Vince Tarquinio joins the Energy Group as a Junior Engineer. He is a Pittsburgh native
and attended Penn State University with a bachelor’s degree in petroleum
engineering. Vince was previously employed as a hydraulic fracturing engineer for
Stingray Pressure Pumping where he worked for a little over a year in the Utica and
Marcellus shale plays. He also worked in directional drilling as an engineering intern
during the summers in between semesters at Penn State.
Project Experience
Ball Hill Wind Project Permitting Support, Chautauqua County, NY: Providing
permitting support for a prospective wind energy facility. Initial tasks include review of
existing permit documents, critical issues analysis, and permit matrix development.
Copenhagen Wind Farm Preliminary Engineering: Preliminary engineering including
site visits,preliminarydesign layouts and landowner exhibits for micrositied road locations,
public road improvements, collection system, and turbine locations & work areas for 47
turbines. We will also identify areas for turn-around and passing areas.
Emkey Forest Extension Pipeline, Edinboro, PA and Ashtabula, OH: Desktop routing
and review for proposed 35 mile pipeline between Edinboro, PA and Ashtabula, OH
NFG Line 0329-KO013T Replacement Project: This project consists of the replacement
approximately 4,000 feet of natural gas pipeline, within NFGDC’s existing right-of-way
(ROW) along Reynoldsville Sykesville Road. The construction ROW will generally be 30-
feet wide. Work will occur within the Soldier Run Watershed and wetland complexes have
been preliminarily identified in the area. The preliminary PNDI did not identify any
threatened and endangered species in the project area. Based on this information, it is
assumed the project may meet the criteria for coverage under the Pennsylvania
Department of Environmental Protection (PADEP) General Permit program (GP-5/8 or
GP-11). As the project will likely require more than one acre of ground disturbance,
coverage will be required under the National Pollutant Discharge Elimination System
(NPDES) general permit. Fisher will conductwetland delineations and prepare a General
Permit and NPDES permit for submittal.
Timber Road #3 – Engineering, Paulding County, OH: Fisher Associates was retained
as the Engineering and Survey partner for the proposed 50 MW wind farm in Paulding
County, OH. Our responsibilities include the Transportation Study, design and approval
through ODOT and Paulding County for the public road upgrades and new access road
entrances,Civil Engineering associated with the access roads,NPDES permitting, SPCC,
SWP3, culvert design, pre- and post-construction bridge evaluations, utility conflict
mapping and coordination, substation grading design, as well as assistance with
landowner coordination,OPSB approvals,and presentations atpublic meetings. To date,
the work tasks are approximately 50 percent complete and on hold.
Jeff Zell Consultants, Coraopolis, PA: Inspector/Technician. Mr. Tarquinio is trained
in compaction,both visual and the use of a nuclear densitygauge. He was trained to use
coring drill to evaluate the structural integrity of bridges, asphalt, etc. (2015)
Stingray Pressure Pumping, LLC, St. Clairsville, OH: Field Engineer II. Mr. Tarquinio
provided technical advice and evaluation to assistStingrayand its customers concerning the
design and implementation ofwell stimulation services, processes and procedures. (2014-
