A Look at the Philadelphia Bar Association's Public Programs
Since 2006, Ambler, Pennsylvania-based attorney Brad Rostolsky has served as a partner in charge of the HIPAA and Health Privacy and Security Practice at Reed Smith, LLP. In his work, he advises a range of clients, including hospitals, pharmacies, medical practices, and long-term care facilities. To complement his day-to-day professional activities, Brad Rostolsky maintains membership in the Philadelphia Bar Association.
In addition to providing a number of professional development programs for practicing attorneys, the Philadelphia Bar Association oversees various programs and activities for the public. These include its Lawyer Referral Information Service (LRIS), LegalLine P.M., and People's Law School.
LRIS has been helping clients find qualified attorneys for over seven decades. The referral service is offered free of charge and made available to clients seeking assistance with a wide range of legal matters. Attorneys are available in over 160 areas of law, and an initial consultation of up to 30 minutes with an LRIS lawyer is provided for the low fee of $35.
Pennsylvania residents seeking legal advice can also turn to the Philadelphia Bar Association's LegalLine P.M. Sponsored by the group's Young Lawyers Division, the advice call-in program provides free legal guidance every third Wednesday of the month from 5:00 p.m. to 8:00 p.m. EST. The program is supported by Philadelphia attorneys, and advice is offered in both English and Spanish.
Also sponsored by the Young Lawyer's Division, the People's Law School is a six-week course providing adult legal education for a nominal fee. Participants have the opportunity to hear from practicing attorneys, law school professors, and other legal professionals discussing topics in practice areas such as bankruptcy law, workers' compensation law, and consumer fraud law.

This report explores the significance of border towns and spaces for strengthening responses to young people on the move. In particular it explores the linkages of young people to local service centres with the aim of further developing service, protection, and support strategies for migrant children in border areas across the region. The report is based on a small-scale fieldwork study in the border towns of Chipata and Katete in Zambia conducted in July 2023. Border towns and spaces provide a rich source of information about issues related to the informal or irregular movement of young people across borders, including smuggling and trafficking. They can help build a picture of the nature and scope of the type of movement young migrants undertake and also the forms of protection available to them. Border towns and spaces also provide a lens through which we can better understand the vulnerabilities of young people on the move and, critically, the strategies they use to navigate challenges and access support.
The findings in this report highlight some of the key factors shaping the experiences and vulnerabilities of young people on the move – particularly their proximity to border spaces and how this affects the risks that they face. The report describes strategies that young people on the move employ to remain below the radar of visibility to state and non-state actors due to fear of arrest, detention, and deportation while also trying to keep themselves safe and access support in border towns. These strategies of (in)visibility provide a way to protect themselves yet at the same time also heighten some of the risks young people face as their vulnerabilities are not always recognised by those who could offer support.
In this report we show that the realities and challenges of life and migration in this region and in Zambia need to be better understood for support to be strengthened and tuned to meet the specific needs of young people on the move. This includes understanding the role of state and non-state stakeholders, the impact of laws and policies and, critically, the experiences of the young people themselves. We provide recommendations for immediate action, recommendations for programming to support young people on the move in the two towns that would reduce risk for young people in this area, and recommendations for longer term policy advocacy.

- 2. INTRODUCTION Randy Steinberg, a strategic communications expert with more than 15 years of public relations experience, is a principal at The Valence Group, Inc., in Los Angeles. An involved member of his community, Randy Steinberg dedicates his time and resources to several worthy causes, including the Los Angeles County Bar Association’s (LACBA) Immigration Legal Assistance Project. The Immigration Legal Assistance Project provides low- cost legal aid and counseling to individuals facing immigration issues. Each year, the Project helps nearly 7,500 people with immigration and naturalization forms, lost green cards, travel permits, and family petitions, among other matters.
