CODE OF CONDUCT TAKEN FROM UNFCCC
• UN meetings operate on the principles openness, transparency and inclusiveness, to create an
enabling environment for the participation of a diversity of voices and interests. To ensure that Parties can
conduct their work and a diverse range of stakeholders can participate in the process effectively ,
participants are expected to adhere to a number of rules as set out below.
• Code of Conduct to address harassment at UNFCCC conferences, meetings and events (reporting a
complaint within the code of conduct).
• Guidelines for the participation of representatives of non-governmental organizations at
meetings of the bodies of the United Nations Framework Convention on Climate Change.
• Use of cameras and audio/video recording devices by participants at sessions of the United Nations
Framework Convention on Climate Change and other meetings and workshops.
• UN Security guidelines related to media actions, distribution of publicity materials, and use of UN
emblem at the UNFCCC conferences .
• UN Administrative instruction on Authority of United Nations security officers
Practical information from
The Convergence
• WhatsApp calls do not work within Dubai on a local SIM
card - only with foreign networks. WhatsApp group chats
however work fine.
• Plug G for UAE – this is the UK plug
• FaceTime and regular calls work as normal.
• Traffic in Dubai is very heavy, allocate adequate time
between destinations.
• Metro is facilitated between COP28 venue and main
hotel zones within Dubai.
• Metro is only complementary for Blue Zone pass
holders, all others will have to obtain a loadable NOL
card.
• Car rentals are available in Dubai for ~200$/week. Not all
countries licenses are accepted by rental companies, be
sure to inquire beforehand.
• Uber and Lyft are available in Dubai.
Practical Information Continued
• The Dubai Expo City Green Zone is only open to Blue
Zone delegates
• When choosing accommodation, ensure that adequate
transport is available.
• The Accommodation Portal is offered by COP28 UAE to
facilitate the process of finding convenient and
affordable accommodation that are accessible to the
Expo City
• Posting videos online that could be considered
offensive or defamatory to individuals or groups can
lead to legal action
• Euro – Dire 1-4.07 USD – Dir 1- 3.67
• The majority of stores accept credit cards
• Always carry a doctor’s prescription for any
medications you are bringing into the country and if in
doubt, check with the UAE consulate or your embassy.
• Business Facilities - There will be two computer centres
within the Blue Zone strategically located near meeting
rooms. While a digital-first approach will be
encouraged, printing services will be provided where
necessary.

Blue Zone
• Expo City Dubai is one of the largest and most innovative conferences
centers in the Middle East and Africa. The Expo City can be reached by
around an hour from Dubai International Airport
• Overall, the conference complex is described as a clean, green, tech-enabled,
human-centric city of the future, it has a variety of flexible conference and
exhibition halls that will form the Blue Zone for COP28.
The Blue Zone is an UNFCCC
managed site
• It is open to accredited party and observer
delegates. It hosts the formal negotiations, as well
as panel discussions, speaking events and cultural
events across the two weeks of the conference. It
is attended by:

• Duly accredited Observers (NGOs, IGOs, UN
Agencies) and Media
• Thematic Arenas - Located in the Blue Zone,
within the Opportunity Petal.
• The four purposefully designed Thematic Arenas,

What is the Green Zone ?
With a growing interest of all stakeholders to
take part in the COPs activities.
The Green Zone is a space managed and
delivered by the COP28 UAE Presidency.
It offers a platform to non-accredited
delegates, including youth groups, civil society,
NGOs, the private sector, and indigenous
groups to have their voices heard, promoting
dialogue and awareness about climate action.

Special Report on Global Warming of 1.5C
• Plan: Within 12 months of joining, explain what
actions will be taken toward achieving both interim
and longer-term pledges, especially in the short- to
medium-term.

