To define effective public management, we believe it is important to understand what makes public managers ineffective. In Chapter One, we discussed how the general perception of government incompetence has fed into the perpetual crisis in public management. This chapter will discuss the characteristics of public managers that underlie the image of incompetence and how that image can be countered.
The Bumbling Bureaucrat
The overall image of government incompetence feeds directly into (or is sometimes derived from) the perceptions of individual government employees—the “bumbling bureaucrats.” Why is the image of public sector employees in such disrepute? Are private sector people smarter? Are government employees lazy and corrupt? The answer, though simple, is not satisfactory. As discussed in Chapter One, public employees work within an institutional and legal framework that can inhibit efficiency and responsiveness. The result is that public bureaucracies are excessively formal and overly reliant on written communication. This extreme formality, sometimes called red tape, stems from both the need for public accountability and well-ingrained habit. Red tape in some routine bureaucratic processes can lead to ineffective and costly management practices. It can also lead to a very negative image in the mass and online media. Government aid often comes with lots of red tape. Even when federal funds have been allocated for a specific purpose, red tape can prevent the cash from getting to the people and places that need it.
In the aftermath of Hurricane Katrina, New Orleans residents struggled to get their lives back on track and were too often saddled with lengthy forms and paperwork when trying to apply for government funding. Among the many much-criticized elements of the Federal Emergency Management Agency’s (FEMA) response to the disaster of Hurricane Katrina were their Section 408 Housing and Rental Assistance programs. Evacuees attempting to access available aid, as well as nonprofit and private organizations that partnered with FEMA during the crisis, describe the process as disorganized and mismanaged. Deadlines and complicated application requirements were changed frequently, making it difficult for funds to be allocated. In some cases, applicants who were eligible to receive assistance under the Section 408 Housing Assistance program were incorrectly informed that they were ineligible. FEMA administrators who were interviewed by the Senate Subcommittee on Disaster Recovery of the Committee of Homeland Security and Government Affairs stated that some of the processes they had in place to disseminate information on policy changes were not successful in ensuring that FEMA’s fieldworkers knew the current policies (Ad Hoc Subcommittee on Disaster Recovery of the Committee on Homeland Security and Governmental Affairs, 2009). In preparation for this semester long research project, students are to select a community for this assignment. Students should select a community for which they wish to locate resources. The semester long project must have approval from the instructor. Once approval has been gained from the instructor, the student may begin collecting data regarding the community. The textbook by authors Crimando and Riggar (2005) and Sharma and Romas (2012) are to be used as a reference for this research project. Because this is a semester-long project, the minimum length is seven (7) typed pages for undergraduate students. Research Project
In preparation for this semester long research project, students are to select a community for this assignment. Students should select a community for which they wish to locate resources. The semester long project must have approval from the instructor. Once approval has been gained from the instructor, the student may begin collecting data regarding the community. The textbook by authors Crimando and Riggar (2005) and Sharma and Romas (2012) are to be used as a reference for this research project. Because this is a semester-long project, the minimum length is seven (7) typed pages for undergraduate students. A potential ten (10) points may be deducted from projects that are not a minimum of 7 pages of text plus a cover page, a reference page, a graphic map, a graphic of the model, a table of contents, and a table of demographic information or other content, all properly formatted according to APA. An abstract page is required for this project. The paper should be double-spaced, using a traditional font such as Times New Roman or Arial with a 12 point font.
The selected community will need to be assessed not only for community resources, but also for health promotion needs. Students must have prior approval from the instructor for this assignment. Students will post in Blackboard the selected community and will receive feedback from the instructor for modification until final approval is provided. The APA style manual is to be used, therefore, students are encouraged to purchase the manual and not rely on the internet provided renderings. Ten (10) points will be deducted if the research project does follow the APA style manual requirements. The cover page is to include the student’s name, UIN, course title, Honor Pledge and Professor’s name. Students are encouraged to retain a copy of all work submitted; be mindful that the semester paper will not be returned to you.

Perception can become reality for some managers, and their self-image and expectations can be set by external views and create a “psychology of failure”. The self-defeated public manager defines success as the “absence of failure”!!! · This manager may become jaded and be a poor performer. · It is difficult to measure performance in the public sector. · Employees in the public sector have more job protections than the private. Not getting pinned down so there are never consequences and they can weasel out. Forgetting people matter. Managers have to remember their organizations are made of people, and that they lead people not agencies, companies, or departments. Poor managers make decisions from their office or desk and don’t venture out to see impacts or consequences. · Decentralized decisions making and employee empowerment will increase the success of a desired outcome. - 7. · Gov’t vs. Private Sector · Public sees the private sector as innovative and efficient. · Gov’t as stagnant and inefficient. · True? · President Obama started an initiative to combat waste called their “Campaign to Cut Waste” but then approved a $528 million Federal Loan to a Solar Start-Up that went bankrupt and left the taxpayers on the hook. Streamlining, modernizing, and adopting private sector efficiencies. · President Clinton tasked Vice President Gore with a National Performance Review to apply these to the federal gov’t. · The reviews priorities were to cut red tape, put customers first, empower employees to get results, and get back to basics. · The final report suggests a federal spending cut of 108 billion dollars and 252,000 federal jobs. · Largest reduction occurred in the military. · Challenges of Performance-Based Evaluation and government downsizing. · Since the 1990s all levels of gov’t have adopted some form of performance based evaluation and improvement. · It doesn’t always tell the whole story. · Management tailors programs to meet externally assigned performance goals which may be wrong. · Performance improvement is often seen as an exercise in compliance rather than an opportunity to improve. · They don’t ensure agencies will perform well. · Don’t eliminate incompetent management, ethics, or corruption. · Downsizing doesn’t always result in efficiency.
