During my summer internship at Georgia Equality, one of my key projects was the power mapping of 20 Senate and House members of the Georgia Judiciary Committee, which aimed to find points of influence that could sway a legislator's vote on a proposed nondiscrimination comprehensive civil rights bill. I presented this project at the 2017 Undergraduate Conference on Health & Society in November.

Should Congress Pass the FIRST STEP Act to
Reform the Nation’s Prison and Sentencing Laws?

United States Representative, Virginia, Republican
Representative Goodlatte, of the Sixth District of Virginia, was first elected to the U.S.
House of Representatives in 1992. He was the District Director for then-Representa-
tive Caldwell Butler (VA-R) from 1977 to 1979 and a practicing attorney from 1979 to
1992. He chairs the Judiciary Committee and also sits on the Agriculture Committee.
The following is from the May 22, 2018, House floor debate on H.R. 5682, the FIRST
STEP (Formerly Incarcerated Reenter Society Transformed Safely Transitioning Every
Person) Act.
I rise in strong support of H.R. 5682, the FIRST STEP Act. The bipartisan bill before us
is a meaningful, historic criminal justice reform measure. The FIRST STEP Act places
a new focus on rehabilitation.
While we recognize criminal behavior needs to be punished and criminals need
to be incarcerated, we must also acknowledge that our prison population needs to be
rehabilitated to the greatest extent practicable.
The bill establishes a risk and needs assessment as the basis of both an effective
recidivism reduction program and an efficient and effective Federal prison system. The
FIRST STEP Act will incentivize prisoners to participate in evidence-based recidivism
reduction programs, productive activities, and jobs that will actually reduce their risk
of recidivism.
We know that over 90 percent of all prisoners within the Bureau of Prisons will be
released someday. That is an indisputable fact. We also know that without programming
and intervention, which can train prisoners to be better citizens, not better criminals,
prisoners are more likely to recidivate.
Rather than allowing the cycle of crime to continue, this legislation takes a practical,
intelligent approach to rehabilitation. By using a focused approach for each prisoner, we
can lower the risk of recidivism. That is what H.R. 5682 does. Fewer recidivists means
fewer prisoners in the future. It means greater savings to the American taxpayer. More
importantly, it means safer communities, fewer crimes, and, of course, fewer victims.
It also means greater opportunities for people once they leave prison.
This bill is important because when prisoners who have received intervention and
rehabilitation are released, they are less likely to commit crimes. When that happens,
our streets are safer and innocent civilians are less likely to be victimized. Rehabilitated
prisoners are more likely to leave the life of crime behind, become productive members
of society, and contribute to their c.

I wonder if they are including part-time or just full-time and whether they are comparing the exact same job, education, and experience or lumping everything together. Forces shaping the implementation of the Act
Today, ladies make up about half the portion of the U.S. labor force and more ladies than any time in recent history are the providers in their families. More ladies are likewise working in positions and fields that have been customarily possessed by men. However in 2015, the normal lady working all day all year in the United States earned just 80 percent of what the run of the mill man earned working all day all year. The compensation crevice is much more prominent for African American and Latina ladies, with African American ladies gaining 63 pennies and Latina ladies acquiring 54 pennies for each dollar earned by a white non-Hispanic man. The gender wage gap keeps on being an undeniable and determined issue that proceeds to dupe American ladies and their families (National Research Council, 2011).
Secondly, disparities in the wages earned for the two genders was found to infringe on the rights of the employees and their economic rights. Unfair wages to women depress their income and consequently their living standards. The employees are forced sub-standard healthcare services and live in houses that are very uncomfortable. To the organization, denial of equal pay hinders optimum utilization of labor. Workers in such discrimination industries feel unappreciated and even worse not paid that which they deserve. They, therefore, limit their input at work thus affecting production and efficiency. The segregation of women to Pink Color jobs is the leading cause of labor disputed in organization. The representation of their grievances and with consideration of the negative impacts all fueled the legislation of the Equal Pay Act.
Theories of Politics
National elites empower organizations to implement policies efficient for the realization of equal pay. Elite bargaining is a political strategy for implementing policies where the two bodies negotiate on policies to attain a middle ground for favorable implementation. National elites and economic organizations work in coordination to support the legislation and implementation the Equal Pay Act as this was also a matter of national concern. Rational choice also had a part to play in the formulation and implementation of the policy. The rational policy stands to ensure that a logical and reasonable policy and providences are reached at. Ideally, a policy such as the Equal Act policy should aim at striking harmony in the wages of the labor force without a.