What wasn’t achieved in COP27 • Not enough new NDC - not the fulfilment of the $100 billion • Small advancement on climate mitigation • No advance towards phasedown of unabated coal power + phase out of fossil fuel subsidies • only half of companies setting net-zero targets have published robust plans, a similar proportion not saying whether or how they will use offsets to reach their targets • Establish new rules for a global carbon market countries were supposed to work out the details to avoid these types of outcomes, but they didn’t get very far

What happens at a UNFCCC preparatory meeting • Subsidiary Body for Implementation (SBI) - 58 – COP 28 will be SBI 59 Its work has been at the heart of all implementation issues under the Convention, the Kyoto Protocol, and more recently the Paris Agreement. Addressing the treaties and instruments: transparency, mitigation, adaptation, finance, technology and capacity- building, and aims at enhancing the ambition of Parties on all aspects of its agenda. • Subsidiary Body for Scientific and Technological Advice (SBSTA) --58 – COP 28 will be SBI 59 It supports the work of the COP, the CMP and the CMA through the provision of timely information and advice on scientific and technological matters as they relate to the Convention, its Kyoto Protocol and the Paris Agreement. CODE OF CONDUCT TAKEN FROM UNFCCC • UN meetings operate on the principles openness, transparency and inclusiveness, to create an enabling environment for the participation of a diversity of voices and interests. To ensure that Parties can conduct their work and a diverse range of stakeholders can participate in the process effectively , participants are expected to adhere to a number of rules as set out below. • Code of Conduct to address harassment at UNFCCC conferences, meetings and events (reporting a complaint within the code of conduct). • Guidelines for the participation of representatives of non-governmental organizations at meetings of the bodies of the United Nations Framework Convention on Climate Change. • Use of cameras and audio/video recording devices by participants at sessions of the United Nations Framework Convention on Climate Change and other meetings and workshops. • UN Security guidelines related to media actions, distribution of publicity materials, and use of UN emblem at the UNFCCC conferences . • UN Administrative instruction on Authority of United Nations security officers
  • 41. Practical information from The Convergence • WhatsApp calls do not work within Dubai on a local SIM card - only with foreign networks. WhatsApp group chats however work fine. • Plug G for UAE – this is the UK plug • FaceTime and regular calls work as normal. • Traffic in Dubai is very heavy, allocate adequate time between destinations. • Metro is facilitated between COP28 venue and main hotel zones within Dubai. • Metro is only complementary for Blue Zone pass holders, all others will have to obtain a loadable NOL card. • Car rentals are available in Dubai for ~200$/week. Not all countries licenses are accepted by rental companies, be sure to inquire beforehand. • Uber and Lyft are available in Dubai.

Practical Information Continued • The Dubai Expo City Green Zone is only open to Blue Zone delegates • When choosing accommodation, ensure that adequate transport is available. • The Accommodation Portal is offered by COP28 UAE to facilitate the process of finding convenient and affordable accommodation that are accessible to the Expo City • Posting videos online that could be considered offensive or defamatory to individuals or groups can lead to legal action • Euro – Dire 1-4.07 USD – Dir 1- 3.67 • The majority of stores accept credit cards • Always carry a doctor’s prescription for any medications you are bringing into the country and if in doubt, check with the UAE consulate or your embassy. • Business Facilities - There will be two computer centres within the Blue Zone strategically located near meeting rooms. While a digital-first approach will be encouraged, printing services will be provided where necessary.

  • 46. Blue Zone • Expo City Dubai is one of the largest and most innovative conferences centers in the Middle East and Africa. The Expo City can be reached by around an hour from Dubai International Airport • Overall, the conference complex is described as a clean, green, tech-enabled, human-centric city of the future, it has a variety of flexible conference and exhibition halls that will form the Blue Zone for COP28.

Race to Zero • Pledge: Pledge at the head-of-organization level to reach (net) zero GHGs as soon as possible, and by midcentury at the latest, Set an interim target to achieve in the next decade, which reflects maximum effort toward or beyond a fair share of the 50% global reduction in CO2 by 2030 identified in the IPCC Special Report on Global Warming of 1.5C • Plan: Within 12 months of joining, explain what actions will be taken toward achieving both interim and longer-term pledges, especially in the short- to medium-term. • Proceed: Take immediate action toward achieving (net) zero, consistent with delivering interim targets specified. • Publish: Commit to report publicly both progress against interim and long-term targets, as well as the actions being taken, at least annually. To the extent possible, report via platforms that feed into the UNFCCC Global Climate Action Portal.
