding received.
http://www.terrtoires-de-demain.org 27
ABOVE SPACES OF INNOVATION,
ÉCOSYSTÈMES OF KNOWLEDGE
 We live in a context of polarization of skills, the
creation of centers of knowledge and expertise that
the professional future of each is determined by its
contribution to knowledge to its environment.
 This is the ecosystem of knowledge cities,
neighborhoods of knowledge, techno parks of
tomorrow
 Living and use Laboratories are developing today in
territories polarized and clustered.

SMART CITY, SMART BUSINESS
 Cities seeking to become smarter, smoother, safer,
more efficient, more citizens, more and more
environmentally friendly.
 Especially a specter hovering over the Smart City, the
city where a totalitarian consumption and
displacement of its inhabitants would be monitored,
ostensibly to serve them better.
 And, thanks to the installation of sensors for
measuring, filling bins, meters of water consumption,

CONNECT THE CITY TO CITIZENS
The concept of smart city must go beyond the integration
of digital technologies in the urban environment,
promoted by major industry (IBM and Cisco, ABB, Bolloré,
Bosch, Cisco, JCDecaux, GDF Suez, IBM, Microsoft Philips,
Schneider Electric, Siemens, Thales, Veolia ...) and support
more social and environmental aspects such as education,
biodiversity, security, citizenship ...

LEILAC
THE LEGACY OF THE ACTION OF A DECADE
One of the first actions of the Foundation Territories of Tomorrow has
resulted in the creation of thematic and geographic networks and the
implementation of a mobilization which in turn brings together stakeholders
in the public institutions, civil organizations and in small emerging in any
company who discover their partners not only the opportunity to win
business, but especially opportunities for technology transfer, collaboration
and synergies in several areas.
These successive opportunities reflected above all in creating new Living
Labs, unpublished ecosystems and models for linking entities that quickly
multiply "shipments of knowledge" (knowledge expeditions) and exchanges
in the field of innovation based on social demands and market needs and
services of the two continents.

A NEW RESPONSE TO THE CHALLENGES OF THE
STRATEGY OF MADRID
Mindful of this legacy, the University of Deusto and the
Territories of Tomorrow Foundation unite to LEILAC in his
mission. After an intensive collaboration, the three
organizations have decided to join forces in the creation of a
consortium at the goal they have set in the process.
To meet the needs of this action, it should seek to increase
and diversify economic cooperation in the field of
sustainable development among small and medium
enterprises in Latin America and Europe, research centers
and other organizations applied research and technology
tranfer in the areas of health, information technology and
renewable energy.
