  1. MilieuKwaliteitsNorm (MKN) Met de komst van de Europese Kaderrichtlijn Water (KRW) zijn er twee typen milieukwaliteitsnormen (MKN) geïntroduceerd: de Jaargemiddelde-MKN (JG-MKN) en de Maximaal Aanvaardbare Concentratie (MAC-MKN). De JG-MKN is de concentratie in water die bescherming biedt tegen langdurige blootstelling. Hierbij gaat het om directe effecten op waterorganismen (ecotoxiciteit), doorvergiftiging van vogels en zoogdieren via de voedselketen en om de bescherming van mensen die worden blootgesteld via het eten van vis en/of schaaldieren. De MAC-MKN is de concentratie in water die bij kortdurende piekblootstelling geen effect heeft op waterorganismen. In het Engels wordt de MKN aangeduid als Environmental Quality Standard (EQS, resp. AA-EQS en MAC-EQS). Zie voor verdere informatie over de MKN een niveau hoger. Maximaal Toelaatbaar Risiconiveau (MTR) In Nederland worden verschillende normen gehanteerd voor de algemene milieukwaliteit, die gelden als het minimum kwaliteitsniveau voor alle oppervlaktewateren in Nederland, nl. de MKN en MTR. Deze normen zijn voornamelijk (maar niet uitsluitend) gebaseerd op ecotoxicologische gegevens, en worden hier ecotoxicologische normen genoemd. Er is inmiddels een lange historie met verschillende normen en verschillende wijzen van afleiding in Nederland. Eerst was er het nationale MTR, Maximaal Toelaatbaar Risico en het VR, Verwaarloosbaar Risico. Met de invoering van de Europese Kaderrichtlijn Water (KRW, WFD, Water Framework Directive 2000/60/EC) is de MKN, MilieuKwaliteitsNorm de geldende norm voor veel stoffen. Er is nu een overgangssituatie. Het MTR blijft van kracht zolang er geen MKN voor in de plaats komt. Omdat nog niet voor alle stoffen de MKN zijn afgeleid, betekent dit ook dat er op het gebied van normstelling verschillende waarden naast elkaar zullen bestaan: MTR naast MKN. Toelatingscriterium Het toelatingscriterium voor een stof is relevant wanneer een firma een bestrijdingsmiddel (zijnde gewasbeschermingsmiddel of biocide) in Nederland op de markt brengt. Het College toelating gewasbeschermingsmiddelen en biociden (Ctgb) beoordeelt de aanvraag tot toelating op de Nederlandse markt op basis van de Wet gewasbeschermingsmiddelen en biociden (2007). In de wet en regelgeving zijn daartoe normen opgenomen. Deze zijn voor stoffen in gewasbeschermingsmiddelen gebaseerd op de Uniforme Beginselen (Uniform Principles) zoals deze zijn vastgelegd in de Europese wet- en regelgeving (Richtlijn 91/414, vanaf 2011 Verordening 1107/2009). Voor biociden is de normafleiding gebaseerd op Richtlijn 98/8/EC, vanaf 2012 Verordening 528/2012. Al sinds 1975 maakt de beoordeling van het risico voor waterorganismen onderdeel uit van de toelatingsprocedure. De beoordelingsmethodiek wordt beschreven in de Evaluation Manual (E.M.) van het Ctgb (voorheen HTB, Handleiding voor de toelating van bestrijdingsmiddelen). De E.M. is opgenomen in de website van het Ctgb: http://www.ctgb.nl.
