Guidelines and Policies
Establishment of MWOFRCs
Where there are large concentration of migrant workers, as
determined by the Secretary of Labor in consultation with the Chief of
Mission
Established within the premises and under the administrative
jurisdiction of the Philippine Embassy or Consulate
When established outside the premises of the Embassy or Consulate,
the DFA shall exert its best effort to secure appropriate recognition
from receiving government in accordance with applicable laws and
practices
SERVICES AT THE MWOFRCS
• Counselling and legal services
• Welfare assistance including the procurement of medical and
hospitalization services;
• Information, advisory programs to promote social integration (PAOS,
settlement and community networking services and activities for
social interaction)
• Registration of irregular/undocumented workers
• Implementation of DOLE and OWWA programs
• Training and skills upgrading
SERVICES AT THE MWOFRCS
• Gender sensitive programs and activities to assist particular needs of
migrant workers
• Orientation program for returning workers and other migrants
• Monitoring of the daily situation, circumstances and activities
affecting migrant workers and other overseas Filipinos
• Ensuring that labor and social welfare laws in the receiving country
are fairly applied to migrant workers and other overseas Filipinos
• Conciliation of disputes arising from employer-employee relationship
PERSONNEL
• Foreign service personnel, a Labor Attache and other service attaches
or officers who represent Philippine government agencies abroad.
• The following may be assigned to the center:
• Psychologists, social workers, and a Shari’a or human rights lawyer;
• Individual volunteers and representatives from bona fide NGOs
• PRO or Case Officer conversant, orally and in writing, with the local language,
laws, customs and practices; or
• Legal officers (POEA/NLRC/DOLE)
USAGE OF THE CENTER
• Venue for meetings and other activities relative to the
implementation of programs and projects of the FilCom for the
benefit of the OFWs
• Venue for conduct of reintegration and other trainings/seminars
• Temporary shelter for OFWs in distress who are admitted based on
criteria
• Other purposes as may be determined by the LabAtt
