The Massachusetts Depart-
ment of Transportation
(MassDOT) is currently
wrapping up a series of 15
public meetings, which took
place throughout the Com-
monwealth to present and
discuss the draft Capital In-
vestment Plan (CIP).
The MassDOT CIP for fiscal
years 2017-2021 is a multi-
billion dollar program that
makes long-term, multi-
modal investments across the
Commonwealth and covers
all MassDOT highway and
municipal projects, regional
airports, rail and transit, in-
cluding MBTA and Regional
Transit Authorities as well as
the registry of Motor Vehi-
cles.
The CIP specifically names
the Route 79 north capital
improvement project as a
recommended project and
allocates $80 million for its
completion.
The scope of the Route 79
north project will bring the
elevated Route 79 from the
Cove restaurant north to the
Brightman Street Bridge to
grade level to create 10 acres
of developable land and pro-
vide easier access to the
city’s waterfront.

north project is truly a
transformative initiative for
the City. We have one of
the best waterfronts in the
Commonwealth and Route
79 acts as a barrier for peo-
ple in the City to easily
access the waterfront. The
project will create develop-
able land, which will add
depth and amenities thus
further enhancing the wa-
terfront. I am extremely
pleased the Governor and
MassDOT see the potential
in our waterfront and I
thank them and our entire
legislative delegation for
their commitment to this
project.”
MassDOT is scheduled to
vote to adopt the CIP at the
end of May.

roadway thus eliminating
the longstanding barrier
that separated the city
from one of it’s greatest
assets, the waterfront.
In addition to ease of wa-
terfront access, the devel-
opable land created will
be able to accommodate
477,000 SF of office and
retail space as well as 649
market rate residential
units.

noting, “The Route 79
The Fall River Redevelop-
ment Authority (FRRA) is
looking to create an urban
renewal plan along the
City’s waterfront. Urban
renewal is a strategy for
redeveloping and revitaliz-
ing substandard, decadent
and blighted open areas for
residential, commercial,
industrial, business, govern-
mental, recreational, educa-
tional, hospital or other us-
es.
As such, the FRRA issued a
Request for Proposals
(RFP) from qualified and
experienced entities to pro-
vide the products and ser-
vices necessary to prepare
an urban renewal plan that
will receive state approval.
The FRRA received two
responses to the RFP from
BSC Group and The Cecil
Group. Representatives
from each office are ex-
pected to make presenta-
tions to the FRRA at their
meeting on Wednesday,
May 11, 2016. It is unclear
if the FRRA will select a
company at that meeting or
defer the decision to a later
date.
The requirements for the
approval of an urban re-
newal plan by the Com-
monwealth are extensive
and include citizen partici-
pation during both the plan-
ning stages and during pro-
ject execution. Interested
individuals are encouraged
to participate in the process.

Robert Dollard was the first
attorney general of South Da-
kota. He was born in Fall Riv-
er, MA in 1842 and died in
1912 in Santa Monica, CA.
Dollard was part of the Fourth
Regiment, Massachusetts Vol-
unteer Militia, and his com-
mand was part of the Minute-
men of Massachusetts. He
was among the first to respond
to the call for volunteers at the
outbreak of the American Civ-
il War and rose to the rank of
major during the conflict. He
was twenty two years old
when he became a major mak-
ing him the youngest officer of
his rank.
He was admitted to the Illinois
bar in 1870 and moved to Da-
kota Territory in 1879, settling
in Douglas County. The rec-
ords of the United States Land
Office show him to be the first
settler in that county.
He was elected to several local
offices and participated in the
statehood conventions of 1883
and 1885. He became state’s
attorney of Bon Homme
County and was chosen attor-
ney general for the provisional
government in 1885. Between
that time and statehood he
served in the Territorial Legis-
lature as a member of the
Council.
Dollard was a member of the
Republican Party and in 1889,
he was elected as the first at-
torney general and re-elected
in 1890. In 1892 he was
elected to the state senate and
in 1896 to the state house of
representatives.
