The document provides context and an excerpt from the Standard Operating Procedures of the Umatilla Joint Information System and Joint Information Center (UJIS/UJIC), which coordinated emergency public information for jurisdictions near the Umatilla Chemical Depot in Oregon, where chemical weapons were stored; it includes a two-page procedure for monitoring social media and addressing issues, as the UJIS/UJIC was designed to rapidly provide information to the public in the event of a chemical incident at the Depot.
ALBAY EMERGENCY RESPONSE AND REPORT TOOL (ALERRT)csandit
Resilient public alert and warning tools are essential to save lives and protect property during times of national, regional, and local emergencies. Nowadays, immediate emergency alerts became one of the priority in both national and local government. The Provincial Government of Albay is geared towards becoming the most liveable province of the Philippines, which means that it would be known for good education, good healthcare and good environment where people are healthy, happy, employed and lives to their full potential. To achieve this goal, disaster risk reduction and climate change adaptation must be anchored well so as to move to its destination of shared socioeconomic advancement. Supporting this vision, this study focuses on the design and development of a mobile based Albay Emergency Reporting and Response Tool (ALERRT). It is a mobile based resilient form of emergency alert notification that aids the concerned citizens of any emergencies, accidents and concerns that require immediate response from the government sector concerned.

The Osceola County Joint Information Crisis Communications Plan
Introduction
The Crisis Communication Plan is the foundation by which the Osceola County Joint Information Network operates. The plan provides strategic details in a tactical format ensuring operability across jurisdictional lines thereby promoting unified messaging with a common voice. The plan basis is the National Incident Management System (NIMS) Joint Information System protocols through which each participating entity shares responsibility equally, yet provides flexibility for each agency to operate independently. (FEMA 2009).
Each section of the plan contains dynamic information requiring regular maintenance ensuring current details related to changes common in any plan. These details are generally in the form of tables and lists including organizational charts to assist team members in organizing quickly when crisis occurs.
While the plan details operational elements requiring appropriate space and face-to-face communications, there is an understanding that many operations use a virtual platform promoting effective and efficient information delivery to the served publics. PUBH-6227-X Week 12: Health Information Infrastructure, Part II
Dear Students’
Congratulations!!!!!!! You made it to this final Week (Week 12)!
As you are already aware, the discussion on a US National Health Information Infrastructure (NHII) started in earnest in Week 11. This is to serve as a prelude to anywhere/anytime availability and dissemination of health data/information – from surveillance, immunization, to monitoring and evaluation to other systems of protecting the health of the public.
Hint for the Week: We all envisage the day when information technology application systems in clinical and public health practices would be successfully harnessed for interoperability. This would be because both local and international data exchange standards exist and are adopted, and it will be where health information that is secured and protected is at the fingertips of those authorized to handle them, regardless of where they are in the world!!! At that time, we are not only enriched by collecting a deluge of data, but are also able to disseminate the data as needed in a secured manner while protecting individual privacy.
Caution! Remember to do an essay type (APA Style) for your Application paper. As usual points will be deducted if you give me Q and A, bullets, numbers or list your points! Of course it must have a cover page with a running head!
You are to apply the knowledge you have acquired for the term to complete both your Application (especially) and Discussion Assignments for the Week. Apply the naming convention for the Application paper. So, before you write please look at the area on Prior Knowledge, under resources (as indicated in the Blackboard Classroom) and the excerpt below.
The rest of the information provided below is from the Blackboard Classroom. Again, please read carefully and respond appropriately to each section.
Finally, Congratulations!
Thanks.

