ICT suppliers who improve trust and build partnerships with the Victorian Government will be able to engage earlier, do more business with Government and most importantly maintain the integrity of public service delivery. The VGAP Accreditation Scheme provides suppliers a way to demonstrate to Vic Govt that its people understand the policies and practices that ensure integrity of public service delivery when they supply services to Government.

THE NEW ESERVICE CONTRACT REQUIRES SUPPLIERS TO ABIDE BY THE CODE OF CONDUCT. EXAMPLE OF FAMLY VALUES IN A MAJOR CLOUD PROVIDER. SUPPLY OBLIGATION TO CODE OF CONDUCT AND THE POLICIES AND PRACTICE THAT EXIST WITHIN THE GOVERNMENT SECTOR MUCH OF WHICH SUPPLIER EMPLOYEES WILL BE SUBJECT TO. HERE’S A QUICK VIEW OF WHAT A CONTRACTOR COULD HAVE TO BE AWARE OF IN ORDER TO OPERATE EFFICIENTLY.

- A NATURAL REACTION BUT FOR PUBLIC SECTOR MANAGERS IS THIS RATIONAL – WHAT DOES THE RESEARCH AND EVIDENCE TELL US? PEOPLE HAVE THE CAPACITY TO BE GOOD AND BAD AND IT DEPENDS ON THE SITUATION – BOOZE, BABES AND BETS OR CRIME - COERCION, .REVENGE IDEOLOGICAL MONEY and EGO LEADING BEHAVIOURAL ECONOMIST – DAN ARIELY HAS DONE SOME INTERESTING RESEARCH ON CHEATING AND DISHONESTY – PEOPLE ON THE ONE HAND WANT THE BENEFITS OF CHEATING BUT STILL NEED TO FEEL GOOD ABOUT THEMSELVES – THROUGH COGNITIVE FLEXIBILITY WE CAN RATIONALISE A LITTLE BIT OF CHEATING BUT STILL OVERALL THINK WE ARE A GOOD PERSON. If not checked, these behaviours can escalate up to the point where the person cheats a lot because they no longer think they are a good person.
- Other Examples, ILLEGAL DOWNLOADS He also posits that it is all these people who cheat a little are more problematic overall than the people that cheat a lot and are no doubt the people we hear about in the media – the tip of the iceberg BUT BEFORE WE ALL SENTENCE OURSELVES TO JAIL….THERE IS SOME GOOD NEWS
- When people were reminded of the rules, cheating went down…people self-regulated their behaviours. Again, where people were able to start over a new leaf (e.g. admit they had been bad) dishonesty went down. BUT THERE comes a point where people can tip over and no longer think they are a good
- No need to cover off every benefits. Top 3 are: Companies can assess supply risks and act. Directors can clearly demonstrate actions taken to equip their people. It can provide competitive advantage in proposals where VGAP Accredited people are proposed. Lead on to next slide - Members can demonstrate their commitment to the VicGovt’s values when supplying – another way to demonstrate corporate social responsibility
- A way of communicating to the Community is by becoming a VGAP Corporate supporter. Members can set a “beacon on the hill” that says: We support and uphold the values of Govt like Integrity, Impartiality, Accountability, Leadership and Respect. We believe in the values of fairness, integrity and impartiality when it comes to bidding for Government business; Our people understand how to apply these values in practice according to Govt policy Prepared to accredit our staff if a Government agency requests it

- QUESTIONS BUILDING PARTNERSHIP IS ABOUT MAINTAINING PUBLIC SERVICES DELIVERY AS WELL AS DELIVERING EXCELLENT VALUE FOR MONEY. HAVING PEOPLE THAT UNDERSTAND HOW TO DO THIS IS CAN HELP YOU FORGE BETTER PARTNERSHIP WITH GOVT
