This presentation by SURTC researchers Del Peterson and Jeremy Mattson described the results of a study that evaluated the use of different technologies for improving public participation in transportation planning. The project, conducted in Fargo-Moorhead, consisted of four major activities: onboard surveys using electronic mobile devices (i.e., smartphones and tablets), online surveys, webcasts of public input meetings, and social media. These technologies were evaluated based on number of participants, response rates, comments generated, ease of use, quality of results, difficulties encountered, ability to reach all segments of the population, and cost.

This presentation discussed the first stage of findings from the Effortless Passenger Identification System project. It highlights field tests using RFID technology in both Los Angeles, CA and Fargo, ND. Controlled testing was also conducted in Fargo using a Paratransit vehicle. Consumer acceptance techniques using a combination of focus groups and surveys designed to gain a greater understanding of user attitudes regarding RFID and its applications were also evaluated.
The presentation highlights reasons for the high volume of oil being moved from the Bakken oil fields of North Dakota to refineries including those in the Canadian Atlantic provinces. Also discusses circumstances surrounding the tragic train wreck and subsequent fire in Lac-Megantic, Quebec, that involved a trainload of Bakken crude oil.

As of the end of 2013, it is estimated that there were 1.4 billion smartphones and 268 million tablets in active use worldwide. Android leads the smartphone operating system market with 57% global share, followed by iOS with 21% share. For tablets, Android and iOS also dominate the market. The document then provides examples of case studies demonstrating how mobile surveys can be used to collect various types of qualitative and quantitative research data.

A study was conducted to compare desktop and mobile research across Asia and other regions. Researchers tested the viability of mobile surveys by examining enjoyment, likelihood of participation again, drop-off rates, and differences in results across platforms. Mobile phones are quickly reshaping our world. As of November 2014, 97 percent of US households have mobile phones, with the average household owning 5.2 connected mobile devices. Mobile app use on these devices is skyrocketing, with app usage up 76 percent in 2014. These apps can help us make better transportation choices by delivering the right information at the right time & location - from decreasing your wait time for public transportation, to letting you know about traffic incidents before you even leave for your destination, to helping transit riders with special needs get to and from jobs. However, developing new mobile technology that is smart, both in terms of delivering the information at the right moment and conserving limited resources such as battery life and data plans, is not always simple. Research conducted at universities has the potential to break through some of these challenges, which can result in improvements in mobility to everyone.
This presentation discusses the multi-disciplinary innovation process at the University of South Florida, including research funded by the National Center for Transit Research UTC and the Florida Department of Transportation, that has resulted in 14 U.S. patents on location-aware mobile technology and resulted in the deployment of real-world systems. Lessons learned, both during the research itself as well as the technology transfer process to real-world deployments, will be presented.

Evaluating the State of Mobility Management and Human Service Transportation ...UGPTI
In this presentation, SURTC researcher Jeremy Mattson described a project that developed and tested a method for evaluating efforts within a community to build transportation coordination infrastructure and improve community livability. For this study, two surveys were developed and conducted at multiple sites across the country. An end-user survey was distributed to transit users, and a stakeholder survey was sent to transportation providers, human service agencies, and other organizations. The results can be used to assess the effectiveness of mobility management and coordination programs in meeting the needs of transportation-disadvantaged populations and achieving the goals of improved efficiency, ease of access, and quality of service.
Estimating Demand for Intercity Bus Services in a Rural EnvironmentUGPTI
The general objective of this research was to develop an intercity mode choice model that could be incorporated into a statewide travel demand model to estimate demand for rural intercity bus services. This study demonstrates a method for identifying statewide transit needs and gaps, prioritizing investment needs for statewide transit planning, collecting better data for demand-response transit level of service, estimating costs of needed improvements, and projecting future service needs based on projected population growth. This presentation describes the study and its application to the state of North Dakota. The study method included a statewide survey of transit agencies, a comparison of current levels of service to benchmark values, the calculation of a mobility needs index, and the estimation of service and funding needs under different scenarios.
Gravel Roads - The Economic Backbone of the StateUGPTI
Gravel roads are an economic backbone in North Dakota, making up over 97,000 miles or 59% of the state's road network. Proper gravel specifications and testing are key to ensuring durability and reducing long-term maintenance costs. A study in South Dakota found that gravel meeting modified specifications with higher plasticity indexes and finer particles reduced loose material on the road by up to half compared to substandard gravel, and eliminated corrugation issues. Maintaining gravel roads requires an investment of hundreds of millions of dollars over the next decade to address needs. Together through sharing knowledge, the condition of gravel roads can be improved to support agriculture and energy industries.

This document provides information on the North Dakota Department of Transportation's (NDDOT) Transportation Innovation Program (TRIP). The objectives of TRIP are to identify and implement innovative transportation ideas. TRIP focuses on areas like bridges, construction, safety, and research. Since 2014, NDDOT has received over 80 ideas through TRIP and has advanced 19 ideas for implementation, focusing on projects testing materials like fiber-reinforced asphalt and geogrid reinforcement. A variety of individuals have subscribed to these services –
students, parents, older adults, people with
disabilities, human service agencies, daycare providers, city
policy makers, etc.
Useful for effectively and quickly pushing out information.
Easy to manage and does not require a substantial amount
of time.
Facebook has generated a few comments and interaction
with the public, but not a lot.
Has been largely used for disseminating information.
Useful for improving public participation.
But not as effective as Rider Alert email in generating
participation in surveys and webcasts.
34. Social Media - Findings
MATBUS views the blog as a useful tool but does not
have sufficient staff time to devote for it.
If more staff time were available, MATBUS would use
the blog to interact more with the public.
Having the local newspaper pull news releases, public
hearing notices, or detour information directly from
the blog and post it onto their website helps get the
message to the media faster while increasing
visibility.
35. Lessons Learned
Mobile devices can be used to complement, or in
some cases, replace, onboard paper surveys.
Mobile devices are most effective for shorter, simpler
surveys.
Response rate was high with mobile devices, but we
could conduct just one survey per surveyor at a time.
Data quality improved and data entry costs reduced
for both mobile device and online surveys.
36. Lessons Learned
Online surveys are an inexpensive and useful
complement to onboard surveys.
Webcasts are a fairly easy and relatively inexpensive
way to disseminate information and reach a wider
audience.
Online recordings that can be accessed on demand
are especially useful, though live participation was
very low.
Social media was viewed favorably by the transit
system as a means to quickly push out information.
Lack of available staff time limited use of the blog.
