開塈和收購私人土地成本向需與政府確認。 根據加強版的「傳統新市鎮發展模式」 , 由政府主導發展, 將會收購
私人土地作防洪和康樂等用途。 在允許作私人發展的土地上,私人土地業權人可以修訂契約以發展自己的土地。
Costs of reclamation and cost of private land to be resumed for the planned uses have yet to be confirmed by
Government. Under the Enhanced Conventional New Town Approach where Government takes the lead in the
development, private land will be resumed for the planned uses including flood control and recreation. Private
landowners will be allowed to apply for lease modification to develop their land as and where planned for private
development.

根據2014年9月24日的憲報公告 5692, 收購土地的修訂後特惠補償率,B 區農地是基本利率每平方公尺808 港元的
75%,即每平方公尺606 港元。C區農地則為50%,即每平方公尺404 港元。清理成本和對原居民特惠利率的津貼
(如移走墳墓和寺廟)未計算在內。
In accordance with G.N. 5692 dated 24 September 2014 on the revised ex-gratia compensation rates for
resumed land, the rate of agricultural land for Zone B is 75% of the Basic Rate at $808 per square foot, i.e. $606
per square foot, and that for Zone C is 50% of the Basic Rate at $808 per square foot, i.e. $404 per square foot.
Clearance costs and ex gratia allowances for miscellaneous indigenous village matters such as removal of
graves and shrines not included.

9. 河流自然公園管理區設計(初步方案)
Preliminary management zones for River Nature Park
(i) 保育地區:具洪水威脅和生態敏感地區,如紅樹林、泥灘、河道等被定為具特殊生態價值地區、
自然保育區和海岸保護區 。土木工程不應在附近進行。應禁止車道、雨水或污水排放,公眾亦
不應被鼓勵進入這些地區
(ii) 被動式康樂地區:生態較不敏感地區,如自然保育區、海岸保護區或綠化地帶。建議提供較少量
建設和人為干擾以減少和避免對生境和水質的直接影響,如木棧道或步道。限制進入的遊客數量。
(iii) 遊客地區:位於遠離生態敏感地區,在具特殊生態價值地區、自然保育區和海岸保護區的地區以
外。為公眾、行山人士、單車愛好者、行溪澗者等所提供的設施和活動不應影響東涌河或東涌灣
水質。
I. “Protection Area” for floodable and ecologically sensitive areas, i.e. mangroves, mud-flats, river
courses - areas recognized for SSSI, CA, and CPA. No civil engineering works should be
conducted. Vehicle access, storm water/sewage discharges should be prohibited. Public should be
discouraged from access.
II. “Passive recreation Area”: low level construction and human disturbances which have minimal and
indirect impacts on habitats and water quality, e.g. boardwalk, foot paths. Some control over visitor
numbers and/or access may be required. These areas may be recognized as ecologically less
sensitive parts of CA, CPA or GB.
III. “Visitor Area”: located away from ecologically sensitive areas and facilities and activities should not
affect the water quality of Tung Chung River or Bay such as minimal-impact facilities for general
public, hikers, bikers, stream trekkers etc. The goal is to have no additional pollution load to Tung
Chung River/Bay. These areas are not otherwise recognized as SSSI, CA, or CPA.
