This document discusses the need for a global culture of cybersecurity. It notes that information systems and networks are increasingly interconnected but also exposed to more threats. It recognizes work by international organizations on cybersecurity. It then outlines 9 complementary elements that all participants, including governments, businesses, organizations and individuals, should address to develop a global culture of cybersecurity. These elements are awareness of security needs, taking responsibility in an appropriate role, and acting timely and cooperatively to prevent, detect and respond to security incidents, which may involve cross-border cooperation.