From Blackboard Classroom:
This week, you will examine the role of public health informatics in preparedness, with a focus on a health information infrastructure. The final readings for this class deal with issues surrounding project implementation.
Objectives
Students will:
· Summarize the key factors in implementing a national health information infrastructure
Discussion - Creating a National Health Information Infrastructure
The United States currently has no uniform national routine reporting for most diseases, risk factors, or prevention activities (Shortliffe & Cimino, 2006). Without this type of information readily available, public health officials can be limited in their ability to accurately detect and report disease in populations. Reflect on the information that has been presented in the readings and multimedia presentations this week and in Week 11. With these thoughts in mind:

Develop a logic model for the formative evaluation of a new program that you want to develop at your agency. As you analyze your program, begin by describing basic assumptions and then add the following program components. Your narrative section will focus on your analysis of the problematic condition which demands intervention, and underlying assumptions about the sequences (if... then relationship). A typical logic model template would have the following components
1. Resources/Inputs include the human, financial, organizational, and community resources a program has available to direct toward the work. Sometimes this component is referred to as
2. Activities are what the program does with the resources. Activities are the processes, tools, events, technology, and actions that are an intentional part of the program implementation. These interventions are used to bring about the intended program changes or results.
3. Outputs are the direct products of program activities and may include types, levels and targets of services to be delivered by the program.
4. Outcomes (Intermediate) are the specific changes in program participants’ behavior, knowledge, skills, status and level of functioning.
5. Impact/Long-term Outcome is the fundamental intended or unintended change occurring in organizations, communities or systems as a result of program activities.

The researchers developed an Interactive Mobile Application for Less Emergency Response Time (iMALERT), a mobile application, aimed to aid in the emergency response activities of Palayan City Disaster Risk Reduction and Management Office (DRRMO) through real-time incident reporting. The mobile application is equipped with a web-based database server managed by the said office where the emergency incident reports are sent for assessment of the necessary and appropriate response activity. Using four of the five processes of Software Development Lifecycle, the researchers were able to conceptualize, design, develop and stabilize the features of the mobile application and database which were evaluated by expert and non-expert respondents as a reliable tool for emergency case reporting and response in terms of functionality, accuracy, service and usefulness and security and maintenance.

Memorandum Of Association Constitution of Company.pptseri bangash
www.seribangash.com
A Memorandum of Association (MOA) is a legal document that outlines the fundamental principles and objectives upon which a company operates. It serves as the company's charter or constitution and defines the scope of its activities. Here's a detailed note on the MOA:
Contents of Memorandum of Association:
Name Clause: This clause states the name of the company, which should end with words like "Limited" or "Ltd." for a public limited company and "Private Limited" or "Pvt. Ltd." for a private limited company.
https://seribangash.com/article-of-association-is-legal-doc-of-company/
Registered Office Clause: It specifies the location where the company's registered office is situated. This office is where all official communications and notices are sent.
Objective Clause: This clause delineates the main objectives for which the company is formed. It's important to define these objectives clearly, as the company cannot undertake activities beyond those mentioned in this clause.
www.seribangash.com
Liability Clause: It outlines the extent of liability of the company's members. In the case of companies limited by shares, the liability of members is limited to the amount unpaid on their shares. For companies limited by guarantee, members' liability is limited to the amount they undertake to contribute if the company is wound up.
https://seribangash.com/promotors-is-person-conceived-formation-company/
Capital Clause: This clause specifies the authorized capital of the company, i.e., the maximum amount of share capital the company is authorized to issue. It also mentions the division of this capital into shares and their respective nominal value.
Association Clause: It simply states that the subscribers wish to form a company and agree to become members of it, in accordance with the terms of the MOA.
Importance of Memorandum of Association:
Legal Requirement: The MOA is a legal requirement for the formation of a company. It must be filed with the Registrar of Companies during the incorporation process.
Constitutional Document: It serves as the company's constitutional document, defining its scope, powers, and limitations.
Protection of Members: It protects the interests of the company's members by clearly defining the objectives and limiting their liability.
External Communication: It provides clarity to external parties, such as investors, creditors, and regulatory authorities, regarding the company's objectives and powers.
https://seribangash.com/difference-public-and-private-company-law/
Binding Authority: The company and its members are bound by the provisions of the MOA. Any action taken beyond its scope may be considered ultra vires (beyond the powers) of the company and therefore void.
Amendment of MOA:
While the MOA lays down the company's fundamental principles, it is not entirely immutable. It can be amended, but only under specific circumstances and in compliance with legal procedures. Amendments typically require shareholder

