concerning flying discs shouldbe investigated by field offices.
Prior to the receipt of these instructions, two instances
were called to the attention of this office concerning flying discs.
One report was received July 7, 1947, the details of which are set
forth in Milwaukee letter to the Bureau dated July 8, 1947, entitled,&#39;
"Flying Discs or Saucers, Miscellaneous, TelephoneCell from Hr.
Fletcher at the Bureau at 8:30 a.m., 7-7-47." Ho investigation was
conducted. concerning this report.
The secondreport was received by this offic t 1:20 p.m.
July11,1947,from who isin_charge of the Civil Air Patrol Wisconsin, an auxiliary of the
Army Air Forces. On that occasion calling from
Black River Falls, Wisconsin, telephonically advisedthis office that
an object in the shapeofa disc, nineteen inches in diameter had been
found July l0, 1947, by one city electrician on the Jackson
Countyfairgrounds, near Black .B.i&#39;v__erFalls, Wisconsin, about 3:30 p.:n.
The disc might be made of a substance smh as cardboard covered. by a
silver airplane dope material. The contraption has a small wooden tail
like a rudder in the back and inside of -the disc is what appears tobe
an BOAphoto-electric cell or tube. Also inside the disc is a little
electric motor with e. shaft running to the center of the disc. it one
endof the shaft is a very small propeller. In
opinion that contraption might possibly have been madeby someJuvenile

Series 19b7, wherein information is set forth pertaining to
flying discs.
There is enclosed with this letter anewspaper
clipping from the "Norfolk Ledger-Dispatch", dated July 9, l9L7.
The.photograph appearing on this clipping is alleged to represent
eflying disc which was observed by BILLY*TURRENTINE, aNorfolk
school boy, who was successful in photographing the object with
his small camera. .
BILLY was interviewed onAugust 8, 19L? by Special"
Agent A!~>a.t whichtime BILLY informedthat th
original negative was given by him to a Mr. BROWNof the Photo
Craftsman Service, who in turn furnished the negative to the
International News Service. BILLY advised that he has an agree-
ment with Mr. BROWN whereby the latter will share equally in any
profits derived&#39;fromthe use of the negative by commercial firms
br newspapers. As of August 8, 19h? BILL! has notreceived any
remuneration for the use of this negative.

He informed that he was sitting on the front porch
of his apartment which is located on the third floor at L10 West
lath Street, Norfolk, Virginia, around noontime on July 8, l?h?.
Hehad reed numerous newspaper articles pertaining to flying discs
and decidedto sit on his front porchin the hopes of seeing one
and attempting to photograph it. On July 8, 19h? BILLY observed
alarge, black object moving rapidly through space proceeding from
the southwest to anortheast direction. He said the blackobject
was followed by two smaller objects which also proceeded in the
same direction. BILLY explained that the objects were moving at
avery fast speed which appeared to him to be much faster than

sented, but admitted that they could have been large balloons. He
indicated that he has observed small, toy balloons flying through
the air, but that definitely these were not the toy type balloons.

mnt and it was necessary that he stoop and look up almost perpen-
dicular in order to obtain the photograph, which accounts for the
porch railing being shom in the newspaper clipping. BILLY pointed
out that theday onwhich he took the picture, the weather was hazy
and somewhat cloudv and there was eslight breeze blowing fromthe
southwest in the general direction of the northeast, which is the _
same direction traveled by the black image which he photographed.
Inasmuch as the Army authorities in the Tidewater Area.
of Virginia are cognizant of the above information, nofurther investi-
gation will be conducted by this office in this matter.

three of uswere driving along some back roads when Isighted astrange
looking object in the sky from eight to ten miles to our front and approx»
imatly 5,000 feet high.
Iimmediatly stopped the jeep for a better look.the object rapidly
came toward us,descending slowly. About a mile away it stopped it&#39;s
horizontal motion but continued aslow oscillating descent, similar to a
descending parachute. Then suddenly itdropped in a spiral motion.

