System.
Meeting Notes: Product demonstration was given by M/s QCI. The discussion was held under the
chairmanship of Sh. A. M. Rao, GGM (System).

• Rainfall (yes/no); additional equipment can be installed
to measure rainfall (in mm)
• Calibration under warranty period (Ex: 4 years for
demonstrated product)
• Calibration followed as per market standards
• Capacity to install a maximum of 10 types of sensors in
the edge device.
• Air pressure tracking (calculated in the backend to
avoid false alarms)
Shutter contact sensor –
• Electromagnetic field created by sensors attached at
the door.
• Dashboard displayed the door opened/closed in the
correctly.
Additional points discussed:
• IP68 rating of sensors to be ensured
• Safety guard to be added in weather station (to avoid
hindrances caused by monkeys)
• Indicative LEDs to be installed inside the Warehouse
Manager’s office in addition to the LEDs in the
equipment box placed on the roof to ensure the
functioning of the weather station.

between sensor and edge device)

Sub: Approval of Draft RFP for implementation of Advanced CCTV Surveillance system
1. The CCTV project team recommended the BoD agenda and the tender including cost
estimates; accordingly an agenda was placed in BoD meeting dated 5th Dec 2023.
2. During BoD meeting, the PMC M/s QCI made presentation on DPR, cost estimates,
optimized design and key terms of RFP.
3. After detailed deliberations, the BoD agreed to the agenda and key terms of RFP.
4. BoD directed to publish the RFP and to provide the DPR & RFP to FCI, in view of
inter-operability with the FCI proposed CCTV project. Draft letter addressed to FCI for
the same is placed in LR { Letter-FCI CCTV - 061223.docx } for approval .
5. Further, BoD directed that information/alert etc. from CWC’s CCTV Surveillance
System may also be examined by FCI, for their requirement, if any. However, changes
in RFP, if any, shall be made through corrigendum, post pre-bid meeting.
6. Further it was discussed in BoD meeting that , in case changes results in increase in
cost estimates, the same shall be brought to the BoD, for consideration, as it may impact
storages charges.
7. The legal vetting of tender is in process, and is likely to be completed in a day or two,
however the tender has been drafted in compliance with MeiTy guidelines and in case
of any change, the same may be incorporated through corrigendum, post pre-bid
meeting.
A. In view of above and since the Ministry is closely monitoring the project, and the project
already delayed, the RFP submitted by QCI vide mail dated 06/12/2023 may be considered

C. The BoD also directed to seek and examine the clauses in the approved RFP of FCI for
implementation of DOS 2.0, in view of increasing the participation during the upcoming bid

4. RFP Special Terms and conditions - Clause 11 Termination page 7, material
breach of contract is not defined.
5. Arbitration clause is not in line with the latest guidelines.
6. Since the RFP is being floated from CO, what would be the role of Region/RM
in execution and implementation. Would it not be better if the Agreement is
signed by them as AMC management from CO in the past has been a problem
area. Ultimately Regions would be responsible for health and proper functioning
of the system.

multiple places. Repetitions need to be avoided as discrepancies can creep in if
same matter is repeated at different places.