Georgia State Congress
The Congress of State of Georgia is one of the most important agencies that come in handy in the formulation of different social and political policies (Akbulut-Bailey, 2011). The Congress has a library that houses millions of print media. With the digital collection of the manuscripts, government documents and an array of books, it is easy to get the relevant information that is needed for the implementation of the program. Georgia Supreme Court
Although the Georgia Supreme Court may be directly or indirectly involved in the local implementation of the program, it is important to note that its presence cannot be ignored. For a number of years, the court has decided a number of legal cases that have had far-reaching ramifications; both legal and social (Akbulut-Bailey, 2011). It is therefore, prudent that necessary information is assessed in the implementation process.
Local administrators
There are a number of public administrators within the state of Georgia. Most of these public servants are entrusted with the role of public agency management. This means that before implementation of any public or private policy programs within the city, they have to be involved.
Population
It is paramount to understand the demographics of Georgia State before undertaking the implementation of the policy program at hand. It is one of the most populous states in the US with an estimated population of ten million people (as per the 2015 census) (Annual Estimates of the Resident Population, 2015). Given that the state has one of the largest number of illegal immigrants, it is therefore important that the program implementation takes this into account. Community involved
In terms of racial composition, the whites accounts for around 60% of the total population. Blacks account for around 35% while the Asians account for 5% with the rest of composition being taken by the natives (Annual Estimates of the Resident Population, 2015). ABSTRACT
Support for legalization of marijuana has increased over the past several years. While studies have
examined correlates of favoring marijuana legalization, less attention has been placed on those
who are unsure about legalization, despite the potentially important role of this group as states
vote on legalization in upcoming elections. Using data from a statewide sample of adults in
Michigan, this study examined whether those who support, oppose, or are unsure about legaliza-
tion differed based on demographics, marijuana use, and perceived risk associated with marijuana
use. Those who were older and perceived marijuana use to pose a greater risk had lower odds of
being unsure about legalization (relative to opposing legalization); those who were politically left
of center or centrist and those who reported lifetime marijuana use had higher odds of being
unsure about legalization. Older respondents, women, and those who perceived marijuana use to
be risky had lower odds of supporting legalization; those who were politically left of center or
centrist, and those who reported recent or lifetime marijuana use had higher odds of supporting
legalization. Better understanding correlates of being unsure about marijuana legalization may
help inform political and prevention efforts as states continue to vote on these issues.

Introduction
Although marijuana is illegal under federal United States
(US) drug policy, state and local marijuana policies have
shifted dramatically over the past two decades (Millhorn
et al. 2009; Nielsen 2010). As of November 2018, 33 states
have legalized medical marijuana use and 13 states, as well
as several local jurisdictions, have decriminalized mari-
juana possession. Additionally, 10 states and the District
of Columbia have legalized recreational marijuana use for
adults over 21 years of age. Michigan became the first
Midwestern state to legalize recreational marijuana when
56% of its voters approved a November 2018 ballot mea-
sure. Other states are expected to vote on medical mar-
ijuana, marijuana decriminalization and recreational
legalization initiatives in future elections (Caulkins,
Kilmer, and Kleiman 2016). As of early 2018, medical
marijuana is supported by an overwhelming majority of
Americans (>90%) (Quinnipiac University/Poll 2018), and

Social justice focuses on the principle of equality which works to protect the rights, freedoms, and opportunities of individuals (Bent-Goodley & Gary Hopps, 2017). However, it is not only enough to acknowledge that inequalities exist. Rather, also encourages or implements initiatives that level the playing field for disadvantaged communities so that all have an equal chance of experiencing a just society(Bent-Goodley & Gary Hopps, 2017; Segal & Wagaman, 2017). An example of social justice is the Family and Community Support Services (FCSS) which is an organization that provides preventative social programs and services that help people improve their quality of life and enhance their capacity to deal with crisis situations. This organization services both Camrose and surrounding districts and this is a picture of the building here in my city. Contrary to the Social Work ideology of a just environment for all, injustices, disadvantages, and inequalities still persist in modern-day society, so initiatives that acknowledge and navigate these injustices are essential to these individuals. As a result, organizations such as the Camrose and District FCSS play an essential role in social justice. They provide information packets and other resources to educate the public about human rights and run a myriad of social programs and services that provide assistance, advice, and solutions to individual needs.
The principle of economic justice posits that a fairer economy equates to a more successful one and that opportunities should be created for all, regardless of their race, religion, age, etc. The Alberta 7 Cities on Housing and Homelessness is an organization that liaises with the federal government to improve the community’s response towards improving and reducing homelessness. This year, a nationally coordinated point-in-time homeless count took place on September 27th and consisted of trained individuals collecting information on the number of people experiencing homelessness and other demographics. Pictured here is one of the tent camps at the Civic Centre Park. These types of initiatives are one of many steps needed in understanding the community's needs towards implementing relevant laws that can one day end achieve the ultimate goal of ending homelessness and achieving economic justice in our communities.
Environmental justice centers around equality when implementing and enforcing environmental laws, regulations, and restrictions. Special consideration of poor and marginalized communities which are more at risk of adverse environmental conditions. This is largely due to the disproportionate allocation of land wherein overexploited, underdeveloped, and poorer people generally inhabit undesirable lands as a result of socio-economic restrictions while such exploited resources and more favorable lands are enjoye.

