On June 7, 2016 the Fall Riv-
er Redevelopment Authority
(FRRA) received two pro-
posals for the creation of a
Downtown Urban Renewal
Plan. These proposals were
submitted by BSC Group and
The Cecil Group in response
to a Request for Proposals
issued by the FRRA.
The creation of an Urban Re-
newal Plan in the City’s
downtown will assist the City
in stimulating development
and redevelopment in un-
derutilized and underperform-
ing properties, eliminate
blighted conditions and en-
hance economic development
opportunities in an area of the
City that is in dire need of
attention.
The company selected to
create the Urban Renewal
Plan will be required to ana-
lyze the location and create
definitive boundaries for the
plan, perform community
outreach and engage public
participation, and create a
cohesive Urban Renewal
Plan to be submitted to the
Massachusetts Department
of Housing and Community
Development for approval.
The proposals are currently
under review by the FRRA.
Candidate interviews will be
conducted in the coming
weeks with the final selec-
tion in mid/late July.

Cannatech Medicinals, Inc. to
Begin Construction in Fall River
In December of 2015, the
Fall River Redevelopment
Authority (FRRA), the
entity which owns the un-
developed land in the
Southcoast Life Science
and Technology Park at
Fall River, heard presenta-
tions from two companies
interested in purchasing
land at the park for the
construction of a medical
marijuana grow facility.
Ultimately, the FRRA
selected Cannatech Me-
dicinals, Inc. and the two
parties entered into an
option agreement on a 12
acre parcel abutting the
Amazon property.
In addition to entering
into an agreement with the
FRRA, Cannatech also
received a letter of sup-
port from Mayor Jasiel
Correia and a letter of non
-opposition from Police
Chief Daniel Racine,
which allowed Cannatech
to move forward in the
Commonwealth’s medical
marijuana producer licen-
sure process.
Earlier this month Can-
natech received Phase 3
approval from the Com-
monwealth’s Department
of Public Health to con-
struct a 30,000 square foot
facility. It is expected that
Cannatech will break
ground on their new
The Fall River Redevelop-

renewal plan along the
City’s waterfront. Urban
renewal is a strategy for
redeveloping and revitaliz-
ing substandard, decadent
and blighted open areas for
residential, commercial,
industrial, business, govern-
mental, recreational, educa-
tional, hospital or other us-
es.
As such, the FRRA issued a
Request for Proposals
(RFP) from qualified and
experienced entities to pro-
vide the products and ser-
vices necessary to prepare
an urban renewal plan that
will receive state approval.
The FRRA received two
responses to the RFP and
chose to hire The Cecil
Group to create the Water-
front Urban Renewal Plan.
The Cecil Group has exten-
sive experience with Urban
Renewal Planning in com-
munities throughout the
Commonwealth. In addi-
tion, The Cecil Group is
familiar with Fall River
from past projects including
the Fall River Harbor and
Downtown Plan, Urban
Renewal Planning for the
Kerr Mill, and studies for
Battleship Cove.
The Cecil Group anticipates
the Urban Renewal Plan-
ning process will take 10-
12 months to complete.

facility by early/mid July.
The facility is expected to
take 6 to 8 months to con-
struct and product should
be ready for sale 16 to 18
months after the start of
construction. Cannatech
expects to employ
approximately 30 people
initially with hopes of
increasing that number.
The facility located in the
park will be a grow-only
facility and will not have a
retail component.

seminar entitled “How to
Deliver Fanatical Cus-
tomer Service” as part of
the “How to Start or
Grow a Business in Fall
River Workshop Series.”
The workshop will take
place at the CWT Profes-
sional Building located at
139 South Main Street.
Whether you have clients,

Jo A. Hannafin was born in
Fall River in 1955, one of
three children, to Arthur and
Helen Hannafin. She is mar-
ried to John Brisson and they
have three children.
Hannafin attended St. Joseph’s
School, Mount St. Mary’s and
Bishop Gerard High School.
She graduated from Brown
University and Yeshiva Uni-
versity and has both a medical
degree and Ph.D.
Hannafin is a board certified
orthopedic surgeon and sports
medicine physician, as well as
Director of Orthopedic Re-
search at Hospital for Special
Surgery in New York City.
She is also a professor of Or-
thopedic Surgery at Weill Cor-
nell Medical College.
Hannafin was the first clini-
cian-scientist at the Hospital
for Special Surgery and main-
tains an active research pro-
gram in the area of ligament
physiology. Her specialties
include knee, shoulder, elbow
and sports medicine with spe-
cial expertise for female ath-
letes. She is the co-founder of
the Women’s Sports Medicine
Center at Hospital for Special
Surgery.
Hannafin was a 2004 Olympic
Games Physician in Athens
and the Pan Am Games in
2003. She serves on the FISA
Medical Commission and was
the FISA physician for the
2012 Olympic Games. Han-
nafin is also the president of
the American Orthopedic So-
ciety for Sports Medicine.
Hannafin is also vice presi-
dent of the Board of Trustees
of the National Rowing Foun-
dation. She was a silver med-
alist in the lightweight double
at the 1984 Rowing World
Championship and a three-
time gold medalist at the U.S.
National Rowing Champion-
ships. She is also a steward of
the Brown Rowing Associa-
tion.
