When I look at the Preamble of the World Health Organization I
found several that I can agree to but several which I read into
them the political confrontation within their text. For an
example, I would totally agree with:
Health is a state of complete, physical, mental, and social well-
being and not merely the absence of disease or infirmityThe
achievement of any state in the promotion and protection of
health is of value to all.The extension to all people of the
benefits of medical, psychological, and related knowledge is
essential to the fullest attainment of health.
However, once we get down to the level that “the health of
people is fundamental to the attainment of peace and
security”they loss me. Peace has never been attainable and to
indicate overwhelming national resources should be utilized for
the acquisition of peace instead of the acquisition of health,
they miss their point. I am not a war lover by any stretch of the
imagination and I assume no one is, but I also believe
completely in the Reagan philosophy that “peace always comes
from strength”. There has always evil since Adam, Eve sinned,
and there will always be evil until Jesus makes his return. The
political implication of that statement concerns me.
A second statement I would like to agree with but I think I am
reading too much into this:
The enjoyment of the highest attainable standard of health is
one of the fundamental rights of every human being without
distinction of race, religion, political belief, or economic or
social condition.
I just cannot agree with the “fundamental right” of an
enjoyment. I am without question a true constitutional
conservative and so I believe the framers of the Declaration of
Independence got this one right by saying:
“We hold these truths to be self-evident, that all men are
created equal, that they are endowed by their Creator with
certain unalienable Rights that among these are Life, Liberty
and the pursuit of Happiness”
Nowhere in our preamble do we indicate we have the right for
many of the things we claim today, including health care. Now
before you blow me up I am not saying that we should not do all
we can to attain the “highest attainable standard of health
without distinction of race, religion, political belief, or
economic or social condition” but to indicate that there is a
right granted instead of a right to pursue is the sticking point
with me. My fear is if the United State would adopt this as their
health preamble, we would then be responsible in some great
part to assure that the WORLD enjoys the highest standard of
care. We have enough issues of our own to deal with without
the issue of providing for the world. We already handle the
majority of vaccination, medical supplies and medical clinics in
the under-developed world and will continue to provide that
service simply because we are that type of nation, and those
type of people. I am much more concerned with the biblical
commandment to help my neighbor in these difficult times and
provide him with the health he needs to achieve Happiness.

The United States health policy should include the following
from the Preamble of the Constitution of the World Health
Organization statements:
A. "The health of all peoples is fundamental to the
attainment of peace and security and is dependent on the fullest
cooperation of individuals and States" (McLaughlin &
McLaughlin, 2015, p. 193).
B. "The achievement of any state in the promotion and
protection of health is of value to all" (McLaughlin &
McLaughlin, 2015, p. 193).
C. "Unequal development in different countries in the
promotion of health and control of disease, especially
communicable disease, is a common danger" (McLaughlin &
McLaughlin, 2015, p. 193).
D. "Healthy development of the child is of basic
importance, and the ability to live harmoniously in a changing
total environment is essential to such development"
(McLaughlin & McLaughlin, 2015, p. 193).
E. "The extension to all peoples of the benefits of
medical, psychological, and related knowledge is essential to
the fullest attainment of health" (McLaughlin & McLaughlin,
2015, p. 193).
F. "Health is a state of complete physical, mental, and
social well-being and not merely the absence of disease or
infirmity" (McLaughlin & McLauhglin, 2015, p.193).
Items that should be excluded from the US health policy
include:
G. "The enjoyment of the highest attainable standard of
health is one of the fundamental rights of every human being
without distinction of race, religion, political belief, or social
condition" (McLaughlin & McLauhglin, 2015, p. 193)
H. "Informed opinion and active co-operation on the part of
the public are of the utmost importance in the improvement of
the health of the people" (McLaughlin & McLaughlin, 2015, p.
193).
I. "Governments have a responsibility for the health of
their peoples which can be fulfilled only by the provision of
adequate health and social measures" (McLaughlin &
McLaughlin, 2015, p. 193).
Letter (A) should be included because when there is a
cooperation between individuals and local governments on
health prevention and promotion, healthy lives are more likely
and healthy US citizens will bring about more peace and
security. Letter (B) has similar support as letter (A), because a
healthy population benefits the well-being of the entire country
in the form of more peace and security. Americans who are
strong and healthy create a better workforce, more innovation
and a stronger military. The statement in letter (C) should be
included in US health policy, based on the similar reasoning
seen in international business principles. More specifically, the
development and wellness of other developing countries have an
overall beneficial effect on other countries.