Reference the observations and directions vide Note # 107 ,
A. The Point wise response as furnished by the PMC vide mail dated
16.12.2023 along with updated RFP is as under:
1. Why six months time has been kept for supply, installation and commissioning. Three
months should be enough for CCTV and IOT is only as a pilot at seven CW.
6-month timeline has been allocated while keeping in consideration the multiple tasks assigned
to SI under the scope of work. SI would be responsible for new installation in 249 warehouses
and maintenance of existing infrastructure in 443 sites. Following are a few considerations for
providing 6-month of time:
1. Site Survey: The SI is directed to conduct a pre-installation site survey across all the
warehouses to assess the exact requirements. This shall require a considerable time.
2. Procurement time: Industry standard lead time for major active components is
usually 6 to 8 weeks.
3. Pan India Deployment: Concurrent installation is required to be conducted in all the
warehouses. This shall require substantial initial planning in terms of logistics &
deployment of manpower.
4. Integration with CCC – Regional offices can issue the work completion certificate
only after receiving clearance from the corporate office confirming the completion of
the command & control centre. Such confirmation may require reasonable time.
5. Existing Infrastructure Integration: The new SI shall also undertake the Operation
& Maintenance of the other ~194 sites to integrate Live feed and CMS. He may be
required to visit these warehouses; hence a reasonable time is allocated for the same.
6. Extending internet facility at warehouses to the last mile involves coordinating with
Internet service providers and addressing potential challenges, contributing to the
overall timeline.
7. Parallel Installations: Normally a specified team will undertake sequential
installation at a specific region and sequentially move to other nearby warehouses to
optimize the cost of installation. Limiting the time to 3 months would impact the
installation cost for the SI and thus would indirectly impact bid prices.
8. Pilot installation: To optimise the cost, the System Integrator would send the same
team for the installation of both the CCTV and IOT components and thus sufficient
time has been provided for the activity.
Overall, a 6 month time has been allocated to avoid hasty installations which might pose a risk
of inefficiency and potential issues. Whereas adequate time may enhance bidder participation
as they will not factor in the associated risk for imposition of LD.
However, the timeline will be discussed during the pre-bid meeting and may be modified based
on the discussions with potential bidders.

The clause referred to the maintenance of existing infrastructure which was earlier explained
in brief in the Introduction.
Based on the observation, the clause has been rephrased for more clarity with a detailed
explanation illustrated in clause 4.11 under the Scope of Work chapter.

the list of 278.
The list of warehouses has been re-visited and 29 warehouses out of 278 foodgrain warehouses
have been taken up under 100% asset monetization. Thus, the list has been updated to 249
warehouses. The budget has been revised accordingly and the updated BOQ sheet along with
the Project cost estimates have been attached.
4. RFP Special Terms and conditions - Clause 11 Termination page 7, material breach of
contract is not defined.
The ‘Material Breach’ clause has been defined in the updated RFP under clause 6.2 sub-section
(viii) in the Service Level Agreement chapter

‘C’ in General Terms & Conditions chapter of the updated RFP.

implementation whereas all responsibilities of on-ground SITC and operation & maintenance
are delegated to the regional offices. A clear distinction defining the specified roles of CO, RO
& Warehouse manager has been provided in the ‘Responsibility Matrix’ under clause no. 5.13
in the Special Terms & Conditions chapter .
7. Document does not appear to be crisp, similar conditions are appearing at multiple places.
Repetitions need to be avoided as discrepancies can creep in if same matter is repeated at
different places.
Selected information such as timelines, SLAs, etc. was earlier reiterated to put more emphasis
on them. However, the RFP has been re-visited thoroughly and all the repetitions have been
eliminated. Wherever necessary the clauses have been linked and cross-referred to make the
RFP more precise.
The inputs from Legal Vetting have been incorporated into the updated RFP
B. The MIS, Project team and Tender Cell deliberated the RFP with PMC on
11/12/2013 and 13/12/2013. Vide minutes of meeting dated 13/12/23 , the
members of project team, tender cell and MIS have accordingly recommended for
approval of the RFP incorporating the points.
C. V ide mail dt 16/12/2023, the PMC submitted the modified draft RFP.

Weather Station – • Dashboard for sensor tracking, status and measurement levels (Relative humidity, rainfall, wind speed, temperature), customizable storage • Rainfall (yes/no); additional equipment can be installed to measure rainfall (in mm) • Calibration under warranty period (Ex: 4 years for demonstrated product) • Calibration followed as per market standards • Capacity to install a maximum of 10 types of sensors in the edge device. • Air pressure tracking (calculated in the backend to avoid false alarms) Shutter contact sensor – • Electromagnetic field created by sensors attached at the door. • Dashboard displayed the door opened/closed in the correctly. Additional points discussed: • IP68 rating of sensors to be ensured • Safety guard to be added in weather station (to avoid hindrances caused by monkeys) • Indicative LEDs to be installed inside the Warehouse Manager’s office in addition to the LEDs in the equipment box placed on the roof to ensure the functioning of the weather station. • Wired connectivity of sensors (due to longer distance between sensor and edge device) inclusion in DPR/RFP. 2 Following features of dome camera, bullet camera, NVR and VMS were demonstrated by Securus CCTV: • Face detection feature • Face library & Vehicle library (Easy playback) • User-based alert configuration • Audio Alerts (announcement/customization) • Setup of a virtual line to generate alarms • FTP server setup (SMS, email, other alerts) • Alerts for health monitoring of VMS and NVR systems and cameras. • Dayparting – Segmented recording (simultaneous bifurcation of footage into different channels for different portions of a time period) • Alert activation per day-wise schedule set as per requirement QCI to examine the feasibility for inclusion in DPR/RFP. 15.11.23