_ On the evening of July9, 19b7, areport was received at the Los
Angeles Office that aso-called "flying disc" had landedin the vicinity of
Redford and Magnolia Streets in North Hollywood, California, the contraption
beingbriefly describedas approximately 30 inches in diameter, all metal, _
disc shaped, and having a radioantenna. It was reported to have burstinto
flames upon landing. At the time of the reportthe discwas being held at
the_Valley Fire Department in Van Nays,California.
SA*went to the fire department immediatelyat
which timeit was found that anumber of people had gathered including news-
paper reporters and photo sphere who were taking pictures of the disc.
Battalion FireEhief advised Agent thatat approxima7L10:39 P.M., an unknownwoman called on the telephone and exoitedly reported:v I -
that the disc had dropped into her garden where it beganto flame, her
residence being located at 11858 Magnolia Boulevard, North Hollywood. A- _
fire department truck was sent there and put out the flaming object with the
fire hose,after which theobject wastaken to the fire station. SA-
thereafter arranged to transport the disc to the office.
The device is briefly described as consisting of two convexsteel
discs approximately 2feet in diameter, fusedtogether at the outer edge
and fastened together in the center ny a hollow cylindrical connection. A
vertical galvanized iron fin was screwed to the top of the disc, and a short
length of pipe closed at one end ran from the outer circumference into the
interior of the contraption. What appeared to be aradio tube was installed
in the center of the top side. The contraption had atotal weight of
approximately 20 pounds.
At the BureauOffice aseries of photographs were taken of the
device from various positions, and aset of thesephotographs are being-
forwarded herewith for the Bureau&#39;s inspectionand information.
The "flying disc" 1;: shereafter turned over to Major
_ A.C., G-2,dIg5rt ilachur,San Pedro, California,who subseque&#3ly reported that the; _ject&#39;w§ definitely&#39;ahoax and under no circumstances
could haveflown underits/gin power.

the North Hollywood Service Station eating at which time there was
considerable talk about the flying disc having beenfound in the vicinity.
A numberof what appearedto be younghigh school students were present
andwerehavingquitealaughabouttheexcitementcausedbythefindingL70of the disc. Qtated that he received a definite impression that
these youngstudents either had themselvesor knewof someonewhohadbeen .
workingfor the past twoweeksmakingthis "flying disc". was
unable to furnish the namesof anyof these young men but identified one
of them who was making the statements as being enploysd in a Chevron
Service Station at the corner of Victory Boulevard and Whitsett Street.
He described the youngster as about sixteen yearsof age.

INFURMJWION CONCEFNING &#39;
Iii-6l45 AH this date, SAC Hood telephonically contacted the
Bureau and advised at approximately ll:30 PM, July 9,1947, the off
in Ins Angeles had received information from the Resident Agent at
California, that a"flying disc had landed inor near Burbank and been
seen to burst into ame whenit landed. Fbrther, that ithad been the cause
of afire in some woods, this fire either in Burbank or possibly in the ci
limits of Les Angeles, which Mk;Hood could not be certain. The fire chief
at Burbank had called the resident agent at Burbank and told him he vould
hold thediscfor ms. 76
Coincident with the information received from Burbank, the Los Angeles
Office received calls from the newspapers requesting information. The newspapers
stating they had called the ArmirAir Force Intelligence who had stated "we are
not interested", According to Ur. Hood, this comment had aroused the newspapers
and they stated they intended to publish this quotation and oelabor same in their
Iirstissuess llr. Hoodstatedthat he had refrained from making anystatement
to the press other than to admit possession of an object and that it was being
turned over to military authorities inthe morning this AM!, it being Mr.Hood&#39;s
opinion that. he did not want any quotes in the press and certainly not one to the
effect that we werenot interested. -
As described to him, Ir. Hood stated thatthe object was analuminum
disc about 2&#39;in diameter weighing aboutten pounds, painted with aluminum paint;
and having some sort of e radio tube in the center of the es, This object was
in possession of the resident agent at Burbank and wouldbe turned over to
