IN THE PHILIPPINES

the government to resolve
housing problems.
Factors Affecting Housing Needs:
The first step in buying a home is
knowing what type of housing best
suits your family needs. Housing needs
vary according to life stages, or your
perception of what you need in a
house.
1. Climate
- can vary from warm to
cold and from dry to humid
2. Location
- the specific placement of
a home
3. Cost
- cost is a crucial factor in
housing needs for almost
to everyone
4. Taste
- this is the sense of what is
fitting, harmonious, or
beautiful
5. Lifestyle
- when selecting a home,
one needs to consider the
lifestyle of all family
members

Housing Situation in the Philippines:
A. Homelessness
- data from the statistics office showed that about 4.5
million of Filipinos are homeless
- in 2017, more than 1.5 million families are considered
informal settlers by the National Housing Authority (NHA) and the
National Economic Development Authority (NEDA)
B. Housing Deficit and Backlog
- housing deficit and backlog has been an issue in the
government for several years now
- the target number of housing units for government housing
projects had not been met until now
- according to Negros Occidental Representative Francis
Benitez, while housing production in the Duterte administration
has been the highest historically from 1970s, the annual target to
get housing assistance is still short by a little over 300,000
- the longer it will take for an administration to address
deficits, the more the next administration needs to work on
Reasons Behind the Housing Problem
1. Migration of People from Rural
to Urban Areas
As more and more people
also move to the cities, as
land values increase, it
becomes more costly to
build homes.
Rural to Urban Migration
Ever notice how a considerable number of the homeless
population lives in cities?
- there’s a notion some Filipinos have that living in urban
areas means having a better life instead of living in rural areas (for
finding jobs or leaving disaster-prone regions)
- this increase in housing demand, in turn, leads to a rise in
land value and higher housing prices
- the demand for inaccessible housing and income problems
then lead to more informal settlers
Reasons why relocated Filipino families under the socialized
housing program leave these homes and return to the cities:
1. lack of focus on sustainability
2. Lack of new job opportunities
3. poor location choices
2. Robust Population Growth
3. Poverty Due to Unemployment
4. Industrialization
5. Minimum Wage of Filipinos
6. Government Bureaucracy
Government Bureaucracy
- another issue that worsens the housing problem in the
country is red tape, which is excessive bureaucracy in public offices,
in this case, the government
- the difficulties and delays in getting permits prevent housing
projects from easily pushing through
373 documents
150 signatures
80 persons
30 offices (national and local)
7. Climatic Conditions
Climatic Conditions
- natural disasters also affect a lot of Filipinos
- the Philippines is hit by an average of 20 annual typhoons
- seismic and volcanic activities also hit the country every
once in a while, which is one factor in destroying lives, disrupting
livelihood, and losing houses
- this prevalence of disasters is yet another factor of having
people displaced and left homeless
- for some, it would take many months or even years before
they can rebuild their lost houses and livelihood
What Can Be Done?
1. Address Government Policies and Red Tape
- omitting this barrier can potentially improve the rate
of creating housing projects and decrease the cost of
purchasing houses
- the government can also lower the interest rates for
socialized housing to help address the housing deficit and
decrease backlogs
2. Require or Encourage Responsibility for
Developers
- the government can require or encourage real
estate developers to create affordable houses or do
housing projects for the underprivileged and marginalized
- encourage developers to venture into providing
affordable housing options
3. Improve Socialized Housing and Housing for the
Poor Projects
- lowering the interest rates for socialized housing
- focusing more on the sustainability of these housing
and relocation projects (livelihood, job opportunities,
other necessities, and easy access to specific infrastructures
like groceries, hospitals/clinics, churches, etc.)
4. Address Other Poverty-Related Concerns
- the most significant solution is to address the
issues surrounding the poverty rate in the country
- helping the homeless population is not at all just
about building houses
- it’s undeniable that poverty and homelessness are linked
to each other, so addressing one entails the need to address
the other
- ensure that development does not just occur in urban
areas but is equally done in rural areas
- providing enough job opportunities, having equal wages
regardless of location, and having well-built and
maintained housing in rural areas
Hopefully, however, by implementing new
policies and creating projects that focus
on addressing the Filipino people’s needs first,
the issue surrounding housing poverty
can eventually be eliminated.
