• Motorway N2 (E35) in
Switzerland
• Section (region) between
Chiasso and Lugano (27 km),
near the border with Italy
• Heavy traffic (about 70’000
vehicle per day) with
commuters and tourists
• Daily tailbacks in both
directions
• About 3 km in tunnel (3
tunnels)

• Active and passive road signals
are already in place, including
Variable Message Signs (VMS)
• Road signals are controlled by five
calculators already in place
• Traffic management is performed
by police operators in one
control-room in Canton Ticino
• Harmonized speed management
already present (since 2012) but
not automated (the operator
decides what to do)
• Due to this limitation, the actual
harmonized speed management
system is not very efficient and
not always coherent
New FEDRO directive

• New FEDRO directive 15016 in
force since January 5th, 2015
• Speed harmonization and
warning of dangers is required
in regions with heavy taffic
• The idea behind is: reducing
the speed enhances the road
capacity when the traffic
density increases
• Speed reduction: 120 km/h 
100 km/h  80 km/h
• Fully automated systems are
required: automatic and fast
evaluation of the traffic
conditions plays a key role
Goals and requirements of the
project

• Main goal: reducing travel times in the region
through speed harmonization (congestion
avoidance)
• Enhance the safety of the users (better traffic
conditions)
• Efficient and fully automated system
• Warning of dangers
• Traffic management possible also in the VMZ control
room (control room for the whole Switzerland)
• Short set-up timings with absolutely no impediments
to the traffic-flow (because this is the main road-axis of
the Canton Ticino)
• Last but not least: costs containment

• We need reliable and almost on-line traffic-data
• We considered, during the project phase, the following
technologies:
- loops
- video cameras
- thermal video cameras
- radar/ultrasound/infrared
• We considered data from providers of mobile networks
• We considered FCD
• Our proposal to FEDRO has been: FCD from INRIX as the
basis of the new system
• To be noted: FEDRO hasn't yet a standard for FCD, nor
foresees, by now, their use in systems.
Of course, we made some checks before:
• Verifications provided by INRIX carried out
in other projects

Accuracy We designed 5+5 sectors, coherent
with the available traffic signals. With
FCD we are able to detect a tailback or
a thickening on the whole extension of
each sector.
Detection only by the start of each
sector (in order to reduce the number
of the tracking stations and their
hardware – 11 stations planned)
Openness Use of XD-segments as well as
TMC-segments
Integrator-dependant
Costs Investment-costs = 0
Maintenance-costs = 0
Energy-costs = 0
Significant cost advantage for FCD
compared to sensors in terms of TOC
(total cost of ownership)
For 11 tracking stations:
Investment-costs = €350’000
Maintenance-costs = €11’000/y
Energy-costs = €20’000/y
Expected life = 15 years (according to
the norm SIA 197/2)
Costs rise with the number of stations
Easy
expandability
Possibility to easily include data of the
incoming traffic from the nearby cities
of Mendrisio and Lugano as well as
from Italy and from north
Only possible through installation of
additional tracking stations (time,
investments costs, permissions, …)

Project-status and
development
• Project has been officially approved by FEDRO with the use of
FCD of INRIX
• We are in the tender-phase /development-phase of the 8 lots
in which supplies and services of the project has been divided
• Development and tests (10 calculators affected): spring 2017
– autumn 2018
• Installation (in 5 steps): spring 2018 – spring 2019
• Start of production: June 2019

• Automated safety reactions between the three tunnels (for
traffic management)
• Automated information messages on the VMS (warning of
dangers):
- traffic conditions
- travel times
- accidents
- weather conditions
• Some safety commands for the whole region will be
available for police-operators (e.g.: faster reaction by
wrong-way drivers)

AF TOSCANO, who we are 3toscano.ch • Engineering company, founded in 1959 by Edy Toscano in Zürich as EDY TOSCANO AG • Since December 2016 we are part of the Swedish AF-Group as AF TOSCANO • 21 Branches in Switzerland • Branch Castione, business-unit “Elektro” • 370 Employees (as of April 2017) • Turnover 2016: CHF 48 Million 11 % 1 %Measuring 29 %Industrial-plants 5 % Safety equipment 7 % Project-management 24 %Traffic infrastructures 4 %Works management 4 %Environment 9 % Tunnelling 6 % Bridges Administration

Region of the project and actual situation 4toscano.ch • Managing Authority: FEDRO (Federal Road Administration) • Motorway N2 (E35) in Switzerland • Section (region) between Chiasso and Lugano (27 km), near the border with Italy • Heavy traffic (about 70’000 vehicle per day) with commuters and tourists • Daily tailbacks in both directions • About 3 km in tunnel (3 tunnels)

Region of the project, actual situation 5toscano.ch • Active and passive road signals are already in place, including Variable Message Signs (VMS) • Road signals are controlled by five calculators already in place • Traffic management is performed by police operators in one control-room in Canton Ticino • Harmonized speed management already present (since 2012) but not automated (the operator decides what to do) • Due to this limitation, the actual harmonized speed management system is not very efficient and not always coherent

New FEDRO directive 6toscano.ch • New FEDRO directive 15016 in force since January 5th, 2015 • Speed harmonization and warning of dangers is required in regions with heavy taffic • The idea behind is: reducing the speed enhances the road capacity when the traffic density increases • Speed reduction: 120 km/h  100 km/h  80 km/h • Fully automated systems are required: automatic and fast evaluation of the traffic conditions plays a key role

Goals and requirements of the project 7toscano.ch • Main goal: reducing travel times in the region through speed harmonization (congestion avoidance) • Enhance the safety of the users (better traffic conditions) • Efficient and fully automated system • Warning of dangers • Traffic management possible also in the VMZ control room (control room for the whole Switzerland) • Short set-up timings with absolutely no impediments to the traffic-flow (because this is the main road-axis of the Canton Ticino) • Last but not least: costs containment

Traffic-data: sensors vs FCD 8toscano.ch • We need reliable and almost on-line traffic-data • We considered, during the project phase, the following technologies: - loops - video cameras - thermal video cameras - radar/ultrasound/infrared • We considered data from providers of mobile networks • We considered FCD • Our proposal to FEDRO has been: FCD from INRIX as the basis of the new system • To be noted: FEDRO hasn't yet a standard for FCD, nor foresees, by now, their use in systems.

With FCD we are able to detect a tailback or a thickening on the whole extension of each sector. Detection only by the start of each sector (in order to reduce the number of the tracking stations and their hardware – 11 stations planned) Openness Use of XD-segments as well as TMC-segments Integrator-dependant Costs Investment-costs = 0 Maintenance-costs = 0 Energy-costs = 0 Significant cost advantage for FCD compared to sensors in terms of TOC (total cost of ownership) For 11 tracking stations: Investment-costs = €350’000 Maintenance-costs = €11’000/y Energy-costs = €20’000/y Expected life = 15 years (according to the norm SIA 197/2) Costs rise with the number of stations Easy expandability Possibility to easily include data of the incoming traffic from the nearby cities of Mendrisio and Lugano as well as from Italy and from north Only possible through installation of additional tracking stations (time, investments costs, permissions, …) Information Weather and incident information available (task of the project is also the warning of dangers) No information available

  • 13. 13toscano.ch Project-status and development • Project has been officially approved by FEDRO with the use of FCD of INRIX • We are in the tender-phase /development-phase of the 8 lots in which supplies and services of the project has been divided • Development and tests (10 calculators affected): spring 2017 – autumn 2018 • Installation (in 5 steps): spring 2018 – spring 2019 • Start of production: June 2019
