and the Federal Ministry of Commerce and Tourism in
June, 1999.
• The additional responsibility of managing the Nations

The annual Abuja National Carnival involving the 36 States plus FCT was
successfully held from 24th – 27th November, 2012 in Abuja. Eight (8)
foreign countries participated and over eleven (11) foreign countries are
expected to participate in the 2013 edition with the theme “A people for a
Century, a people forever”. This is an indication of its growing acceptance
as an international brand.

23. Cultural Embellishment of Nigerian Foreign Missions Abroad.
• The Ministry has successfully conducted the embellishment of ten (10) Nigerian
missions abroad within the period under review, viz: South Korea, Russia,
Algeria, Poland, France, Cuba, Turkey, Mali, Venezuela and Spain.
• The Ministry, as part of its rapprochement in facilitating bilateral agreement
with other countries has successfully organized an Interactive Technical
Meeting of Culture Experts on Strategic Implementation of Cultural
Agreements between Nigeria and friendly countries in November, 2012. The
countries that attended were: China, Venezuela, Ethiopia, Cuba, Namibia,
South Africa and Egypt.

with the Centre for Black African Arts and Civilization (CBAAC) successfully
organized a Rock Arts Exhibition and a colloquium on Pan-African and African
Renaissance from 22nd – 24th May, 2013 in Addis Ababa, Ethiopia.

26. NATIONAL COMMISSION FOR MUSEUMS AND MONUMENTS
• Responsibility for the Inventorization, preservation, Protection and Promotion of
the National Cultural Sites and Monuments.
• The Ministry has commenced renovation of the existing Gidan Makama and the
construction of a new Gidan Makama phade II.
• The National Commission for Museums and Monuments has completed the
renovation and opening of a new museum “Tafawa Balewa Mausoleum”
dedicated to late Nigeria’s Prime Minister, Sir, Abukakar Tafawa Balewa. An
exhibition tilted: the Life and Times of Late Sir Abukakar Tafawa Balewa was
opened to mark the event.
• Our quest for the return of our vast treasure throve of cultural property strewn all
over the world has yielded great result with the return of five (5) Nok Terracotta
objects dated between 1400 BC and 700 BC (about 3000 years) from the
Government of France to the Nigerian government.

To Commemorate World Music Day
The National Troupe of Nigeria in her attempt to promote our rich cultural heritage in
the area of music seeks to conceptualize emerging popular musical genre which
involves ethnographic music inquisition into the functions of the these genres and
their unique position in the world of music.
This year, the National troupe of Nigeria presented a band from Pachelli School for
the Blind and partially sighted to commemorate the 2012 World Music Day. The band
was used for the following reasons:
Draw the attention of Nigerians to the plight of the Physically Challenged Children
Assure Nigerians that disability is a function of the mind. That people with
disability can still contribute to the economic development of our country.

The National Council for Arts and Culture
hosted the 6th edition of African Arts and
Crafts Expo with the theme “Leveraging
the Arts and Crafts Industry for Job
Creation and Economic Empowerment”
which was held from 10th – 15th June,
2013 at Eagle Square, Abuja. It recorded
18,704 participants from Nigeria and
fifteen (15) countries and over 200 NGO’s
in attendance. The programme impacted
positively on the Arts and Crafts Sector
and promoted international
understanding and linkages between
Nigeria and the participating foreign
countries.

National Indigenous Language Programme is an annual event between August and
September to create awareness on the need to learn, speak and use indigenous
languages.

36. NATIONAL INSTITUTE FOR CULTURAL ORIENTATION
The 2011 and 2012 edition of developing Nigerian Indigenous Languages
programme took place between August and September in Abuja, Lagos,
Yenagoa, Ilorin, Yola, Akure, Owerri and Katsina. The following language of
Housa, Ibo, Yoruba,Izone, Tiv, Efik among others were thought.
•National workshop on Culture in the Transformation Agenda was held with
the theme: ‘Culture and the Socio-Economic Transformation of the Local
Government System in Nigeria’ in Abuja from 8-9 October, 2012;
•National Workshop on repositioning Cultural Workers for improved
productivity held in June and October, 2012 in Lagos;
•* Quarterly National Media Workshop for Arts Writers and Editors held in
Abuja and Lagos within a period under review.

37. THE CENTRE FOR BLACK AFRICAN ART AND CIVILIZATION (CBAAC)
CBAAC has continued to make concerted efforts to highlight the achievements of the
Africans and Blacks all over the world. Some of the notable events within the period
were as follows:
• CBAAC Annual International Children’s Day held in National Theatre Lagos on 27th
May, 2013 with the theme: ‘Does Culture Have a Role to Play in Curbing Insecurity
in Nigeria’.
• Hosting of a Colloquium/Exhibition on African Rock Art and the Pan-African
Renaissance from 22nd to 24th May, 2013 in Addis Ababa Ethiopia to
commemorate the fiftieth anniversary of the African Union.
• CBAAC Annual International Conference, in partnership with the Centre for
International Studies and Programs, University of Missouri – St. Louis, hosted the
8th edition with the theme: Africa and the Diaspora in the New Millennium. The
Conference was held at the University of Missouri – St. Louis, St. Louis, MO, USA
from October 30th to November 1st, 2012.

38. •CBAAC hosted a roundtable discussion with exhibition on Empowering African
Women to make a difference at CBAAC Conference Hall in Lagos on 8th March, 2013;
•CBAAC collaborated with University of Port-Harcourt to celebrate the Black History
Month in a lecture held in Port-Harcourt in February, 2013;
•A new Ultra Modern Pan-African Heritage Centre was built by CBAAC to preserve,
exhibit and promote the artefacts inherited in FESTAC ‘77. The Centre is located at
the CBAAC Headquarters in Lagos.

The core manadate of the Orientation sector, is the formulative of polices
and the execution of programmes and activites that would bring about the
re-Orientation of the citizenry to imbibe positive values for natinal
development.
In achieving these objectives the following activities amongest others, have