The statement referenced in letter (D) is regarding
policy on the care of children in the United States. Based on
Christian principles of compassion and caring for children who
physically and mentally cannot care for their own needs, US
health policy should include all the measures to ensure each
child has the means necessary for healthy development. Item (E)
is perhaps one of the most important statements because it
relates to the public education of health promotion and
prevention. Knowledge is empowering and many unhealthy
behaviors can be avoided by reaching the population at an
earlier point with health prevention and promotion. The last
statement (F) should be included in US health policy because it
is purely a definition and one that aligns with biblical
principles. For example, in many places of the Bible, readers
see that physical and mental healing and wellness are more than
just the absence of sickness. 2 Timothy 1:7 says God gives a
sound mind. Other biblical passages speak of Jesus leaving His
peace with believers. These passages and more support a state
of health that is better than just getting by without disease.
Perhaps one of the best verses to illustrate this point is found in
John 10:10, " The thief comes only to steal and kill and destroy.
I came that they may have life and have it abundantly" (ESV).
The letters (G, H, and I) are statements that should be
excluded from a US health policy. The primary reason for
exclusion is the wrong use of government and power. Letter (H)
indicates the highest health care is a fundamental right. It is not
justifiable to involuntarily take from one to provide for another
at that level of care. Additionally, statement (I) indicates that
governments are responsible for the health of their peoples.
This statement is an over-extension of government power.

This week our discussion board post asks us to determine which
statements of the preamble of the Constitution of the World
Health Organization we would use to define United States
health policy. I would have to agree with McLaughlin &
McLaughlin (2015) that it is very difficult to find any basic
principles in the preamble that aligns with U.S. health policy.
This discussion post will share some of the principles I do agree
with and some that I do not.
One principle I do agree with is that health is a matter of
physical, mental, and social well-being and not merely the
absence of disease or infirmity. Second, in the preamble it
states that “health is one of the fundamental rights of every
person” (McLaughlin & McLaughlin, 2015, p. 193). This I do
not agree with. I think it is important to understand that from a
moral perspective, I believe healthcare should be available to
everyone. However, medical resources are not endless and they
just don’t pop into existence. They must be provided and they
are not necessarily everywhere. Berdine (2017) states “a right
is an entitlement that someone else is obligated to supply
irrespective of cost” (p. 445). He further elaborates that
because health care is a scarce resource, it is rationed. Another
way to look at this is if healthcare was a right, why would
anyone pay for it? We are seeing a little of this with ACA. As
patients pay less and providers receive less reimbursement,
services are not being provided necessarily everywhere. For
example, in Metro Orlando, we have seen some hospitals close
their women services in the outer part of the city as it does not
pay to have these services in every facility. Instead, they have
pooled their resources into some of their larger systems which
can help offset financial losses that may occur from this
population. While I think it is important that healthcare is
accessible to everyone, I agree with Berdine that healthcare is
not a right.
As far as the rest of the preamble, I really have a difficult time
supporting any of its content. For example, what does “live
harmoniously” really mean? This seems to be a very vague
concept and difficult to define. However, I am in favor of
healthy childhood development and support methods to provide
these resources. I am just not sure where harmonious fits in
that picture of healthy development for children. Also, I do not
understand how the health of people affects peace and security.
We do not live in a world of peace and being healthy is not
going to bring peace and security. The Bible tells us “I have
said these things to you, that in me you have peace. In the
world you will have tribulation. But take heart, I have
overcome the world” John 16:33 (English Standard Version).
Finally, I truly believe that healthcare is not the role of the
government unlike what the preamble states, “governments have
a responsibility for the health of their people” (McLaughlin &
McLaughlin, 2015, p. 193). The Bible has given us a very clear
understanding of government’s role.
Let every person be subject to the governing authorities. For
there is no authority except from God, and those that exist have
been instituted by God. Therefore whoever resists the
authorities resists what God has appointed, and those who resist
will incur judgment. For rulers are not a terror to good conduct,
but to bad. Would you have no fear of the one who is in
authority? Then do what is good, and you will receive his
approval, for he is God’s servant for your good Rom 13:1-4
(The Reformation Study Bible).
