Digital Identity in Nova Scotia aims to make it easier for citizens to access services online through a digital identity platform. A discovery process found that people are willing to share information to verify their identity digitally with government as long as privacy is ensured. The next steps are continuing to improve the digital identity platform, onboard more services, and conduct a review to leverage existing identity data sources for verification while ensuring proper legal authority and privacy protections.

We are living in an economic revolution, which is quietly disrupting almost all of our ways of doing things. Driven by electronic interdependencies between multiple parties, it requires trust.
Central to creating the trust is verifying who the identity is, accepting an authentication, and obtaining the identity’s authorization consent. Technology for interdependency, i.e. federation, is outpacing our ability to create this trust. New guidelines, laws, and regulations are required to leverage biometrics for identity verification.
Couple this with the advent of a miniature “Internet of Things.” Each of us will likely have hundreds of them. We will be required to provide our authorization consent allowing each device to work with other devices, identities, and/or enterprises.
The result? A revolution is upon us. It’s unlike anything we have ever seen.

Being asked to produce ‘two forms of ID; at least one from each of the two following lists’ already seems hopelessly anachronistic in a world of automated password-managers, RFID-driven payments systems, and bio-metric authenticators on our mobile phones. The idea of having a single digital identity (Digital ID) that can replace the need to hold a plethora of cards and documents, from your passport and driving license to your library card and even your CV, is not only one whose time has come, it is one that is all but presumed to exist already. Although it doesn’t quite yet.
This ‘initial perspective’ is intended to provide a provocation for thinking and deeper discussion about the impending implementation, and future, of Digital Identity and its role and value in society.
In addition, we are also undertaking a set of 5 expert workshops across 4 continents in Q4 2018 (London, Singapore, Sydney, San Francisco and Brussels). If you are interested in joining, we would welcome your feedback and contribution to help build a richer view. Do let us know.

- Large identity projects often fail due to poor requirements gathering, underestimating political and process challenges, and not addressing how changes may threaten existing revenue and control.
- To succeed, a program needs thorough requirements, separate but integrated projects, governance addressing politics, and an experienced blended team to build local expertise over time while delivering early wins.
- Programs should start small and underpromise to build support before pursuing ambitious goals.
Developing Countries National ICT Identity Governance Strategy

Going Open Going Social in Chile- OECD
Chile has been actively pursuing open government initiatives by establishing an open government ecosystem that includes data and citizen participation portals, complying with open government presidential orders and related legal frameworks. The amount of government data published on the data portal has grown 100% with more diverse datasets. Chile aims to innovate by developing apps based on published data and citizen demand and is preparing for how social media changes the relationship with citizens by allowing for more accountability, shorter response times, and immediate feedback/collaboration through allocating appropriate teams, resources, strategies, and evaluation metrics.

Future of digital identity programme summary - 19 mar 2019 lr
How we prove that we are who or what we say we are during digital transactions and interactions is set to become one of the defining features of the next stage of the human digital transformation. Today, we are living with early attempts to solve the problem that are no longer fit for purpose. At best, the multitude of different ways we login, confirm our identities, and establish trust in claims made during digital exchanges, has become profoundly inconvenient. At worst, they have left us in a connected world which is neither safe nor secure, and in which we seem to have completely lost control of our most personal information. The next generation solutions to the digital identity challenge could change all of this.
At the end of 2018, Future Agenda undertook a major project exploring the Future of Digital Identity. With the generous support of Mastercard, the Future Agenda team ran a series of expert workshops in different locations around the world that explored the key factors that are likely to shape the future of digital identity. The programme began with an initial perspective as a provocation. Participants in the workshops then gave us new, more fully formed, insights which were in turn explored further during one-to-one interviews with major stakeholders and thinkers in the space.

Power Grid Model
The global energy transition is placing new and unprecedented demands on Distribution System Operators (DSOs). Alongside upgrades to grid capacity, processes such as digitization, capacity optimization, and congestion management are becoming vital for delivering reliable services.
Power Grid Model is an open source project from Linux Foundation Energy and provides a calculation engine that is increasingly essential for DSOs. It offers a standards-based foundation enabling real-time power systems analysis, simulations of electrical power grids, and sophisticated what-if analysis. In addition, it enables in-depth studies and analysis of the electrical power grid’s behavior and performance. This comprehensive model incorporates essential factors such as power generation capacity, electrical losses, voltage levels, power flows, and system stability.
Power Grid Model is currently being applied in a wide variety of use cases, including grid planning, expansion, reliability, and congestion studies. It can also help in analyzing the impact of renewable energy integration, assessing the effects of disturbances or faults, and developing strategies for grid control and optimization.

- 1. Digital Identity in Nova Scotia Making it easier for Nova Scotians to do the things they need to do IDENTITY NORTH EAST OCTOBER 2, 2019
- 2. We live in a digital age… Citizens expect to connect with services & products every day, online & instantly.
- 3. Our Mission. Deliver simpler, clearer, faster public services.
- 4. Our Strategy. Better Services: Simpler, Clearer, Faster. Platforms: Build once, use many times. Enabling & Scaling: “Teach to Fish”.
- 5. Why platforms? Building common platforms for use across government is cheaper, provides a consistent experience, easier to improve, & new services are built faster.
- 6. * Pan-Canadian Trust Framework What is digital Identity? An electronic representation of a person, used exclusively by that person, to receive valued services & to carry out transactions with trust & confidence.*
- 7. Digital Identity Progress to Date Take what we learned from the Discovery Research and enable a safe, quick and easy way to prove who you are online. Discovery Research with users Foundational Technology Investment 2016/17 2018 Now Services Card Opportunity Assessment 2014 Despite a push to digital transactions in government, the existing identity verification processes within Nova Scotia remain largely paper-based.
- 8. Objectives of discovery ► What does the Province need to trust an individual’s identity online? ► What are people willing to share to prove who they are digitally? Identify options for digital verification to higher levels of assurance.
- 9. What did we learn in discovery? Privacy & Legislation Government Registries Safe & Easy Trust in GovernmentPeople will share! One Account
- 10. ► Advance a pilot to digitally verify the identity of an individual by leveraging existing authoritative sources of Identity information that the Province is responsible for. ► The first step of that pilot is to conduct a legislative & privacy review to ensure authorities to support the pilot are in place. - 11. Identity Platform Lessons Learned
- 12. In the Public Sector you can’t lead the work alone. Create a partnership model early on for delivering this work & make sure it has representation from key business areas such as Foundational Identity (Vital Statistics).
- 13. Legal authority to collect, use & disclose data. Ensure you have a clear understanding of your Legal Authorities early on & what that means for collecting, using, and disclosing data.
- 14. Put the user at the centre of everything you do. Remember, you’re doing this work to improve citizen’s lives and experiences – don’t lose site of that.
- 15. Service delivery model. Don’t forget the Service Delivery Model – plan for it early on and design it well.
- 16. Just start! Pick something you can deliver & pilot it.
- 17. ► Continue to improve & evolve our Digital Identity Platform. ► Continue to onboard more services. ► Conduct a legislative & privacy review to support leveraging authoritative data for identity verification. What’s next
