This document is a thesis submitted by Jose Francisco Lafragueta in partial fulfillment of a Master of Science degree in Energy and Environmental Management at Glasgow Caledonian University. The thesis develops a GIS-based model to create a forest fire risk map for an area in Huesca, Spain. Eight factors are used - vegetation, slope, aspect, elevation, distance to roads, railroads, camping sites and settlements. MCE techniques, including the AHP method, are used to rate the factors, combine them and generate a weighting scheme to produce the final forest fire risk map. The results are validated using a 10-year fire record, showing most previous fires occurred in high or very high risk areas.
