- Hi everyone, my name is Nathan Lindquist and I am the Planning Director for the City of Rifle, Colorado. To orient you on where I am, Rifle is a community of 9,300 people on the Western Slope of Colorado about an hour down the Colorado River from resort areas like Aspen and Vail. Today I want to talk about the experience that Rifle has had with designing an active built environment, what that is, and why that’s important to the community’s health as well as our economy and quality of life. Then I’ll talk some about what Rifle is doing with the help of our state and federal partners, creating a Downtown Strategic Plan to spur development that is supportive of healthy lifestyles, and share the lessons we’ve learned through that process.
- Rifle’s economy changed dramatically in the late 70s as the shale oil boom occurred. The boom led to explosive growth in the town, thousands of people suddenly needed housing. New development started at a very high rate to meet the demand—houses and apartments were thrown up anywhere as soon as they could be built. But the boom proved to be shortlived.
