This document discusses efforts to develop safer cigarettes through modifying tobacco and reducing tar and toxic compounds. One promising attempt involved adding palladium to tobacco, but this "Epic" brand was withheld from the market due to pressure from tobacco control groups and other companies. Later attempts in the 1970s by government and industry to develop "tobacco substitutes" and ultra-low tar cigarettes also failed commercially.
