Pourquoi le mémoire technique est-il si important ?
La sélection d’un candidat pour un marché public est soumise à plusieurs règles entrant dans le principe fondamental des marchés publics : l’égalité des chances. De ce fait, l’acheteur doit noter les candidats en suivant un barème précis.
Par exemple, si le prix de l’offre représente 40% de la note globale alors celle du mémoire technique sera de 60%.

In a May 9, 2024 paper, Juri Opitz from the University of Zurich, along with Shira Wein and Nathan Schneider form Georgetown University, discussed the importance of linguistic expertise in natural language processing (NLP) in an era dominated by large language models (LLMs).
The authors explained that while machine translation (MT) previously relied heavily on linguists, the landscape has shifted. “Linguistics is no longer front and center in the way we build NLP systems,” they said. With the emergence of LLMs, which can generate fluent text without the need for specialized modules to handle grammar or semantic coherence, the need for linguistic expertise in NLP is being questioned.

I don’t want to cripple Germany in the Treaty. I think that this could start another war in the future, but people in Britain want Germany to pay.

Woodrow Wilson: I don’t agree with France. Its probably because we didn’t suffer nearly as much as the French. However, I want to focus upon setting up the League of Nations . US did not join the League of Nations for fear of being drawn into more wars. This also means the US did not sign the Treaty of Versailles.

GERMAN LAND GIVEN AWAY Germany lost land to France, Poland, Belgium, and Denmark. An area of Germany was even separated from the mainland. GERMANY’S EMPIRE All of Germany’s colonies were taken away and given away to the Allied countries. PAY COMPENSATION This was know as reparations. Germany had to pay $33 billion dollars.
