A Message from Our President
As we look back on 2021, we were faced with many challenges and opportunities.
COVID-19 continued to dominate our mind, but we have been resourceful in our efforts
to work together to serve our community and membership.
During 2021, the Treasure Coast Florida Chapter of NFBPA was re-established to bring us
together to uplift, inspire, support, and encourage each other. In the short period of time,
we have done some amazing things starting with our Professional Development Series,
Networking Event, Community Events and Toy Give-Away.
As we move forward into 2022, I will be encouraging each of you to continue to path of growth and
accountability. We must work together and hold each other accountable in achieving our individual and
professional goals. We are stronger together, and I hope that you are encouraged about your chapter and
things that we are trying to accomplish with NFBPA.
I look forward to everyone’s continued involvement our next year.

Crystal Morris is the founder and CEO of One Caring Adult, Inc. She was recognized by the St. Lucie County
Board of County Commissioners for the work that her organization does to educate agencies and the community on
the effects of unconscious bias and its impact on our everyday life. She uses her trauma-informed approaches to
educate agencies on the lifelong impact of unconscious bias and the intergenerational transmission of trauma. Her
work emphasizes the need for deeper inclusion and cultural humility which yields greater results when done with
transformational leadership.

November 13, 2021, the Treasure Coast Food Bank and the City of Fort Pierce partnered in a
“Drive Thru” Mobile Pantry Holiday Meal Distribution where they distributed holiday meal
boxes to local residents at the Percy Peek Gym in Fort Pierce. Volunteers and Coordinators
including NFBPA Treasure Coast Members. Audria Moorewells joined with Treasure Coast Food
Bank to spearhead this effort. Commissioner Curtis Johnson, City Manager Nick Mimms,
Community Engagement Chair, Sarah Smith helped in the meal distribution, the coordination,
and the support of neighbors in need.
Thank you NFBPA Members for giving of your time and support to such a worthwhile cause.
On November 9, 2021, NFBPA Treasure Coast members Commissioner Curtis Johnson and City
Manager Nick Mimms participated in a Groundbreaking Ceremony in Fort Pierce for a new
affordable housing development – Blue Sky Landing. Blue Sky Landing is a 164-unit
apartment community being built at McNeil Road and Portofino Landings Boulevard. St. Lucie
County leased the nine-acre property to Tampa-based developer Blue Sky Communities. Blue
Sky inspires positive change in communities across Florida through high-quality workforce
housing development.

On October 4-6, 2021, NFBPA Member, Crystal Morris, facilitated Trauma
Aware Educators workshops. NFBPA Member Caleta Scott, joined for the
Yoga practice on October 6th.
“This is a program I offer to educators to build culturally responsive
classrooms. Educators learn the importance of viewing their scholar’s
behavior as a clue to be investigate and understand, not punished or
extinguished. In order to adopt that mindset shift, educators have to
understand the lens they look through and become aware of what classroom
triggers they have. Once aware of their emotional state, they can employ
taught strategies to model resilience practices and connect more
meaningfully with scholars to gain their desired outcomes. I saw an
opportunity to create a multisensory experience and invited Caleta to
introduce her Yoga practice to educators to ground them in their learning as
well as teach ways to incorporate the practice in their personal lives and
classrooms.
Trauma informed classrooms have been showed to increase school wide
culture, classroom engagement and relationships, student achievement,
parent engagement, community involvement, while decreasing teacher
burnout, challenging student behavior, student suspensions/expulsions, etc.
I am available to offer this workshop to school districts in 2022 and Caleta
has been gracious enough to agree to supporting this continued effort.”

On October 27, 2021, Chapter President, Alphonso Jefferson, Jr. gave an
informative presentation to Public Administration students at Indian
River State College on the history, core values, and membership benefits
of NFBPA - National Forum for Black Public Administrators. He also
shared his trajectory into public administration and highlighted the
critical need to develop and strengthen partnerships and collaborative
efforts with local organizations for the betterment of our community and
abroad.
Special thanks to Dr. John Donohue, Ph.D., Associate Professor and
Department Chair for the Public Administration Program at Indian River
State College, for coordinating this student outreach.
On November 17, 2021, Treasure Coast Members demonstrated their
support for the Haitian American Chambers of Commerce–Treasure
Coast at a Meet and Greet at the Port St. Lucie Community Center.
Special Guest Speaker and NFBPA Treasure Coast 1st Vice President and
Economic Development Administrator with the City of Port St. Lucie, Elijah
Wooten spoke with HACCoF attendees, business and landowners on the
partnership forged between the city of Port St. Lucie and HACCoF, and the
plans to support small business programs and business development
within the local communities. Other special guests include City Mayor
Shannon Martin and St. Lucie County Commissioner Sean Mitchell along
with members of St. Lucie County Law Enforcement. Thank you NFBPA
Members for giving of your time and support to such a worthwhile cause.

Dr. Michael A. Cadore Sr. is a community leader with
more than three decades of experience in education,
public safety, civic and community engagement, and
mentoring. He currently serves as the Associate Provost
for Eastern Florida State College and adjunct instructor.
In November 2019, he retired from the Rockledge Police
Department and now serves his city as Rockledge city
councilman.
Mr. Cadore holds a master’s degree in Management
and Leadership from Webster University and a Bachelor
of Science Degree in Corrections & Administration of
Justice from Eastern Kentucky University. He Is currently a
Doctoral of Education student at Capella University.
As founder and President of Magnus Solutions
Incorporated, his company provides consulting,
mentoring, life skills coaching, community service
opportunities, leadership and business workshops as well
as inspirational messages.

Dr. Keith A. Clinkscale is a recognized Lean Six Sigma Black Belt
& Operational Excellence Executive known for establishing
best-in-class strategic performance management programs.
Keith Clinkscale demonstrates a combination of broad industry
experiences, performance management acumen and a history
of results-oriented management consulting to drive significant
improvement and cost savings. As a seasoned Industry Executive
and Management Consultant, Keith built a reputation of
excellence in all areas of operations.
His skillset includes over 30 years of Executive Coaching, Training
and Content Design, Process Improvement, Benchmarking, Total
Quality Management, Balanced Scorecards, Business Process
Re-engineering, Strategic Planning, and High Performance Teams.
Keith started as a young engineer in Boston, eventually joined PRTM
Consulting (now PWC) and later PA Consulting. Keith’s experience
and sensitivity to customer concerns has always enabled him
to provide a high level of service, whether in industry or as a
consultant.
Keith has a B.S. in Electrical Engineering from Boston University and
a PH.D in Strategic Leadership from Concordia College & University.
He is now the Director of Strategic Planning and Performance
Management for Palm Beach County and supervises all activities
related to the long-term strategic plan of Palm Beach County
as well as the strategic planning of over 30 county departments.
Keith is responsible for assisting the Board of County Commissioners
(BCC), Executive Team, Department Directors, and staff with
the development of long-term goals, objectives, strategies, and
actions. Keith is the creator of the award-winning Strategic Cross
Department Teams at Palm Beach County. Keith is a Life Member
of Kappa Alpha Psi, Fraternity Inc. and is a founder of the National
Society of Black Engineers (NSBE) Professionals and was the very first
Member of the Year and Chapter of the Year for the Professionals
extension of infamous student-lead organization.
