Consequently, many opportunities are missed to excite customers and to gain a competitive advantage. This paper proposes an innovation process that uses online social networks to lower the hurdle to sharing ideas. The process leverages diffusion effects of social networks while supporting the generation, evaluation, consolidation, and implementation of innovative ideas with lightweight activities. The process is illustrated and discussed using an application example. Although we are focusing on innovation regarding software-intensive systems, we foresee that the discussed process has the potential to be applied to other domains as well.

Code and content internationalization has to be considered since the very beginning of the design process. Awareness of international requirements needs to be present at an early stage of the game creation.
Of course localization approaches vary depending on the specific needs and the global ambition of the developer. New online project management and collaboration tools, combined with an easier outsourcing, makes the creation of global teams possible for companies of all sizes. Many of the tasks that big developers could only perform in-house, now can be taken care by all types of external vendors. Cloud computing and virtualization is an important enabler of this trend.
The amount of content that needs to be localized has increased significantly. Developers and distributors need to consider alternative approaches for different types of content. Wikis, Forums and online Guides can now be managed by the players themselves. Those who consider Crowdsourcing as a cost saving approach are failing, while those who enable fan participation and use this approach to create a sense of community are creating solid networks of contributors and buyers.
An easier access to international markets also brings new challenges. A direct translation is not valid anymore to engage costumers. Players need to feel they are taken into consideration in the games they chose to play. Culturalization checks are now crucial, not because of legislation, but because a crowd of game players is scrutinizing every single detail. Localizers and developers have to work together in order to produce a set of products that will please the different markets. Localizers need to be proactive and propose changes, while developers need to code with a conscience that their game will need local adaptations.
The session will explore the mentioned topics and trends and will provide guidance on what works and what doesn’t. The reasons why a new global, community driven, and locally adapted mindset is necessary to succeed in such a competitive industry will be analyzed.

FreeBalance recently presented "FMIS Implementation: Experiences and Best Practices for Interface with Debt Management" at a forum organized by the Commonwealth Secretariat on October 26 – 27 in London, UK. Over 30 Ministry of Finance, Treasury, and Accountant General representatives from 12 countries participated in the two-day workshop. Attendees from the World Bank, International Monetary Fund (IMF) and Public Expenditure and Financial Accountability (PEFA) Secretariat also participated.
Transparency mechanisms, oversight, policy management, budget formulation, budget comprehensiveness, budget execution, timeliness and international standards represent the eight dimensions of the FreeBalance “Budget 2.0” assessment framework. The framework is budget-centric because budgets represent the legal embodiment of government policies. Public Financial Management (PFM), e-government and Government 2.0 processes are evaluated in the framework.
At this year’s ABFM 2011 conference, Doug Hadden, Vice-President Products at FreeBalance presented "Budget 2.0: The Impact of Open Government and Open Data on Participatory Budgeting and Transparency".

Imagine our surprise when we were invited to speak at the Financial Management Institute Professional Development Week about the value of ERP in government. Why? For one thing, FreeBalance is not an Enterprise Resource Planning vendor. We're a GRP vendor, as we have spoken about frequently in this blog. ERP vendors operate in many vertical markets - FreeBalance provides software for governments only.
Nevertheless, we took up the challenge. The presentation was focused for Government of Canada financial managers, but it is applicable to many countries. We focused on three elements of the Treasury Board Secretariat Investment Planning Policy: value for money, total cost and project governance.
We think that we did a very good job presenting an objective viewpoint. We didn't talk about FreeBalance and how our solutions are more applicable than generic software for governments.