Note
To attendees of “Adding to Your Communications Tool Box,” WSEMA Conference, Sept. 27, 2011
The heart of this handout is a two-page procedure for monitoring social media and addressing issues that may arise.
It was developed over the past four years by the core group of PIOs who ran the Umatilla Joint Information System
and Center (UJIS and UJIC).
The UJIC facility itself is located in Pendleton, Oregon, and is an asset the Chemical Stockpile Emergency
Preparedness Program. Known as CSEPP for short, the program has provided emergency planning and response
coordination for jurisdictions in the Umatilla area since 1990. The hazard that prompted this effort is the Umatilla
Chemical Depot near Hermiston, Oregon, where a portion of the U.S. Army’s national stockpile of chemical agents
has been stored since shortly after World War II.
Built for speed, the UJIC—and the wider UJIS of which it is a hub—was to serve as the central information
source for the media and public in the event the Depot’s chemical agents got out of containment. In theory, a Depot
incident could send chemical agents wafting off-post to threaten the public in Oregon in as little as 20-30 minutes—
40-60 minutes for Washingtonians in southern Benton County, just across the Columbia River.
Predicated on this urgent need, the UJIS would begin providing emergency information within minutes of
notification, while the UJIC staffed up to open in hours. The emergence of social media, then, fit right in with the
UJIS and UJIC’s mission to provide information rapidly, as well as address the many concerns and misperceptions
the public would have in such an event.
Meanwhile, the destruction of the Depot’s chemical agents that began in 2004 will be complete this fall and
CSEPP’s public safety mission will be concluded, as will that of the Umatilla JIS/JIC. The social media procedure is
provided herein as one PIO tool that may be useful to those who carry on.
• The social media procedure is on pages 5-6 of this document.
• This document is a 10-page except of the 32-page SOP for the Umatilla JIS and JIC. The additional pages are
provide some context for how the social media procedure was used and include:
o Some information about the organization of the UJIS/UJIC and how units and positions work together;
o Another procedure that relates to monitoring social media—the Information Management Cheat Sheet—
pages 3-4;
o Pages 7-8 and 10: Floor plans and org charts of the Umatilla Mobile JIC and EMD’s PIO team—the two main
entities that provided information during CSEPP’s last annual exercise in April 2011.
o Page 9: A joint roster of the Umatilla Mobile JIC and EMD’s PIO team, which shows (in red) those positions
that worked in JIS to coordinate information gathering and dissemination, including social media.

Umatilla Joint Information System/Center Standard Operating Procedures—1 of 10
2. Purpose
The purpose of the Umatilla Joint Information System/Center Standard Operating Procedures is to
provide common implementing and operating instructions applicable to every participant in the Umatilla
Joint Information System and Joint Information Center (or centers). These procedures ensure that local,
state and federal agencies are capable of providing accurate, coordinated and timely (or ACT) information
to internal and external audiences during a real or perceived emergency at the Umatilla Chemical Depot or
elsewhere within the local community.
Functions
The mission of the UJIC is to keep accurate and coordinated information flowing in a timely fashion. Four
functions are aimed at accomplishing this goal:
Leadership and facilities management
Gathering, Writing, Production and Analysis Group (GWPA)
Dissemination Group (DG)
Field Group (FG)
Gathering, Writing, Production and Analysis Group (GWPA)
There are four units in the GWPA: Response Partners, Research and Writing, Audio-Visual Support and
Information Analysis.
The Information Analysis Unit is responsible for triaging information coming into the UJIC to ensure
lifesaving information is reaching the public and that key messages are understood, rumors identified and
errors corrected. The unit does this by analyzing information gleaned from media monitoring reports, the
Telephone Unit, Field Group and other sources. The goal of this analysis is to 1) develop a cohesive picture
of the effectiveness of the public information effort; 2) reveal media misinformation that may be “skewing”
in a misleading direction; 3) identify emerging rumors circulating in the public and 4) suggest strategies to
address such situations. The unit coordinates with other functional areas in the UJIC to ensure the problems
it uncovers are addressed, especially the Media and Rapid Response Unit in the Dissemination Group.
Dissemination Group (DG)
There are four units in the DG: Media and Rapid Response, Briefing, Telephone and Electronic Support.
The Media and Rapid Response Unit provides information directly to the media. The unit arranges for
media access to field locations and facilitates interview requests with decision makers. Within the UJIC, the
unit functions as an intelligence-gathering body, contributing valuable insight regarding the concerns and
interests of the media. The unit will act to address identified issues of concern. The rapid response function
may take many forms, such as producing a quick news release, calling a reporter or dong a live interview. In
some instances, rapid response can resolve issues before they appear in the media. This unit works closely
and constantly with the Information Analysis Unit under the GWPA.