If I was to define Public Policy, I would describe it as a group of political officials coming together to collaborate and make decisions are certain topics that effect the community. These decisions will ultimately aid in resolving current issues while avoiding replica's of the past with choices that did not fair well with the community (Rushefsky, 2013;2014;). These decisions should be made with the people's interests at heart and the desire to progress as a community. While these decisions are ultimately made by the council, I do believe that the public should have an influential impact on these decisions.
As far as Public Policies that have impacted myself and family the most in my small town of Beaufort, SC; I would definitely have to say the every day road construction. The city has agreed to include new traffic lights & circles among the town and in doing so, multiple lanes have been blocked and traffic flow is pretty grueling come five' O clock (Communications & Accountability Dept., 2018). I understand the purpose of this construction as to improve the over all quality for our community once finished, BUT the timeline for these changes is quite lengthy. I don't believe that I have lived in Beaufort, where there has not been some type of road construction or brief road closures. I believe that these changes were made as Beaufort is an ever growing community. As time has passed, our town has brought in more franchise businesses among our "mom & pop" businesses that used to flourish in this town. Some of them still do, but with two Marine Corps bases in the area like Parris Island, SC; we often have many families traveling to us every other week for their Marine's graduation and this brings even more traffic flow among the regulars in town. I surely hope that their road construction plan will be of great benefit in the future, but as is it seems like we are more backed up than ever before. It is an adjustment to say the least.
In regard to national policies that effect my family and I, I can't think of one that is specific to my family, but I do know that this act will effect my daughter when she begins school. This act is the "Children's Internet Protection Act" which ensures that schools are placing protection and blocks on their school computers to prevent children from being exposed to issues of an inappropriate nature on the internet (Federal Communications Commission, 2018). Its one thing to be able to monitor the activity that your child see's at home on your personal electronics. That can be easily prevented if you understand how to place appropriate blocks, but when you're children have to be away from you to learn, you want to know that they are in a safe environment where their minds and hearts will be protected at all times. Lobbying and Engagement with policy makers in Guyana (Training slides)
In March 2017, the National Coordinating Coalition (http://nccgy.org ) hosted a session for their members on lobbying and engagement of policy makers. The NCC had developed a comprehensive advocacy plan and the members are working on engaging with policy makers.
The slides and the case studies which were used during the session are shared for use. These slides would be most appropriate for Guyana, and not for countries where lobbying is a critical part of the political culture.
I would recommend that any trainer could use other case studies to show how lobbying works.
In addition, there would be videos which are specific to the culture or country to help to demonstrate lobbying. Please feel free to contact me if any other information is needed.

