an outsourced

programme

score points on
the Skills
Development
element of the
BBBEE

Why should the MAKROSAFE Health and Safety Learnership have
a place in your training and development plans?
The new BBBEE codes implemented on the 1st
May 2017 indicate that learnerships do have a
place in training and development and gives a
description of the type of training and
development that is beneficial in claiming skills
development points.
The MAKROSAFE Health and Safety
Learnership enable companies to use
the learnership to form part of the
company’s skills development plan.
By embarking on a
learnership programme your
company contributes
towards the economic
empowerment of
individuals.
What are benefits of a sponsored Learnership for your Company?
Companies are able to
comply with the BBBEE
compliance factors under
skills development without
having to train their own
employees.
By sponsoring a
learnership the
MAKROSAFE Training
Academy serves as a fully
packaged solution for
companies to obtain
points on the Skills
Development element of
the BBBEE scorecard.
Businesses must train within the
Economically Active Population
(EAP) targets set for the province
they operate in. As part of a
sponsored learnership programme
the MAKROSAFE Training Academy
will recruit unemployed community
members within the company’s EAP
target according to specific
demographics and race.
Classified as category D training
on the Learning Programme Matrix (LPM) a sponsored learnership is
an occupationally directed instructional and work based learning
program that requires a formal contract and that is formally assessed
by an accredited body. It is delivered by means of institutional
instruction together with structured, supervised experiential learning
in the workplace. This combination of theoretical knowledge and
workplace learning results in the achievement of a SAQA registered
qualification or certificate issued by an accredited or
registered formal institution of learning.
A sponsored learnership
is a full qualification
that helps a business
with its BBBEE
scorecard and to earn
points based on the
required criteria.
Upon completion of the
sponsored learnership
the company will
receive all the necessary
documents that can be
submitted to their
BBBEE Verification
Agency.
These documents can
also be used to claim
the skills
development grant
from the relevant
SETA.

Access to Mandatory Grant Funding.
Quality Organizations will receive 20% of Skills Development
levies back. The Funds are reimbursed on a Quarterly basis
only if quality standards, as set by the SETA, are met.
Access to Discretionary Gant funding
Expressions of interest (EDIs) Are used to advertise discretionary grant funding
projects and Opportunities. The aim of EDIs are to invite all steakholders to
express interest and overall their workplaces for the purposes of skills
Development.
All EDIs are advertise on the HWSETA’s website as well
as national and Regional newspapers.
The following will be contained in the EDI:
- Who can participate
- Requirements that need to be met must be considered
- What Training programme to be funded
- Type of learners/beneficiaries to be funded in the
project
- Required role player on the project
- National Number of beneficiaries
- The cost for each line items to be funded
- Time Frames
- Document to be Submitted with EDI

  • 2. How can a company sponsor a Learnership training programme? A sponsored learnership is free training for unemployed adults that is sponsored by a company. The training is an outsourced skills development programme that takes place off-site. The training is facilitated by the MAKROSAFE Training Academy. By sponsoring a learnership, companies score points on the Skills Development element of the BBBEE scorecard.
  • 3. A Health and Safety Learnership will benefit your business as workplaces need a health and safety officer to ensure workplace health and safety compliance. Training and developing employees has a direct affect on your business. Learnerships create an amazing platform for possible recruitment for unemployed learners. Companies can maximize their skills development score for its BBBEE scorecard. Employers are able to claim grants for each time a learnership agreement is entered into. Employers can claim a tax incentive when registering a learnership agreement. The tax rebates are beneficial in terms of lowering your training and development budget while actual training is maximizing your BBBEE scorecard. Companies that assist their employees to participate in the MAKROSAFE Health and Safety Learnership also assist employees with a clearly defined career path and career goals. How beneficial is a Health and Safety Learnership for your business?
  • 4. Why should the MAKROSAFE Health and Safety Learnership have a place in your training and development plans? The new BBBEE codes implemented on the 1st May 2017 indicate that learnerships do have a place in training and development and gives a description of the type of training and development that is beneficial in claiming skills development points. The MAKROSAFE Health and Safety Learnership enable companies to use the learnership to form part of the company’s skills development plan. By embarking on a learnership programme your company contributes towards the economic empowerment of individuals.
  • 5. What are benefits of a sponsored Learnership for your Company? Companies are able to comply with the BBBEE compliance factors under skills development without having to train their own employees. By sponsoring a learnership the MAKROSAFE Training Academy serves as a fully packaged solution for companies to obtain points on the Skills Development element of the BBBEE scorecard. Businesses must train within the Economically Active Population (EAP) targets set for the province they operate in. As part of a sponsored learnership programme the MAKROSAFE Training Academy will recruit unemployed community members within the company’s EAP target according to specific demographics and race. Classified as category D training on the Learning Programme Matrix (LPM) a sponsored learnership is an occupationally directed instructional and work based learning program that requires a formal contract and that is formally assessed by an accredited body. It is delivered by means of institutional instruction together with structured, supervised experiential learning in the workplace. This combination of theoretical knowledge and workplace learning results in the achievement of a SAQA registered qualification or certificate issued by an accredited or registered formal institution of learning. A sponsored learnership is a full qualification that helps a business with its BBBEE scorecard and to earn points based on the required criteria. Upon completion of the sponsored learnership the company will receive all the necessary documents that can be submitted to their BBBEE Verification Agency. These documents can also be used to claim the skills development grant from the relevant SETA.

Access to funding for levy paying organizations Registered organizations with South African Revenue Services Skills Development Levy (SDL) Number issued Pay 1% of total remuneration paid to employees to SARS 80% Paid to SETA 49.5% Discretionary Grant Funding 20% Mandatory Grant Funding 10% Administration 0.5% OCTO Any Unclaimed grant funding will be transferred to discretionary grant funding by 15 August each year 20% Paid to National Skills Fund To Fund Projects identified in the National Skills Development Strategy as national priorities To Fund Projects relate to the achievement of the purpose of the Act as the Director General of the Department of Higher Education and Training determines To Administer the Fund within the Prescribed limit as regulated from time to time Contact SETA to Register Skills Development Facilitator (SDF) Access WSP System Submit WSP and ATR by 30 April each year. It is important to note the following: The organization submitting the WSP /ATR needs to be up to date with SDL Payments to SARS WSP Evaluated:
  • 7. Access to Funding for Levy Paying Organizations . . .Continued WSP Evaluated: WSP Queried: Outstanding information to be provided WSP Accepted: Access to Mandatory Grant Funding. Quality Organizations will receive 20% of Skills Development levies back. The Funds are reimbursed on a Quarterly basis only if quality standards, as set by the SETA, are met. Access to Discretionary Gant funding Expressions of interest (EDIs) Are used to advertise discretionary grant funding projects and Opportunities. The aim of EDIs are to invite all steakholders to express interest and overall their workplaces for the purposes of skills Development. All EDIs are advertise on the HWSETA’s website as well as national and Regional newspapers. The following will be contained in the EDI: - Who can participate - Requirements that need to be met must be considered - What Training programme to be funded - Type of learners/beneficiaries to be funded in the project - Required role player on the project - National Number of beneficiaries - The cost for each line items to be funded - Time Frames - Document to be Submitted with EDI Types of Discretionary Grants: - Learnerships - Skills Programmes - Bursaries - Work experience grants - Pre-apprenticeship grants - Early childhood development - SDF Training - Ad Hoc Projects - Levy exempt - SME Funding WSP Rejected: No Access to Levies