The CCTV project team recommended the BoD agenda and the tender including cost estimates; accordingly an agenda was placed in BoD meeting dated 5th Dec 2023. 2. During BoD meeting, the PMC M/s QCI made presentation on DPR, cost estimates, optimized design and key terms of RFP. 3. After detailed deliberations, the BoD agreed to the agenda and key terms of RFP. 4. BoD directed to publish the RFP and to provide the DPR & RFP to FCI, in view of inter-operability with the FCI proposed CCTV project. Draft letter addressed to FCI for the same is placed in LR { Letter-FCI CCTV - 061223.docx } for approval . 5. Further, BoD directed that information/alert etc. from CWC’s CCTV Surveillance System may also be examined by FCI, for their requirement, if any. However, changes in RFP, if any, shall be made through corrigendum, post pre-bid meeting. 6. Further it was discussed in BoD meeting that , in case changes results in increase in cost estimates, the same shall be brought to the BoD, for consideration, as it may impact storages charges. 7. The legal vetting of tender is in process, and is likely to be completed in a day or two, however the tender has been drafted in compliance with MeiTy guidelines and in case of any change, the same may be incorporated through corrigendum, post pre-bid meeting. A. Procurement time: Industry standard lead time for major active components is usually 6 to 8 weeks. 3. Pan India Deployment: Concurrent installation is required to be conducted in all the warehouses. This shall require substantial initial planning in terms of logistics & deployment of manpower. 4. Integration with CCC – Regional offices can issue the work completion certificate only after receiving clearance from the corporate office confirming the completion of the command & control centre. Such confirmation may require reasonable time. 5. Existing Infrastructure Integration: The new SI shall also undertake the Operation & Maintenance of the other ~194 sites to integrate Live feed and CMS. He may be required to visit these warehouses; hence a reasonable time is allocated for the same. 6. Extending internet facility at warehouses to the last mile involves coordinating with Internet service providers and addressing potential challenges, contributing to the overall timeline. 7. Parallel Installations: Normally a specified team will undertake sequential installation at a specific region and sequentially move to other nearby warehouses to optimize the cost of installation. Limiting the time to 3 months would impact the installation cost for the SI and thus would indirectly impact bid prices. 8. Pilot installation: To optimise the cost, the System Integrator would send the same team for the installation of both the CCTV and IOT components and thus sufficient time has been provided for the activity. Overall, a 6 month time has been allocated to avoid hasty installations which might pose a risk of inefficiency and potential issues. Whereas adequate time may enhance bidder participation as they will not factor in the associated risk for imposition of LD. However, the timeline will be discussed during the pre-bid meeting and may be modified based on the discussions with potential bidders. 2. RFP Introduction - Meaning of clause 15 at page 6 is not understood. The clause referred to the maintenance of existing infrastructure which was earlier explained in brief in the Introduction. Based on the observation, the clause has been rephrased for more clarity with a detailed explanation illustrated in clause 4.11 under the Scope of Work chapter. 3. The list of warehouses has been re-visited and 29 warehouses out of 278 foodgrain warehouses have been taken up under 100% asset monetization. Thus, the list has been updated to 249 warehouses. The budget has been revised accordingly and the updated BOQ sheet along with the Project cost estimates have been attached. 4. RFP Special Terms and conditions - Clause 11 Termination page 7, material breach of contract is not defined.