Forces shaping the implementation of the Act
Today, ladies make up about half the portion of the U.S. labor force and more ladies than any time in recent history are the providers in their families. More ladies are likewise working in positions and fields that have been customarily possessed by men. However in 2015, the normal lady working all day all year in the United States earned just 80 percent of what the run of the mill man earned working all day all year. The compensation crevice is much more prominent for African American and Latina ladies, with African American ladies gaining 63 pennies and Latina ladies acquiring 54 pennies for each dollar earned by a white non-Hispanic man. The gender wage gap keeps on being an undeniable and determined issue that proceeds to dupe American ladies and their families (National Research Council, 2011).
Secondly, disparities in the wages earned for the two genders was found to infringe on the rights of the employees and their economic rights. Unfair wages to women depress their income and consequently their living standards. The employees are forced sub-standard healthcare services and live in houses that are very uncomfortable. To the organization, denial of equal pay hinders optimum utilization of labor. Workers in such discrimination industries feel unappreciated and even worse not paid that which they deserve. They, therefore, limit their input at work thus affecting production and efficiency. The segregation of women to Pink Color jobs is the leading cause of labor disputed in organization. The representation of their grievances and with consideration of the negative impacts all fueled the legislation of the Equal Pay Act.
Theories of Politics
National elites empower organizations to implement policies efficient for the realization of equal pay. Elite bargaining is a political strategy for implementing policies where the two bodies negotiate on policies to attain a middle ground for favorable implementation. National elites and economic organizations work in coordination to support the legislation and implementation the Equal Pay Act as this was also a matter of national concern. Rational choice also had a part to play in the formulation and implementation of the policy. The rational policy stands to ensure that a logical and reasonable policy and providences are reached at. Ideally, a policy such as the Equal Act policy should aim at striking harmony in the wages of the labor force without a.

Georgia State Congress
The Congress of State of Georgia is one of the most important agencies that come in handy in the formulation of different social and political policies (Akbulut-Bailey, 2011). The Congress has a library that houses millions of print media. With the digital collection of the manuscripts, government documents and an array of books, it is easy to get the relevant information that is needed for the implementation of the program. Georgia Supreme Court
Although the Georgia Supreme Court may be directly or indirectly involved in the local implementation of the program, it is important to note that its presence cannot be ignored. For a number of years, the court has decided a number of legal cases that have had far-reaching ramifications; both legal and social (Akbulut-Bailey, 2011). It is therefore, prudent that necessary information is assessed in the implementation process.
Local administrators
There are a number of public administrators within the state of Georgia. Most of these public servants are entrusted with the role of public agency management. This means that before implementation of any public or private policy programs within the city, they have to be involved.
Population
It is paramount to understand the demographics of Georgia State before undertaking the implementation of the policy program at hand. It is one of the most populous states in the US with an estimated population of ten million people (as per the 2015 census) (Annual Estimates of the Resident Population, 2015). Given that the state has one of the largest number of illegal immigrants, it is therefore important that the program implementation takes this into account. In terms of racial composition, the whites accounts for around 60% of the total population. ABSTRACT
Support for legalization of marijuana has increased over the past several years. While studies have
examined correlates of favoring marijuana legalization, less attention has been placed on those
who are unsure about legalization, despite the potentially important role of this group as states
vote on legalization in upcoming elections. Using data from a statewide sample of adults in
Michigan, this study examined whether those who support, oppose, or are unsure about legaliza-
tion differed based on demographics, marijuana use, and perceived risk associated with marijuana
use. Those who were older and perceived marijuana use to pose a greater risk had lower odds of
being unsure about legalization (relative to opposing legalization); those who were politically left
of center or centrist and those who reported lifetime marijuana use had higher odds of being
unsure about legalization. Older respondents, women, and those who perceived marijuana use to
be risky had lower odds of supporting legalization; those who were politically left of center or
centrist, and those who reported recent or lifetime marijuana use had higher odds of supporting
legalization. Better understanding correlates of being unsure about marijuana legalization may
help inform political and prevention efforts as states continue to vote on these issues.

Introduction
Although marijuana is illegal under federal United States
(US) drug policy, state and local marijuana policies have
shifted dramatically over the past two decades (Millhorn
et al. 2009; Nielsen 2010). As of November 2018, 33 states
have legalized medical marijuana use and 13 states, as well
as several local jurisdictions, have decriminalized mari-
juana possession. Additionally, 10 states and the District
of Columbia have legalized recreational marijuana use for
adults over 21 years of age. Michigan became the first
Midwestern state to legalize recreational marijuana when
56% of its voters approved a November 2018 ballot mea-
sure. Other states are expected to vote on medical mar-
ijuana, marijuana decriminalization and recreational
legalization initiatives in future elections (Caulkins,
Kilmer, and Kleiman 2016). As of early 2018, medical
marijuana is supported by an overwhelming majority of

Uniform Guidance 3.0 - The New 2 CFR 200

Russian anarchist and anti-war movement in the third year of full-scale war
Anarchist group ANA Regensburg hosted my online-presentation on 16th of May 2024, in which I discussed tactics of anti-war activism in Russia, and reasons why the anti-war movement has not been able to make an impact to change the course of events yet. Cases of anarchists repressed for anti-war activities are presented, as well as strategies of support for political prisoners, and modest successes in supporting their struggles.
