An Introduction
• Areal extent defined by outflow from L.
Malawi till the Shire leaves Malawi and joins
the Zambezi
• A critical basin for Malawi
– Accounts for about 98% of Malawi’s electricity
– Has most of Malawi’s irrigation
– Supports rain-fed agriculture to millions
– Provides water supply to Blantyre
– Has significant environmental, biodiversity, and
fisheries assets
PROGRAM OVERALL DESIGN OF THE
SHIRE RIVER BASIN MANAGEMENT
1. Long-Term Program: A longer-term program envisaged
over a 15 year+ period; First project phase ~5.5 yrs for
~US$125 m IDA + 6.6 m (GEF+LDCF)
2. Project Development Objective: To develop a strategic
planning and development framework for the Shire River
Basin and support targeted investments to improve land and
water resources management, and associated
environmental services and livelihoods in the basin
3. Project Components:
• A: Shire Basin Planning
• B: Catchment Management
• C: Water-related Infrastructure

Achieve a sustainable agriculture sector
contributing to economic growth and
socio-economic transformation in the
Shire River Basin resulting from the wise
and productive use of land and water
AGRICULTURE – OBJECTIVES
AGRICULTURE – STRATEGIES
• Facilitate the creation of a conducive and supportive policy
environment for effective development of the agricultural
sector throughout all stages of the value chain
• Adopt participatory process to determine water user fees
within irrigation schemes for ongoing maintenance and
operation
• Strengthen the capacity of the stakeholders in the sector in
provision of agricultural services
• Enhance coordination and collaboration amongst relevant
stakeholders operating in different sub-sectors of the sector;
• Provide clear strategic policy direction to all stakeholders
involved in sector issues along the value chain stages
• Educate farmers about application of agricultural chemicals
and runoff control (see strategies under Water Quality
section)

economic growth in Malawi

ENERGY – STRATEGIES
• To improve operation of Shire River hydropower
stations:
– Improve the control and management of water borne
trash at the intakes to the Nkula, Tedzani and
Kapachira hydropower stations and so minimise
interruptions to power generation at these stations
due to weed and trash build up at the intake screens
– Improve the control of siltation at the headponds of
the Nkula, Tedzani and Kapachira hydropower
stations and so minimise interruptions to flow
requirements and damage to turbine moving parts
ENERGY – STRATEGIES
• To develop alternative energy sources:
– Develop new sources away from the Shire River to
extend Malawi’s generating capacity and so minimise
interruptions to the availability of electricity arising
from unreliability and outages at the Shire based
hydropower stations
– Investigate and develop new and alternative sources
of electricity generation – such as coal and grid
interconnections with neighbouring countries - thus
reducing the Malawi’s dependency on hydropower
ENERGY – STRATEGIES
• To promote development of renewable energy
sources:
– Support and encourage the participation of
Independent Power Producers in Malawi’s energy
sector for development of renewable and other energy
sources
– Support and encourage the development of
renewable energy sources such as solar, wind and
mini-hydro, thus reducing the reliance on hydropower
ENERGY – STRATEGIES
• To accelerate rural electrification programs:
– Increase the introduction of affordable grid and non-
grid electricity supplies, thus increasing the
opportunity for access to electricity by rural
communities in the Shire River Basin
– Through awareness campaigns and particularly by
increasing access to alternative sources, encourage
households to move away from the use of
environmentally damaging biomass (firewood and
charcoal) for household cooking

  • 1. SHIRE RIVER BASIN MANAGEMENT PROGRAM (PHASE 1) PROJECT The Role of River Basin Planning in Malawi’s NAP Process www.shirebasin.mw We all need the Shire
  • 3. The Shire Basin An Introduction • Areal extent defined by outflow from L. Malawi till the Shire leaves Malawi and joins the Zambezi • A critical basin for Malawi – Accounts for about 98% of Malawi’s electricity – Has most of Malawi’s irrigation – Supports rain-fed agriculture to millions – Provides water supply to Blantyre – Has significant environmental, biodiversity, and fisheries assets
  • 4. PROGRAM OVERALL DESIGN OF THE SHIRE RIVER BASIN MANAGEMENT 1. Long-Term Program: A longer-term program envisaged over a 15 year+ period; First project phase ~5.5 yrs for ~US$125 m IDA + 6.6 m (GEF+LDCF) 2. Project Development Objective: To develop a strategic planning and development framework for the Shire River Basin and support targeted investments to improve land and water resources management, and associated environmental services and livelihoods in the basin 3. Project Components: • A: Shire Basin Planning • B: Catchment Management • C: Water-related Infrastructure

AGRICULTURE – STRATEGIES • Facilitate the creation of a conducive and supportive policy environment for effective development of the agricultural sector throughout all stages of the value chain • Adopt participatory process to determine water user fees within irrigation schemes for ongoing maintenance and operation • Strengthen the capacity of the stakeholders in the sector in provision of agricultural services • Enhance coordination and collaboration amongst relevant stakeholders operating in different sub-sectors of the sector; • Provide clear strategic policy direction to all stakeholders involved in sector issues along the value chain stages • Educate farmers about application of agricultural chemicals and runoff control (see strategies under Water Quality section)
  • 12. ENERGY – SECTOR GOAL To increase the availability of affordable, reliable, sustainable, efficient and modern energy to families and industry in the Shire Basin, in order to improve the livelihoods of Shire River Basin families and to contribute to economic growth in Malawi

ENERGY – STRATEGIES • To improve operation of Shire River hydropower stations: – Improve the control and management of water borne trash at the intakes to the Nkula, Tedzani and Kapachira hydropower stations and so minimise interruptions to power generation at these stations due to weed and trash build up at the intake screens – Improve the control of siltation at the headponds of the Nkula, Tedzani and Kapachira hydropower stations and so minimise interruptions to flow requirements and damage to turbine moving parts

ENERGY – STRATEGIES • To develop alternative energy sources: – Develop new sources away from the Shire River to extend Malawi’s generating capacity and so minimise interruptions to the availability of electricity arising from unreliability and outages at the Shire based hydropower stations – Investigate and develop new and alternative sources of electricity generation – such as coal and grid interconnections with neighbouring countries - thus reducing the Malawi’s dependency on hydropower

ENERGY – STRATEGIES • To promote development of renewable energy sources: – Support and encourage the participation of Independent Power Producers in Malawi’s energy sector for development of renewable and other energy sources – Support and encourage the development of renewable energy sources such as solar, wind and mini-hydro, thus reducing the reliance on hydropower

ENERGY – STRATEGIES • To accelerate rural electrification programs: – Increase the introduction of affordable grid and non- grid electricity supplies, thus increasing the opportunity for access to electricity by rural communities in the Shire River Basin – Through awareness campaigns and particularly by increasing access to alternative sources, encourage households to move away from the use of environmentally damaging biomass (firewood and charcoal) for household cooking

Water Resources Management, Water Supply and Sanitation – Sector Goal To improve water resources management, supply of safe water, and provision of adequate sanitation to all people in urban and rural areas of the Shire River Basin for domestic, industrial, and service needs to increase their standard of living