In addition, the Bible tells us “we who are strong have an
obligation to bear with the failings of the weak, and not to
please ourselves” Rom 15:1 (English Standard Version). We
are also reminded to “bear one another’s burdens, and so fulfill
the law of Christ” (Gal 6:2). As Christians, we do have the
responsibility to have compassion and be caring and we can do
this within our communities we live.

When I look at the Preamble of the World Health Organization I found several that I can agree to but several which I read into them the political confrontation within their text. For an example, I would totally agree with: Health is a state of complete, physical, mental, and social well- being and not merely the absence of disease or infirmityThe achievement of any state in the promotion and protection of health is of value to all.The extension to all people of the benefits of medical, psychological, and related knowledge is essential to the fullest attainment of health. However, once we get down to the level that “the health of people is fundamental to the attainment of peace and security”they loss me. Peace has never been attainable and to indicate overwhelming national resources should be utilized for the acquisition of peace instead of the acquisition of health, they miss their point. I am not a war lover by any stretch of the imagination and I assume no one is, but I also believe completely in the Reagan philosophy that “peace always comes from strength”. There has always evil since Adam, Eve sinned, and there will always be evil until Jesus makes his return. The political implication of that statement concerns me. A second statement I would like to agree with but I think I am reading too much into this: The enjoyment of the highest attainable standard of health is one of the fundamental rights of every human being without
  • 5. distinction of race, religion, political belief, or economic or social condition. I just cannot agree with the “fundamental right” of an enjoyment. I am without question a true constitutional conservative and so I believe the framers of the Declaration of Independence got this one right by saying: “We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights that among these are Life, Liberty and the pursuit of Happiness” Nowhere in our preamble do we indicate we have the right for many of the things we claim today, including health care. Now before you blow me up I am not saying that we should not do all we can to attain the “highest attainable standard of health without distinction of race, religion, political belief, or economic or social condition” but to indicate that there is a right granted instead of a right to pursue is the sticking point with me. My fear is if the United State would adopt this as their health preamble, we would then be responsible in some great part to assure that the WORLD enjoys the highest standard of care. We have enough issues of our own to deal with without the issue of providing for the world. We already handle the majority of vaccination, medical supplies and medical clinics in the under-developed world and will continue to provide that service simply because we are that type of nation, and those type of people. I am much more concerned with the biblical commandment to help my neighbor in these difficult times and provide him with the health he needs to achieve Happiness. OK, permission to disagree. "The health of all peoples is fundamental to the attainment of peace and security and is dependent on the fullest cooperation of individuals and States" (McLaughlin & McLaughlin, 2015, p. 193). B. "The achievement of any state in the promotion and protection of health is of value to all" (McLaughlin & McLaughlin, 2015, p. 193). C. "Unequal development in different countries in the promotion of health and control of disease, especially communicable disease, is a common danger" (McLaughlin & McLaughlin, 2015, p. 193). D. "Healthy development of the child is of basic importance, and the ability to live harmoniously in a changing total environment is essential to such development" (McLaughlin & McLaughlin, 2015, p. 193). E. "The extension to all peoples of the benefits of medical, psychological, and related knowledge is essential to the fullest attainment of health" (McLaughlin & McLaughlin, 2015, p. 193). F. "Health is a state of complete physical, mental, and social well-being and not merely the absence of disease or infirmity" (McLaughlin & McLauhglin, 2015, p.193). Items that should be excluded from the US health policy include: G. "Informed opinion and active co-operation on the part of the public are of the utmost importance in the improvement of

"Governments have a responsibility for the health of their peoples which can be fulfilled only by the provision of adequate health and social measures" (McLaughlin & McLaughlin, 2015, p. 193). Letter (A) should be included because when there is a cooperation between individuals and local governments on health prevention and promotion, healthy lives are more likely and healthy US citizens will bring about more peace and security. Letter (B) has similar support as letter (A), because a healthy population benefits the well-being of the entire country in the form of more peace and security. Americans who are strong and healthy create a better workforce, more innovation and a stronger military. The statement in letter (C) should be included in US health policy, based on the similar reasoning seen in international business principles. More specifically, the development and wellness of other developing countries have an overall beneficial effect on other countries. The statement referenced in letter (D) is regarding policy on the care of children in the United States. Based on Christian principles of compassion and caring for children who physically and mentally cannot care for their own needs, US health policy should include all the measures to ensure each child has the means necessary for healthy development. Item (E) is perhaps one of the most important statements because it relates to the public education of health promotion and prevention. Knowledge is empowering and many unhealthy behaviors can be avoided by reaching the population at an earlier point with health prevention and promotion. The last statement (F) should be included in US health policy because it is purely a definition and one that aligns with biblical principles. For example, in many places of the Bible, readers see that physical and mental healing and wellness are more than just the absence of sickness. 