15. The Eat Out to Help Out (EOTHO) scheme helped to bring people into the centre–
almost all city centres saw an increase in footfall
• Averaged across all city centres in the UK, visitor
numbers on EOTHO-evenings were 8 percentage
points higher than in late July.
• In a number of cities, footfall on EOTHO-
evenings was higher than before lockdown
started.

16. Conclusion
• Not all city centres are recovering at the same speed.
• Centres of large cities which were able to pull workers in from far and
wide, are now suffering the most as workers are reluctant to return.
• This has implications for the shops, cafes and restaurants that had
built their businesses on the custom of city centre workers.
• With the prospect of many workers not returning to their offices
before the end of the year, support for high street services may need
to be extended.
• Future policy interventions should target places that are recovering
slowly and focus on getting workers back to the centre.
