RESEARCH & DATA ANALYSIS, OUR APPROACH
● Voter lists from the https://CEO.Karnataka.Gov.In website downloaded the list of
voters for each booth in all 224 constituencies
● Artificial Intelligence used to prepare data and analysed this information with Form
20, to check the trend in booths with more than 50% Muslim population
● Analysis reports indicate poor voting by Muslims had a huge impact on the outcome
of the elections
IMPACT OF LOW POLLING
● In several constituencies, low polling caused loss of votes to secular parties, communal/fascist party
votes were not impacted
● In Aland, secular candidate lost seat by 697 votes were an eye opener on the impact of low polling
● In Bijapur, an extremely communal candidate got elected despite a very large Muslim population in the
city,This was presented as an eye opener to the influencers, and stakeholders of Bijapur city
● Muslim representation is very weak compared to other communities
○ MLAs in the state assembly are about 3.5% (7 out of 224)
○ MPs’ in the Lok Sabha are just about 5% (27 out of 545)
○ 4 MLCs in the upper house of Karnataka
APPROACH TO ADDRESSTHE ISSUE
● Detailed analysis was presented in all districts to Ulemas, Prominent Personalities, NGOs,Anjumans and local
community influencers
● 45%-58% polling from Muslim dominated booths causes loss of several constituencies to communal and fascist party
by small margins
● Convince the stakeholders on the significance of ensuring everyone casts their ballot to ensure that party that
promote communal divisions, hatred and fascism does not ascend to form Govt AGAIN !!!
● Obtain assurance and support from Ulemas,Anjumans, NGOs, Prominent Personalities, Political Leaders and Local
Influencers to join the cause and work towards maximizing enrolment of voters, especially in the Muslim dominated
neighborhood since most in the community are unable to register themselves.Also obtained assurance and
commitment of all stakeholders to ensure maximize polling on election days
● Prepared a network ofVolunteers across the state towards organizing door to door campaigns across state along
with organizing enrolment camps in Masjids and local community hubs
● Obtained the support of State Wakf and announcements made through out the state Masjids
OUTCOME EXPECTED BY INCREASING MUSLIM POLLING
● Conventionally Muslim vote has always been in favor of INC, by increasing the polling percentage
across state, we can avoid situations like in Aland where the Cong candidate lost by a small margin of
just 697 votes. Had the polling percentage in Muslim booths increased from the average 55% to even
65%, then the INC candidate would have won by a significant margin
● Bijapur city, despite having a significant Muslim population is held by an extremely communal MLA
who has brazenly defied law and constitution and issues threats of violence and causing economic
damage to the community. From the data analysis we see again that had polling % increased in the
Muslim dominated booths, the outcome would have been in favor of Cong candidate
● Muslim representation can also improve in proportion to the overall population of the community,
thereby one of the recommendations of the Sachar and Amitabh Kundu reports can be met
ACCOMPLISHED SO FAR
● Extracted data from the Publicly available voter lists and after extensive analysis identified large number of
deletion of voters, especially those with Muslim Names (disproportionally high compared to other
community names) (Insert the total of deleted muslim voters based on data from Khalid Bhai
lists…..@Shamid/Abdur Rahman to assist provide data)
● Conducted an extensive campaign across Karnataka state to highlight the issue and convinced large number
of stake holders on the criticality of the issue. Obtained commitment from all stakeholders to work with our
team towards maximizing enrolments of new as well as those voters that had their names deleted
● Setup a toll free number to enrol volunteers from across Karnataka state to expedite the process of
enrolment of voters as well as maximize the outreach to every town, city and village through the network of
Masjids, Ulemas, NGOs,Anjumans, Local Community Influencers
● Motivated Karnataka StateWakf (Chairman, CEO and Addl CEO commitment) to maximize voter enrolment
by announcements through masjids across the state, especially during the Jummah (Friday sermons)
● Extremely successful campaign till date, the response and feedback received is extremely encouraging