2 Timothy 1:7 says God gives a sound mind. Other biblical passages speak of Jesus leaving His
  • 8. peace with believers. These passages and more support a state of health that is better than just getting by without disease. Perhaps one of the best verses to illustrate this point is found in John 10:10, " The thief comes only to steal and kill and destroy. I came that they may have life and have it abundantly" (ESV). The letters (G, H, and I) are statements that should be excluded from a US health policy. The primary reason for exclusion is the wrong use of government and power. Letter (H) indicates the highest health care is a fundamental right. It is not justifiable to involuntarily take from one to provide for another at that level of care. Additionally, statement (I) indicates that governments are responsible for the health of their peoples. This statement is an over-extension of government power. Reference McLaughlin, C. P., & McLaughlin, C. D. (2015). Health policy analysis: An interdisciplinary approach (Second ed.). Burlington, MA: Jones and Bartlett. This week our discussion board post asks us to determine which statements of the preamble of the Constitution of the World Health Organization we would use to define United States health policy. I would have to agree with McLaughlin & McLaughlin (2015) that it is very difficult to find any basic principles in the preamble that aligns with U.S. health policy. This discussion post will share some of the principles I do agree with and some that I do not. One principle I do agree with is that health is a matter of physical, mental, and social well-being and not merely the absence of disease or infirmity. Second, in the preamble it states that “health is one of the fundamental rights of every person” (McLaughlin & McLaughlin, 2015, p. 193). This I do not agree with. I think it is important to understand that from a moral perspective, I believe healthcare should be available to everyone. However, medical resources are not endless and they
  • 9. just don’t pop into existence. They must be provided and they are not necessarily everywhere. Berdine (2017) states “a right is an entitlement that someone else is obligated to supply irrespective of cost” (p. 445). He further elaborates that because health care is a scarce resource, it is rationed. Another way to look at this is if healthcare was a right, why would anyone pay for it? We are seeing a little of this with ACA. As patients pay less and providers receive less reimbursement, services are not being provided necessarily everywhere. For example, in Metro Orlando, we have seen some hospitals close their women services in the outer part of the city as it does not pay to have these services in every facility. Instead, they have pooled their resources into some of their larger systems which can help offset financial losses that may occur from this population. While I think it is important that healthcare is accessible to everyone, I agree with Berdine that healthcare is not a right. As far as the rest of the preamble, I really have a difficult time supporting any of its content. For example, what does “live harmoniously” really mean? This seems to be a very vague concept and difficult to define. However, I am in favor of healthy childhood development and support methods to provide these resources. I am just not sure where harmonious fits in that picture of healthy development for children. Also, I do not understand how the health of people affects peace and security. We do not live in a world of peace and being healthy is not going to bring peace and security. The Bible tells us “I have said these things to you, that in me you have peace. In the world you will have tribulation. But take heart, I have overcome the world” John 16:33 (English Standard Version). Finally, I truly believe that healthcare is not the role of the government unlike what the preamble states, “governments have a responsibility for the health of their people” (McLaughlin & McLaughlin, 2015, p. 193). The Bible has given us a very clear understanding of government’s role. Let every person be subject to the governing authorities. For
  • 10. there is no authority except from God, and those that exist have been instituted by God. Therefore whoever resists the authorities resists what God has appointed, and those who resist will incur judgment. For rulers are not a terror to good conduct, but to bad. Would you have no fear of the one who is in authority? Then do what is good, and you will receive his approval, for he is God’s servant for your good Rom 13:1-4 (The Reformation Study Bible). In addition, the Bible tells us “we who are strong have an obligation to bear with the failings of the weak, and not to please ourselves” Rom 15:1 (English Standard Version). We are also reminded to “bear one another’s burdens, and so fulfill the law of Christ” (Gal 6:2).