will be attached and sent back to ESU at electronicsupport@ujic.net and Dissemination at dissemination@ujic.net
with a clear indicator in the e-mail title and text of those recommendations. Example:
Subject Line: UJIC NR#__ Approved/Approved with changes/NOT Approved
To: Electronic Support electronicsupport@ujic.net and Dissemination dissemination@ujic.net
Text example: Good as is – or - Make following recommended changes: 1,2,3, etc.
DISTRIBUTING A NEWS RELEASE OR AN EAS MESSAGE
While most jurisdictions in the UJIC can distribute their own news releases and EAS messages, the UJIC also can
distribute these products internally to UJIS partners and the media using pre-developed e-mail lists. E-mail final news
releases and EAS messages using the following example:
Subject line: DISTRIBUTE---Benton County NR No. 4
To: ESU electronicsupport@ujic.net (Electronic Support Unit Leader will distribute) and
dissemination@ujic.net (DG Supervisor – backup to ESU for making distribution)
Cc: statusboard@ujic.net (Status Board Writer will post to online Status Board and to Media Web site)
Text: Benton County NR No. 4 is final. Please distribute to internal, external and media lists.
(State specifically which of the three JIC distribution lists your news release should go to—see E-MAIL
DISTRIBUTION LISTS below.)

5. UJIC PROCEDURE
Using Twitter and other social media during 2011 CSEPP Exercise
2011 Exercise
This draft was revised specifically for the Umatilla Site’s Annual CSEPP Exercise on April 12, 2011, when the Umatilla Joint
Information Center (UJIC) will expand its use of Twitter and possibly other social media applications. This procedure will also
serve until further notice as the UJIC‘s basis for handling real-world social media in a real emergency or community event.
COORDINATION AND APPROVAL
Unified Leads must approve information disseminated from the UJIC. As with other information products, however, the
Unified Leads’ approval of tweets or other social messages is sometimes implied or delegated.
The key is if the message is based on releasable information.
Two examples illustrate when the Unified Leads’ approval is explicit or implicit:
“Releasable” tweets sent out by the Status Board Writer in conjunction with UJIC news releases—these may
mention the subject of the release, but are primarily intended to link followers back to the UJIC’s Media Web site.
Other “releasable” tweets can be sent out by several positions in the Dissemination Group—see below. Approval
of “releasable” tweets is implicit or delegated because they are based on UJIC information already made public.
“Initiative” tweets respond to an emerging issue not yet addressed by releasable information. Example: There is a
protective action change for which the final news release has yet to be approved and the UJIC sends out a tweet to
stand by for a change, setting the stage for media and public Twitter followers. The Unified Leads need to approve
“initiative” tweets and any other social media messages not based on UJIC information already made public.
UNIFIED LEAD PIOs
Sara Schwartz, Adolfo Capestany, Jim Hackett
Roles and responsibilities outlined above.
GWPA GROUP and DISSEMINATION GROUP (DG) SUPERVISORS
(GWPA not staffed) Pete Wells, DG
The GWPA Supervisor will work with DG Supervisor in overseeing Twitter or other social media issues to
determine if action is needed, get approval for that action from the Unified Lead PIOs; take that action; or task it out.
Both supervisors will be kept informed of Twitter/social message monitoring and messaging by their unit leaders.
The GWPA Supervisor will be kept informed by the Information Analysis Unit Leader. The Dissemination Supervisor will be kept
informed by the Media and Rapid Response Unit Leader, Electronic Support Unit Leader and Status Board Writer.
