In October of 2010, the Federal Office of Surface Mining (OSM) ceased implementing the Federal Emergency Response Program to address suddenly occurring, high-priority, abandoned mine land (AML) problems in Pennsylvania. In response to the cessation of the Emergency Program by OSM, Pennsylvania chose to not accept delegation of the Emergency Program from OSM but rather to set up and Accelerated Response Program to address the AML problems traditionally dealt with by OSM.

Contaminated mine drainage on abandoned coal mine sites can be treated by passive or active treatment techniques. Passive treatment is less costly than active treatment, but its reliability is often questioned. This paper presents a simple design approach that has been used to design passive treatment systems in Pennsylvania for the past 20 years. Four systems that demonstrate commonly utilized passive technologies are described and long-term data are presented. The systems have provided highly reliable and effective treatment for 3-18 years. The data demonstrate that properly designed, constructed, and maintained passive treatment systems are a highly cost-effective solution for contaminated mine discharges on AML sites.

Joe Pizarchik is the Director of the OSMRE. In his previous position with PA DEP, he was one of the authors of Pennsylvania’s Environmental Good Samaritan Act. Mr. Pizarchik helped develop Pennsylvania’s program for volunteers to clean up abandoned coal refuse sites and helped develop Pennsylvania’s program for mine operators to establish trust funds as a means of meeting their financial obligation to ensure funds are available to perpetually treat the discharges caused by their mining. Joe will provide an update on policies related to AMR.

Gongaware Environmental Services conducted maintenance on acid mine drainage treatment systems, removing accumulated solids from vertical flow ponds and sediment traps. The work included draining surface water, exposing and cleaning laterals and stone, stockpiling clean stone, enlarging flush ponds, and converting a vertical flow pond into a new sediment trap to improve treatment of acid mine drainage from Rock Run.

Low-pH Fe(II) oxidation influences the geochemistry of anoxic, Fe(II)-rich acid mine drainage (AMD). At many sites this is evidenced by the development of terraced iron formations (TIFs) formed via the oxidative precipitation of iron(III)-oxyhydroxysulfate minerals. In laboratory experiments using flow-through, continuously-stirred, chemostatic bioreactors, we measured GDM values ranging from 40-160 (g FeT d-1 m-2).

Anaphylaxis is a severe, potentially life-threatening allergic reaction that can occur within seconds or minutes of exposure to an allergen like bee venom or peanuts. Common symptoms involve the skin, respiratory tract, heart, and gastrointestinal system, such as hives, difficulty breathing, dizziness, and nausea. Epinephrine is the first line treatment and should be injected immediately to help lower the risk of complications. Antihistamines and bronchodilators may also be used to treat specific symptoms of anaphylaxis.

Anaphylaxis is a severe, life-threatening reaction that can affect multiple body systems. It is diagnosed based on criteria involving symptoms of the skin, respiratory tract, gastrointestinal tract, and cardiovascular system. Incidence has increased in recent decades and common triggers include antibiotics, latex, hymenoptera stings, foods and intravenous agents. Pathways involve IgE-mediated and non-IgE mediated mechanisms. Signs and symptoms range from mild to severe and treatment involves epinephrine and monitoring for potential biphasic reactions. Differential diagnoses include other causes of low blood pressure, flushing syndromes, and 'restaurant syndromes'.

In 2011, CVC began using long-term data loggers to monitor pollution events in streams within the Kiski-Conemaugh River Basin. As part of the program, CVC collected macro-invertebrate samples from each logger site in the spring and fall of the year to begin assessing biological integrity of the monitored streams and attaining baseline data. Throughout the program, several unknown impacts were recorded using the data loggers and confirmed with macro-invertebrates. In 2014, CVC began to sample fish at logger monitoring locations to complete biological baseline data collection, confirm and diagnose stream pollutants and assess reclamation efforts. The comparison of the logger and biological data is allowing CVC to more accurately diagnose pollutants and pinpoint critical areas for reclamation efforts within the Kiski-Conemaugh River Basin, while building a chemical and biological baseline for the Basin.

In the late 1990’s, a watershed assessment was completed for Blacklegs Creek and its Big Run tributary, which was the first step to development of a restoration plan. Design and construction activities were initiated around 2000. A four phase approach was developed to address the significant acidic pollution contributors in the watershed. Phase 1 consisted of treating “Big Run #2,” aka. the Sporanza discharge. The water was piped about ½ mile under Blacklegs Creek and treated using an open limestone based system. Phase 2 consisted of treating “Big Run #7” also using a limestone based system. Phase 3 was the biggest challenge due to the discharge location, water quality, water flow, and available space. To combat these challenges, a mine seal constructed in a drainage tunnel that effectively raised the water head approximately 30 feet to a location where some space was available. Partial treatment was accomplished using limestone which required frequent mixing to prevent clogging. Phase 4 was constructed to address “Big Run #3” (emanating from a location without property owner coordination) as well as providing for seasonal and supplemental treatment of Big Run #7 and #8. Through numerous grants of all types and 15 years or so of hard work, bugs and fish returned to lower Big Run and Blacklegs Creek below the confluence.
